WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with a Work Order Form (Flood Repairs - WEL-BR13/44B) Pursuant to Agreement for Design Services between the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Department of Public Works, and Ayres Associates, Inc., commencing January 13, 2014, with further terms and conditions being as stated in said work order form, and WHEREAS, after review, the Board deems it advisable to approve said work order form, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Work Order Form (Flood Repairs - WEL-BR13/44B) Pursuant to Agreement for Design Services between the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Department of Public Works, and Ayres Associates, Inc., be, and hereby is, approved. Thirteen steel girders span between vertical steel pile abutments. We do not know the type of abutment foundation (spread footing versus piles). The abutments feature steel wing walls that are angled 45 degrees to the road at all four corners. The 2010 bridge inspection report gave a Sufficiency Rating of 62.6 and an Item 113 (scour critical) code of 8, which means the structure was expected to be stable under anticipated scour conditions. 'i-- ' ...e..4.:,...- ....,..- A Y` F rei +� ..�� . • '-• - _ - Flood Damages and Ongoing Issues: Damages encountered during the September 2013 floods include bridge and roadway overtopping with roadside embankment and shoulder damages both north and south of the bridge. At the bridge there was erosion and loss of the embankment fill behind the right (south) abutment sheetpile wall and wingwalls and partial loss of the embankment fill on the upstream side behind the left (north) abutment sheetpile wall and wingwall. Remnants of the old wooden bridge abutments remain in the embankment fill and were exposed during the flood. Both approaches have been repaired and the bridge is open to traffic. The main channel has widened considerably from the pre-flood condition. Topographic and geomorphic evidence suggests that the Little Thompson River is incised within its floodplain. This may be an ongoing long term degradation problem related to changes in the watershed hydrology associated with rapid urbanization in the upper portions of the watershed. Analysis of aerial photography revealed that the river immediately upstream was realigned when the bridge was built in 1966. This realignment likely shortened the channel which would produce a steepening of the channel profile. Prior to the flood, the sheetpile abutment walls were deteriorating significantly, especially along the base of the walls, which had been covered with sediment. However, removal of the overlying sediment during flood flows exposed the holes at the base of the abutment walls and subjected the fill behind the walls to potential scour and erosion. Work Recommended Prior to Spring Runoff (Phase 1): • Place additional rock riprap at the upstream corner of the north abutment c. • Place rock riprap under the bridge along the toe of the north abutment. • Survey the right of way limits, the bridge surface and along the north embankment side slopes and under the bridge along the north abutment. • Assuming no temporary easement or ROW acquisition for this construction' Work Anticipated for Phase 2: • Re-grade/stabilize the east roadway embankment north and south of the bridge (600ft) and protect shoulder/embankment slope with TRM/rock. • Remove and replace the fill behind both abutments. Potential Phase 3 work for Betterments and/or Resiliency: • Replace the bridge with a structure designed to current standards Detailed Scope of Work for Phase 1: 1. Kickoff Meeting. Ayres project manager/engineer and geomorphologist will meet with County project manager at County Public Works office. 2. Site Assessment. Ayres project manager/engineer and geomorphologist meet at the site with County project manager to observe current field conditions. assess geomorphology and discuss what emergency repairs were done. 3. Survey. Conduct boundary survey of the right of way limits and topographic survey of the road pavement and embankment within the right of way within 250ft north to 350ft south of the bridge with greater detail around the north bridge abutment. 4. Prepare brief environmental documentation for permitting work at this site. 5. Progress Meeting. Conduct one progress meeting with County project manager at County Public Works office. 6. Design.
