RE: GRANT PERMIT FOR TEMPORARY ASSEMBLY TO MEAD ROTARY CLUB
FOUNDATION - SEPTEMBER 27, 2014
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS,the Mead Rotary Club Foundation, 16931 Potts Place, Mead, Colorado 80542,
has presented to the Board of County Commissioners an application for a Permit for Temporary
Assembly on land within the unincorporated portion of the County of Weld, State of Colorado,to be
held from 10:00 a.m. until 5:00 p.m., on September 27, 2014, on property described as follows:
6105 County Road 32, Platteville, Colorado 80651;
being further described as the SW1/4 of Section 18,
Township 3 North, Range 67 West of the 6th P.M.,
Weld County, Colorado
WHEREAS, said applicant has paid Weld County the sum of ONE-HUNDRED DOLLARS
($100.00) for said Weld County Permit for Temporary Assembly, and
WHEREAS, having examined said application, the Board deems it appropriate to grant a
Weld County Permit for Temporary Assembly to the Mead Rotary Club Foundation, and
WHEREAS,said permit shall be issued subject to compliance with the terms and conditions
as set forth in the application materials and upon the express condition and agreement that the
temporary assemblage will be conducted in strict conformity to all laws of the State of Colorado, and
WHEREAS, the Board deems it advisable to waive the bond requirements, as requested by
the applicant, and
WHEREAS, any violation to said terms and conditions shall be cause for revocation of said
permit.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that said Weld County Permit for Temporary Assembly on September 27, 2014,
be, and hereby is, granted to the Mead Rotary Club Foundation to conduct a temporary assemblage
at the hereinabove described location.

By action of the Board of County Commissioners of the County of Weld, State of Colorado,
taken this 27th day of August, 2014, IT IS HEREBY GRANTED a permit for a temporary
assemblage on land within the unincorporated portion of the County of Weld, State of Colorado, to
be held from 10:00 a.m. until 5:00 p.m., on September 27, 2014, on property described as:

result of such an assembly.
23. Submit$100.00 fee for each event where three-hundred fifty(350)or more people assemble
or can reasonably by anticipated to assemble at any one(1)location, unless the location is
properly zoned for such assembly, in which case one permit shall be required for the total
number of events scheduled for that location for the reminder of the calendar year, not to
exceed ten (10) events per year. As used herein, the term event means an assembly or
anticipated assembly which is scheduled to last for three (3)consecutive days or less.

Re: Mead Sugarbeet Festival
Dear Commissioners:
Dale Rademacher and Monica Baldwin have been appointed chair personal for the 9th
Annual Mead Sugarbeet Festival to be hosted by the Rotary Club of Mead. This event is
to be held on September 27, 2014 on the Sekich Property.
The Rotary Club of Mead will be the legal permit holder for this event. We have applied
for the necessary paperwork and we are asking for the deference of the performance bond
list in Section 12-1-30 of the Weld County Code because Nick Sekich will be cleaning up
on his own property.
We have applied for Insurance for the event and will fax or email this binder when we
receive it from the agency.
We invite Weld County Commissioners to participate in the 9th Annual Sugarbeet
Festival with an informational booth and attendance at the Festival. We will waive the
booth fee if you decide to be part of this community event.

Fl 12) CONSIDER GRANTING TEMPORARY ASSEMBLY PERMIT TO MEAD ROTARY CLUB
FOUNDATION FOR SEPTEMBER 28, 2013: Mr. Yatabe reviewed the Sugar Beet Festival event
request for the record and noted insurance is in place and the applicant requests no bond (as the
property owner will be responsible for any clean-up and a bond has not been required for this event in
the past). He said Mountain View Fire, was notified, but will not be on-site, unless they have a booth
set-up at the event and security is contracted from 10:00 a.m. - 4:00 p.m., but the event is listed from
8:00 a.m. - 5:00 p.m. In response to Chair Garcia, Mr. Yatabe said in prior years no bond was posted
for this event. Deputy Wagner echoed Mr. Yatabe's concerns about the hours of security, but stated no
other concerns. Terry Enright, applicant, stated this is the 8th annual event and support received from
Weld County and staff is appreciated. He reviewed some of their charitable projects and stated the
contract for security will be amended as requested. Mr. Yatabe explained that the requirement is for an
ambulance onsite. Mr. Enright said this is the first he has heard of this requirement, and Commissioner
Conway concurred that was not necessary. Commissioner Rademacher commented that Mountain
rb View Fire is involved and the Fire Chief is a member of the Mead Rotary Club. Commissioner Conway
commended the applicant for their good works and moved to approve said permit, with the expanded
security hours. Seconded by Commissioner Rademacher, the motion carried unanimously.

FOUNDATION AND AUTHORIZE CHAIR TO SIGN: Mr. Yatabe reviewed this request for a special
events permit, associated with the previous item. He said Rotary Club volunteers would be checking
I.D. and selling 3.2 percent malted beverage. Deputy Wagner said the Sheriff's Office had no concerns
and recommended approval. Commissioner Rademacher moved to approve said permit and authorize
the Chair to sign. Seconded by Commissioner Conway, the motion carried unanimously.
