Nue°Mil•IC nw July, 2014 Annexation Impact Report Land Airpod Annexation Town of Hudson,Colorado ANNEXATION IMPACT REPORT Land Airport Annexations Nos. 1 and 2 to the Town of Hudson Introduction The Town of Hudson has received a petition for annexation for a 638.23 acres of land owned by Lloyd Land. To achieve the required contiguity, the annexation was presented in two parts, Annexation Nos. 1 and 2. The location of the annexation in relationship to the Town is shown in Figure 1:Location of Annexation. In accordance with Section 31-12-108.5 of the Colorado Revised Statues, the Town of Hudson must prepare an impact report concerning the proposed annexation. This report fulfills that requirement and is organized around the information required by Statute. A. Conditions Surrounding the Area to be Annexed The area to be annexed is adjacent to the Town of Hudson municipal boundaries on the west side of the subject property and is bounded on the West by County Road 49, a portion of which is already within the Hudson boundaries, on the East by County Road 51, on the North by County Road 16. and on the South by various privately-owned properties. The proposed annexation surrounds and does not include property occupied by the Rocky Mountain Energy Center. Figure 2: Town Limits and Utilities shows the location of the subject property in relation to the current municipal boundaries, developed streets and rights-of-way in the community, various town features and the town's water and sewer system. Existing land uses in the vicinity of the subject site are shown in Figure 3: Existing Land Use in the Vicinity of the Proposed Annexation. The property is currently used for agricultural purposes and contains an air strip permitted for use by the owner. The property completely surrounds the Rocky Mountain Energy power generating plant and there are 20 oil and gas wells located on the site. Box Elder Creek flows out of Ireland Reservoir No. 5 in the Southwestern portion of the property and crosses the southwestern portion of the property, flowing to the northwest. FEMA has designated a 100-year floodplain area in the vicinity of Boxelder Creek. The relationship of the site subject to the adopted Comprehensive Plan for the town is shown in Figure 4: Comprehensive Plan Map in the Vicinity of the Proposed Annexation. The entire extent of the property is shown for agricultural use, a "holding" designation specified in the 2007 and 2009 Hudson Comprehensive Plans in anticipation of development after annexation.. 8. Annexation Agreement A copy of the Draft Annexation Agreement between the property owner and the Town of Hudson is on file with the Town and available upon request. The agreement addresses zoning and land use, utility services, access, and other public improvements. Subdivision plats, subdivision improvement agreements, and site plans will be required during the development process. Municipal Services Municipal services similar to those provided to properties currently within the municipal boundaries of the Town of Hudson will be provided to the subject site at the time of annexation and development of the property. D. Extension of Municipal Services Water service is currently available through a line serving the Chemical Metal Industries property at the intersection of Technology Parkway and Chem-tech Avenue in the Hudson Industrial Park. The water line is approximately 2,665 feet(just over%mile) west of the subject property and a sewer line is located on the east side of CR 49 immediately adjacent to the subject property. New development on the property will be served by Town utilities according to the terms specified in the annexation agreement. E. Existing Districts The following districts are within the area to be annexed: Weld County School District RE 3J Central Colorado Water Conservancy District Central Colorado Water Subdistrict Hudson Fire Protection District Aims Junior College District High Plains Library District Southeast Weld Conservation District The owner will petition for inclusion into the Northern Colorado Water Conservancy District and its Municipal Subdistrict as a condition of annexation. F. School District Impact The property is within the boundaries of the RE 3J school district. Upon development of the property for residential, commercial, and industrial purposes there would be an increase in assessed valuation, resulting in additional revenues to benefit School District. The property is expected to be zoned and developed for predominantly non-residential use. Residences on that portion proposed for single-family residential zoning would generate additional demand for school services, including classroom space and bussing, at an estimated rate of.75 children per single family home (2010 US Census).
