HomeMy WebLinkAbout20143888.tiff HEARING CERTIFICATION DOCKET NO. 2014-97 RE: 2015 FINAL BUDGET A public hearing was conducted on December 15, 2014, at 9:00 a.m., with the following present: Commissioner Douglas Rademacher, Chair Commissioner Barbara Kirkmeyer, Pro-Tern Commissioner Sean P. Conway Commissioner Mike Freeman Commissioner William F. Garcia - EXCUSED Also present: Clerk to the Board, Esther E. Gesick County Attorney, Robert Frick Director of Budget and Management Analysis, Donald D. Warden The following business was transacted: e I hereby certify that pursuant to a notice dated December 10, 2014, and duly published December 12, 2014, in the Greeley Tribune, a public hearing was conducted to consider the 2015 Final Budget for Weld County. Donald Warden, Director of Budget and Management Analysis, made this a matter of record and reviewed the summary of 2015 Budget Changes made since the Proposed Budget for the record. (Clerk's Note: The summary of changes is included as backup to the Resolution Summarizing Expenditures and Revenues and Adopting the 2015 Budget.) el No public testimony was offered concerning this matter. El Mr. Warden further stated the Mill Levy will be reduced from 16.804 to 15.8 mills. He also stated if the current drop in oil and gas prices does not recover, the change in assessed valuation would need to be addressed in the 2017 Budget. He commented there are several one-time expenses in the 2015 Budget, including $25 million in retirement funding, $28 million for capital projects and engineering in Public Works, and $10 million in incentives for this year's budget. In response to Chair Rademacher, Mr. Warden stated the previous mill levy could be reinstated; however, he does not believe that will be necessary. Responding to Commissioner Conway, Mr. Warden stated the 2015 Contingency Fund would be depleted for one day on December 31, 2015, and then replenished as of January 1, 2016,to allow the County to meet the unfunded liability for retirement funding. a In response to Commissioner Kirkmeyer, Mr. Warden agreed the accounting practices changed and the annual retirement contribution is no longer reflected as a footnote and must now be reflected on the balance sheet to be actuarially compliant. Commissioner Kirkmeyer clarified it is fully funded and even with the change it will be fully funded. Commissioner Conway commented the Board took proactive action and has been working on this for the past five to six years. Commissioner Conway added The Greeley Tribune Editorial Board incorrectly reflected information concerning the County's Retirement funding and reporting and did not take the additional planning years into account. No public testimony was offered concerning this matter. 2014-3888 FI0060 HEARING CERTIFICATION - 2015 FINAL BUDGET PAGE 2 e Commissioner Kirkmeyer moved to approve the Resolution to Summarize Expenditures and Revenues for Each Fund and to Adopt the 2015 Budget as submitted. The motion was seconded by Commissioner Freeman, and it carried unanimously. e Mr. Warden confirmed Emergency Ordinance#250, In the Matter of the Annual Appropriation for Weld County, Colorado, for Fiscal Year 2015, was previously read into the record by audio, and he reviewed the amounts reflected in Exhibit A. No public testimony was offered concerning this matter. Commissioner Kirkmeyer moved to approve Ordinance#250 on an emergency basis. The motion was seconded by Commissioner Conway, and it carried unanimously. • Mr. Warden recommended approval of the Resolution setting the mill levy at 15.8 mills. He stated the County will be levying the full amount of 22.038 mills and then giving a temporary reduction of 16.38 mills which is estimated to raise a net of $141,724,346.00, which is a drop of 1.004 mills. Commissioner Conway moved to approve the Resolution to Set Mill Levy. The motion was seconded by Commissioner Kirkmeyer, and it carried unanimously. There being no further discussion, the hearing was completed at 12:01 p.m. This Certification was approved on the 17th day of December, 2014.
