Based on our experience no more than 15% retrieve their stored vehicles in any given month between April & Sept. They don't pull them out at the same time, nor do they bring back into storage at the same time, therefore the impact is very minimal. No more than 5% retrieve or return their stored vehicles in any given month between Oct and March. Due to the fact that most people only use their camper/RV/boat a few times each summer and 50% of our clientel only use their camper/RV/boat once or twice everyother year in the summer, the amount of incoming or outgoing traffic is very light, and usually spread out over the week. 30% of our clientel do not move their storage at all during the year. Possibly the busiest time of the year, for outside storage, is the end of Sept. when most people are storing their RV for the winter, (this is usually only over the last week of the month) or on Sunday afternoons when they are bringing back their storage after a weekend (they pull them out at all different times during the week). Safety - I previously mentioned the entrance and exit to the facility do not appear to be safe as they are located near small hills in the road , in close proximity to the railroad tracks , and near the intersection of County Road 64 1/2 and 27. This seems very congested . The Planning Commission also noted this was a "poor location" . The photo below shows that only the very top of a car is visible as it travels south on County Road 27 near the exit to the facility. I imagine someone speeding down County Road 27; their vision impaired by the small hill , a large RV pulling out of the exit by the railroad tracks, and full oil tanker cars sitting on the railroad tracks where cars are frequently parked . Public Works mentioned the average speed on this road is about 59 miles per hour. This is an accident waiting to happen . Similarly , the series of photos below shows the approach of a large truck as it is travelling south on County Road 27 near the entrance to the facility. Again , visibility is impaired by the hill and imagine an RV travelling north on County Road 27 ; making a left hand turn into the facility, and not seeing the oncoming vehicle , causing another accident. Even if people don 't move their RVs from the parking area that often , it seems likely there will be increased traffic from other users who are not parking at the facility, but who are using the dumping station as there don 't seem to be a lot of dumping areas readily available nearby . This additional traffic will be a nuisance to the area . 2 . Compatibility - Many members of the Planning Commission also agreed that this facility was incompatible with surrounding land uses . This is a residential and agricultural area . Section 23-2-220 of the Weld County Code clearly states "the uses that will be permitted will be compatible with existing surrounding land uses" . It is our understanding an application for a similar facility to be located along County Road 27 north of County Road 66 was submitted some years ago and was not approved by the Board of County Commissioners. The Planning Page 1 of 3 Department does not seem to be able to locate this application , but it seems clear this type of facility simply is not compatible with the area . One of the members of the Planning Commission moved to deny this proposal . Another proposal was denied at the September 16 Planning Commission meeting with the reason for denial being "compatibility" . This development will be a huge eyesore to the neighboring agricultural and residential community and will greatly detract from the rural landscape now enjoyed by the residents of this area . Stop the RV and Boat Storage Facility (USR14-0038) Petition published by Judy Firestien on Sep 15, 2014 Background(Preamble): USR14-0038 proposes a RV and boat storage facility to be located north and adjacent to the railroad tracks and west and adjacent to County Road 27 near the intersection of County Roads 64.5 and 27 in the settlement of Bracewell northwest of Greeley. This business proposes to store up to 300 RVs and boats. In addition, there will be a caretaker's building, a 7,500 gallon dump station, a 6 foot tall chain link fence surrounding the facility and lighting for security and operation. The business will operate 24 hours a day, seven days a week and estimated traffic to the business could be as high as 150 vehicles per day. Nearby property owners are concerned about the 24/7 hours of use, the lighting at night, and the increase in traffic and congestion. There are also concerns about safety as the entrance to the facility is located near a small hill and the exit is adjacent to the railroad tracks and near the intersection. Property owners are also very concerned about loss of their mountain view, loss of rural character, and potential decreases in property values. Surrounding land use and zoning is agricultural and residential and this business does not seem to be compatible with these current surrounding land uses. I oppose this development for the following reasons. 1 . The Bracwell community is currently a residential and farming community. 2. When the Shiloh subdivision at Bracewell was developed, there were no plans for any industrial or commercial developments immediately surrounding this area. 3. The most appropriate growth in this immediate area should remain residential as the current homeowners were under the impression that more residential would be the planned growth. 4. Development around this immediate area, other than residential, would drastically effect the home values of the current home owners. 5. The noise, lighting and traffic levels need to remain appropriate for what would normally be expected in a residential neighborhood of this type. The Bracewell HOA currently has restrictions on the type of exterior lighting allowed. All exterior lights must be "down shinning" 6. The Bracewell Community is a historic community that currently is 100 residential. Regardless of whether it does or does not, we will move forward with the completion of the real-estate contract to purchase this property. Over the weekend we will put together additional development uses for this property that fit within the Agricultural Zoning District of this property. Then in the distant future we can revisit potential commercial/industrial uses as the area changes. There are many potential investment option for this property and opportunities under this zoning and we feel this will provide us a benefit now with chance for change in the future.
