HomeMy WebLinkAbout20142686.tiff RECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO AUGUST 27, 2014 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, August 27, 2014, at the hour of 9:00 a.m. El ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Douglas Rademacher, Chair Commissioner Barbara Kirkmeyer, Pro-Tem Commissioner Sean P. Conway Commissioner Mike Freeman - EXCUSED Commissioner William F. Garcia Also present: County Attorney, Bruce T. Barker Acting Clerk to the Board, Susan Brown Controller, Barbara Connolly El MINUTES: Commissioner Garcia moved to approve the minutes of the Board of County Commissioners meeting of August 25, 2014, as printed. Commissioner Conway seconded the motion, and it carried unanimously. AMENDMENTS TO AGENDA: There were no amendments to the agenda. El CONSENT AGENDA: Commissioner Conway moved to approve the Consent Agenda as printed. Commissioner Garcia seconded the motion, and it carried unanimously. PRESENTATIONS: El 1) RECOGNITION OF SERVICES, BOARD OF PUBLIC HEALTH — DOUG PRINTZ AND BARBARA MURPHY: Commissioner Kirkmeyer read the certificates into the record, and the Board expressed their appreciation for the recipients' contribution of time to the citizens of Weld County. E 2) RECOGNITION OF SERVICES, PLANNING COMMISSION — MARK LAWLEY: Chair Rademacher read the certificate into the record, and the Board expressed their appreciation for the recipient's contribution of time to the citizens of Weld County. IR 3) RECOGNITION OF SERVICES, BUILDING TRADES ADVISORY BOARD - RICHARD SPITLER AND ROBERT COON: Chair Rademacher read the certificates into the record, and the Board expressed their appreciation for the recipients' contribution of time to the citizens of Weld County. Ei 5) RECOGNITION OF SERVICES, COMMUNITY CORRECTIONS BOARD — PATRICIA COLLEEN FLACK: Commissioner Conway read the certificate into the record, and the Board expressed their appreciation for the recipient's contribution of time to the citizens of Weld County. 6) RECOGNITION OF SERVICES, CHILD PROTECTION CITIZEN REVIEW PANEL - JOHN CORDOVA AND COLLEEN ANTHONY: Commissioner Conway read the certificates into the record, and the Board expressed their appreciation for the recipients' contribution of time to the citizens of Weld County. El 7) RECOGNITION OF SERVICES, BOARD OF TRUSTEES FOR NCMC - LOUISE GIULIANO: Commissioner Conway read the certificate into the record, and the Board expressed their appreciation for the recipient's contribution of time to the citizens of Weld County. SKI 8) RECOGNITION OF SERVICES, BOARD OF RETIREMENT - WILLIAM HUGHES: Commissioner Garcia read the certificate into the record, and the Board expressed their appreciation for the recipient's contribution of time to the citizens of Weld County. PUBLIC INPUT: No Public Input was given. El COMMISSIONER COORDINATOR REPORTS: Commissioner Conway reported on the 2013 audit presented at the Upstate Colorado Economic Development meeting, and said the news regarding the County's financial status continues to be good. He also reported the Town of Berthoud has joined, and noted their choice of Upstate over the North Colorado Economic Development Council. Commissioner Kirkmeyer reported that she and Commissioner Conway toured the County with a Israeli lady from Noble Energy last Thursday. She is learning how to start a compressed natural gas infrastructure project in Israel, and she also attended the Smart Energy Coalition meeting. Commissioner Kirkmeyer thanked Elizabeth Relford, Department of Public Works, for setting that up and for being an expert on this topic. L Commissioner Garcia described the Rocky Mountain Air Show at the Greeley-Weld County Airport and stated he hopes that it can be held there again in the future. He thanked all the contributors. e Commissioner Conway attended the grand opening of the new Summit facility, with games, bowling, etc., in Windsor. He also attended The Daniels Fund Reception where philanthropic funding awards were presented to non-profits, including A Woman's Place, the Boys and Girls Club of Weld County, and a Charter School, all in Weld County. Minutes, August 27, 2014 2014-2686 Page 2 BC0016 BIDS: 1) PRESENT AND APPROVE EMERGENCY BID #B1400155, PARKWAY HOUSE DEMOLITION - DEPARTMENT OF BUILDINGS AND GROUNDS: Trevor Jiricek, Director of General Services, conveyed staffs recommendation to accept the low bid from TCC Corporation, in the amount of $18,716.00. He explained the request for emergency approval is due to the delay caused by asbestos removal prior to the demolition, and the demolition is necessary to move forward with the Weld County Parkway Project and meet a September 19, 2014, deadline - a requirement for the DOLA funding. Toby Taylor, Director of the Department of Buildings and Grounds, said the County has not worked with this vendor before. In response to Commissioner Conway, Mr. Taylor also confirmed this project was delayed due to last year's flood emergency. Commissioner Conway moved to waive the ten-day requirement and approve bid as recommended by staff. Seconded by Commissioner Garcia, the motion carried unanimously. NEW BUSINESS: el 1) CONSIDER PERMIT FOR TEMPORARY ASSEMBLY ON SEPTEMBER 27, 2014 - MEAD ROTARY CLUB FOUNDATION: Bob Choate, Assistant County Attorney, introduced the application for a temporary assembly for the 9th Annual Mead Sugar Beet Festival, and recommended approval. He said it is primarily the same as previous years applications; they are again requesting a waiver of the bond requirement. He noted that Public Works recommended 200 parking spaces, but 100 is adequate to the Code, and there haven't been parking problems in the past. The Board indicated that was acceptable and waived the bond. Commissioner Garcia moved to approve said permit. Seconded by Commissioner Conway, the motion carried unanimously. 2) CONSIDER SPECIAL EVENTS PERMIT AND AUTHORIZE CHAIR TO SIGN - MEAD ROTARY CLUB FOUNDATION: Mr. Choate reported they have a good history, boundaries and security. Commissioner Conway moved to approve said permit and authorize the Chair to sign. Seconded by Commissioner Kirkmeyer, the motion carried unanimously. la 3) CONSIDER HAZARD MITIGATION GRANT APPLICATION FOR CRITICAL INFRASTRUCTURE TRANSPORTATION SUPPORT FACILITIES AT AULT AND JOHNSTOWN (5% INITIATIVE GENERATORS) AND AUTHORIZE CHAIR TO SIGN: Roy Rudisill, Office of Emergency Management, gave an overview of the following six items, which are a percentage of the funds allocated to the flood disaster/emergency last year. He reviewed project costs and the County's share, as well as their level of priority. Commissioner Garcia moved to approve said application and authorize the Chair to sign. The motion was seconded by Commissioner Kirkmeyer, and it carried unanimously. 4) CONSIDER HAZARD MITIGATION GRANT APPLICATION FOR THE CRITICAL INFRASTRUCTURE TRANSPORTATION SUPPORT FACILITIES (5% INITIATIVE GENERATORS) AT BRIGGSDALE + 10 SITES AND AUTHORIZE CHAIR TO SIGN: Mr. Rudisill listed the other towns with fueling sites. Commissioner Conway moved to approve said application and authorize the Chair to sign. The motion was seconded by Commissioner Garcia, and it carried unanimously. Ell 5) CONSIDER HAZARD MITIGATION GRANT APPLICATION FOR THE SOUTHWEST SERVICES CENTER / ALTERNATE EMERGENCY OPERATIONS CENTER (5% INITIATIVE GENERATORS) AND AUTHORIZE CHAIR TO SIGN: Mr. Rudisill reviewed the application. Commissioner Conway moved to approve said application and authorize the Chair to sign. The motion was seconded by Commissioner Garcia, and it carried unanimously. Minutes, August 27, 2014 2014-2686 Page 3 BC0016 El 6) CONSIDER HAZARD MITIGATION GRANT APPLICATION FOR THE EMERGENCY RESPONSE REFUELING STATIONS AT DACONO AND FORT LUPTON (5% INITIATIVE GENERATORS) AND AUTHORIZE CHAIR TO SIGN: Mr. Rudisill again reviewed this application, project costs and matching. Commissioner Kirkmeyer moved to approve said application and authorize the Chair to sign. The motion was seconded by Commissioner Garcia, and it carried unanimously. El 7) CONSIDER HAZARD MITIGATION GRANT APPLICATION FOR 5% INITIATIVE WELD COUNTY STREAM GAGE FLOOD WARNING PROJECT AND AUTHORIZE CHAIR TO SIGN: Mr. Rudisill reviewed nine locations which were diligently identified as the best place to assess potential water flow, four are co-located with the Department of Natural Resources. Commissioner Conway moved to approve said application and authorize the Chair to sign. The motion was seconded by Commissioner Kirkmeyer, and it carried unanimously. El 8) CONSIDER HAZARD MITIGATION GRANT APPLICATION FOR DISASTER PREPAREDNESS OUTREACH AND RESILIENCE BUILDING MATERIALS AND AUTHORIZE CHAIR TO SIGN: Merrie Leach, Office of Emergency Management, said this project will be a printed brochure, as well as developing some digital media, display materials, and professional help developing the messaging; the content will be provided by staff. Commissioner Garcia moved to approve said application and authorize the Chair to sign. The motion was seconded by Commissioner Conway, and it carried unanimously. Mr. Rudisill thanked the many staff which assisted in the challenging preparation of these applications, as well as Base Tactical. RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the Consent Agenda. No Ordinances were approved. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Acting Clerk to the Board.
