Subject : GREELEY WASTEWATER FACILITIES
CONSTRUCTION PROGRAM
Dear County Commissioners ,
As you know, the City has encountered considerable controversy
in the development and implementation of our "201" Wastewater
Facilities Plan . The City ' s Plan was submitted to EPA in Feb-
ruary , 1975. The EPA shortly thereafter determined that an
Environmental Impact Statement was necessary and EPA finally
approved the Plan on April 13 , 1977. This 2-year delay has
escalated the price of our planned facilities by $1. 8 million
over the original $7, 127 , 000 construction estimate. The City
is , therefore, highly interested in minimizing any further
delay on the construction of these needed projects.
We believe that all of the concerns of the citizens east of
Greeley have been addressed adequately in the Environmental
Impact Statement .
It is our understanding that the appropriate Weld County offi-
cials have reviewed the Environmental Impact Statement and
that the County Commissioners, at this time , generally favor
the construction of the Delta Plant . We understand further
that the Commissioners are willing to assist the City in
obtaining a special use permit to construct and operate the
Delta Sewage Treatment Plant .

The confirmation of your support prior to the upcoming July 5,
1977 meeting of the State Water Quality Control Commission
would be greatly appreciated. If any of the Commissioners have
reservations about the Greeley "201" Plan , I would appreciate
the opportunity for a joint session of the County Commissioners
and the Greeley City Council, prior to the July 5 meeting, to
iron out any remaining questions the Commissioners may have.
