Dear Council Members:
My motion, seconded by Dr. William Hiatt, was to forward without recommendation the
results of HSA-1 staff study and HSA-1 Board discussion (which was lengthy) con-
cerning the above project. When the motion was made, six voted aye. Two others
having declared a possible conflict of interest because of relation to Denver Health
and Hospitals, might have voted for the motion. A motion finally prevailed to dis-
approve the application and that is the reason for this report.
I pointed out in the discussion, and was supported by Dr. Hiatt, particularly
concerning dental needs of the older population, that our society has accepted
the concept of a children's hospital and we probably will endorse the concept
of a gerontological hospital. If one accepts that concept, all of the comparisons
made by staff and board members are pointless because there are no comparable data
for a "first of kind" institution. It was clear, however, that a number of other
issues clouded the discussion and though I cannot identify them all they seemed to
result in a reluctance to vote for the project.
If members of the Health Facilities Advisory Council so desire, I feel confident
Dr. Hiatt and I, perhaps others, would be willing to attend sessions devoted to
further discussion of this matter.
Above all, I make the plea that health people in Colorado work out the details which
clouded the issue in our discussions so that the concept of serving the needs of the
aging population in Colorado be given fair opportunity. It appears to me that a
substantial portion of these services would be appropriate through the Davis Institute.
