BOX 758 GREELEY, COLORADO 80632 131, G o l) N T Y PHONE: (970)304-6496, EXT. 3706 RE: EM-BR 17/50A Flood Repairs—FHWA Time Extension Memo 3-05-2014 Weld County is requesting a time extension related to the completion of emergency flood repairs at this site. In the months following the flood in 2013, the County sent work crews to this site to construct emergency flood repairs required to get the roadway(WCR 17) reopened to traffic. During that construction effort, the water in the Big Thompson River was still very high and the work crews were limited to working only in areas outside of the flowing river. Inspections for the bridge structure could not be completed due to the high water at that time. The County has hired a design consultant to investigate and design additional emergency repairs at this site. The river water elevations are still considerably high but low enough to facilitate inspection, surveying, and engineering emergency design at the site. As a result of these recent design efforts, the consultant has recommended additional emergency flood repair work to help ensure the integrity of the site and to help avoid the additional flood damages which could result in road closure. The County is preparing to contract out these recommended repairs prior to Spring runoff peak flow in the Big Thompson River. Colorado is expected to have a significant spring melt and run-off which may impact the public infrastructure that has yet to be fully restored. It is anticipated by the Weld County Public Works Department, that many of the damaged facilities may require additional protective measures to minimize potential further damages and loss. Such protective measures may include seeding, mulching, erosion control blankets, turf reinforcement mats, erosion logs, structural backfill, riprap, etc. Given this current condition, the County requires adequate time to complete the design, bidding, and construction of emergency flood repairs at this site. 2014-0782 eon S-/a -a o/St ee.',ci 6S pain 1, eA MCI Be ©vy FHWA Disaster Number: Emergency Repair CO-13-1 Time Extension Request Federal-aid Route Number: Location (Name of Road and Milepost(if applicable)) State: County: CO County Site: EM-BR 17/50A Prepared By: Richard White, P.E.
