RECOMMENDED ACTION: Narrative: County Road 39 South of County Road 18 is a dead end road that services a local airport. There is also a non-County maintained road, which would be CR 16,that links CR 41 to the airport as well. Several years ago there was discussion about improving CR 39 and Public Works, subsequent to those discussions, did do improvements. However, the traffic count was so low(43 vehicles per day)that nothing more than reshaping and graveling the road was warranted. I have inquired about the maintenance schedule and latest traffic count. It was last taken in 2010. Janet Lundquist has ordered a count as soon as it can be scheduled. I have attached a letter to Mr. Billings that I will mail to him and will confer with you after the next count can be done. This came to me immediately before Thanksgiving and I notified Rafaela that there would be a delay in responding. Several years ago the road was in very poor condition. It had no drainage and very little gravel. Public Works made improvements to the road at that time. The last traffic count, which was taken in 2010, registered only 43 vehicles per day. I realize that may have changed in the last four years and because of that I have instructed my staff to count the road as soon as possible. There are several factors which can trigger improvements to a road, the most common of which is vehicles per day. I notified my grader division staff of this issue and they looked at the road, assessed its condition and spoke with the grader operator in that area. The road is 24 feet wide which is our standard width and receives regular maintenance. Also, we realize during dry conditions roads become rough sooner than they would normally and we respond to rough road calls as quickly as we can. Again, thank you for your letter. This letter is our effort to make you aware of the concern for the county road conditions adjacent to the Platte Valley Airport community located at 7507 WCR 39 between WCR's 16& 18. These roads leading to the airport from WCR 41 have been dusty and primitive for many years. Construction truck traffic has recently increased due to Anadarko drilling operations on a property bordered by WCR 16&39 and the dirt roads now need constant attention. Their operations started at the end of September and we understand they'll be in the same property for about 9 months in order to complete the drilling of 6 wells. General aviation pilots and airport visitors travel to Platte Valley Airport from all parts of the city. Additionally, there are 9 employees traveling to and from work at the Eagles Nest at Platte Valley Assisted Living Center located at 6994 WCR 39 adjacent to WCR 16 &39. Family and friends of residents also travel on these roads.
