WELD COUNTY FEDERAL MINERAL LEASE DISTRICT October 13, 2014 Those Present: Mike Freeman Travis DePorter Bruce White Donald Warden, Weld County Budget Director Bob Choate, Assistant Weld County Attorney Janet Lundquist, Public Works Mark Thomas, Weld County Environmental Health CALL TO ORDER: Mike Freeman, President, called the meeting to order at 3:05 p.m. APPROVE MINUTES OF JULY 7, 2014: By motion duly made and seconded, the minutes of July 7, 2014, were approved unanimously. APPROVE PAYMENTS: Donald Warden, Weld County Budget Director, presented the payment of$50,000 to the Weld County Department of Public Health and Environment, for approval. He stated this is the third year of the project for the water testing equipment. By motion duly made and seconded, the payment of$50,000 to the Weld County Department of Public Health and Environment was approved. Mr. Warden also presented the payment of$1,166,800 to the Weld County Department of Public Works for approval. Janet Lundquist reviewed the list of completed projects, which exceeds that amount. By motion duly made and seconded, the payment of$1,166,800 to the Weld County Department of Public Works was approved. Mr. Warden presented a bill from Anderson and Whitney, Certified Public Accountants, in the amount of$3,000 for approval. He stated this is for the 2013 audit. By motion duly made and seconded, the payment was approved. NEW BUSINESS: Review 2013 Audit: Mr. Warden stated Anderson and Whitney, Certified Public Accountants, conducted the audit as of December 31, 2013, and no exceptions were found. He stated all funds were in compliance and recommended the Board accept the audit as presented. By motion duly made and seconded, the audit was accepted as presented. Budget Hearing for 2015 Budget: Mr. Warden stated this is a Public Hearing which was duly noticed. He presented the 2015 budget, with Revenues for 2015 of $1,465,000 plus and • l bm/nu/v cII +w /-19 -.34452015-0265 .57) 01310 estimated $10,000 in interest. He stated Board policy is to spend money one year in arrears, in order to know the exact amount awarded. He stated Contract Payments are listed at $1,475,000, with $50,000 committed to the Weld County Department of Public Health and Environment for the water testing program; leaving $1,425,000 for the Weld County Department of Public Works. No public comments were received. By motion duly made and seconded, the Resolution to adopt the 2015 Budget was approved as presented. Mr. Warden presented a Resolution to Appropriate Sums of Money, in the amount of $1,478,600. By motion duly made and seconded, the Resolution was approved as presented. Consider 2015 Requests for Proposal: Mr. Warden recommended the Weld County Department of Public Health and Environment be awarded $50,000 for the continuation of the water testing program; and the Weld County Department of Public Works be awarded $1,425,000. He stated the list of Haul Route Program (HRP) roads submitted by the Department exceeds that amount; however, the Department will use up to that amount, with the County paying the balance. On motion duly made and seconded, the Requests for Proposal for the Weld County Department of Public Health and Environment be awarded $50,000 for the continuation of the water testing program; and the Weld County Department of Public Works be awarded $1,425,000 was approved as presented. OTHER BUSINESS: The Board set the next meeting to be held Monday, January 12, 2015. Due to increased production of oil and gas wells and industry support services, numerous county roadways have been negatively impacted. Due to increased traffic volumes many roadways are now meeting triggers for improvement and have developed structural stability issues due to heavy truck traffic. As a result of the dynamic nature of the oil & gas industry many roads have a fluctuation of traffic volumes and need improvements although those traffic volumes may reduce over time. However, they still have structural stability problems and create colossal maintenance demands. To mitigate the issues created by the Oil & Gas Industry and its support services, Weld County Public Works has developed the 2015 HRP project list attached to this letter. These roadway segments have large truck percentages, multiple citizen complaints, and significant number of permitted or producing wells. By completing the proposed project list the structural stability of the roadways will be increased and the maintenance costs will be reduced for those segments of roadways. Weld County Public Works is truly committed to progression of these projects and will use County HRP funds in addition to the Federal Mineral Lease Board funds to complete these projects.
