The Weld County Public Works Department has reviewed this proposal. This project falls under the Use by
Special Review Standard, Weld County Code, Chapter 23, Article II, Division 4, Section 23. Staff comments
made during this phase of the Use by Special Review process may not be all inclusive; as other issues may
arise during the remaining application process.
COMMENTS:
CR 50 is a local paved road and requires a 60-foot right-of-way at full build out. There is presently a 60-foot
right-of-way. This road is maintained by Weld County. Pursuant to the definition of SETBACK in the Weld
County Zoning (23-1-90), the required setback is measured from the future right-of-way line.
Our most recent traffic count reflects 787 taken in November 6, 2013, 59MPH average, 17% single axis, 8%
comb.
REQUIREMENTS:
Access Permit Application Form:
Show the approved access on the plat and label it with the approved access permit number (AP#).
Noxious Weeds:
Should noxious weeds exist on the property or become established as a result of the proposed development,
the applicant/landowner shall be responsible for controlling the noxious weeds, pursuant to Section 15-1-180 of
the Weld County Code.
Traffic Narrative:
The site will generate about 5 tandem dump trucks and 10 belly dump trucks, with 15-20 employees dropping
off their own vehicles and picking up trucks.
Drainage Report:
The applicant submitted a Water Quality Feature. Historic flow patterns and run-off amounts will be maintained
on site.
Flood Hazard Development Standards:
This area IS NOT in a Special Flood Hazard Area (SFHA) as determined by the Federal Emergency
Management Agency (FEMA).
Improvement Agreement:
Weld County Public Works Department is asking applicant to enter into an Improvement and Road
Maintenance Agreement, and post collateral for all off-site improvements (haul route-CR 50).

Environmental Health Services has reviewed this proposal for an oilfield service
company to include truck maintenance and storage, employee parking, and a future
shop/office building. There will be up to 1-2 maintenance employees, 1 office worker
and 15-20 drivers accessing the site.
There is an existing residence on the property served by Central Weld County Water
District (Acct. No. 003012-01) and an existing septic system (SP-00800246). The
employees must have access to permanent sewer and water. The applicant will need to
provide written documentation from the Water District that the existing water service is
approved for commercial use.
Septic System SP-0800246 is permitted for a 3 bedroom home, or up to 6 people. The
septic system will require review by a professional engineer to determine if adequate for
employee use. Alternatively, a new septic system may be installed for the employees
accessing the site. The applicant shall plot the septic system(s) on the plat, and the
system(s) must be protected from vehicle traffic.
The dust abatement plan stipulates that water will be used to control dust on site. The
waste handling plan indicates that B&C Refuse will provide trash removal. Maintenance
and repair of vehicles will occur on site. Used oil and other vehicle fluids generated from
vehicle maintenance will be removed by LaSalle Oil. The waste handling plan will need
to be revised to include disposal or recycling of tires, batteries and other scrap parts
generated from vehicle maintenance. If there are floor drains in the maintenance shop,
the floor drains must discharge to a watertight vault, and contents removed for proper
off-site disposal. If vehicle and equipment washing occurs onsite, the wash water
discharge must also be contained for proper offsite disposal.
We have no objections to the proposal; however, we do recommend that the following
conditions be part of any approval:
We recommend that the following requirements be met prior to allowing the plat to be
recorded:
1. In the event the applicant intends to utilize the existing septic system at the
home, for employee use, the septic system shall be reviewed by a Colorado
Registered Professional Engineer. The review shall consist of observation of the
system and a technical review describing the systems' ability to handle the
proposed hydraulic load. The review shall be submitted to the Environmental
Health Services Division of the Weld County Department of Public Health and
Environment. In the event the system is found to be inadequately sized or
constructed the system shall be brought into compliance with current
Regulations.
2. Alternatively to the above, a new septic system may be installed for employee
use. The septic system is required to be designed by a Colorado Registered
Professional Engineer and shall be installed according to the Weld County
Individual Sewage Disposal Regulations.
3. The applicant shall plot the septic systems (existing and proposed) on the plat,
and the systems must be protected from vehicle traffic.
4. The applicant shall submit evidence of an Underground Injection Control (UIC)
Class V Injection Well permit from the Environmental Protection Agency (EPA)
for any large-capacity septic system (a septic system with the capacity to serve
20 or more persons per day). Alternately, the applicant can provide evidence
from the EPA that they are not subject to the EPA Class V requirements.
5. Submit documentation from Central Weld County Water District indicating that
the existing water service is approved for commercial use.
6. In the event washing of vehicles will occur on site the applicant shall ensure that
any vehicle washing area(s) shall capture all effluent and prevent discharges
from the washing of vehicles in accordance with the Rules and Regulations of the
Water Quality Control Commission, and the Environmental Protection Agency.
Vehicle washing areas should be designated on the plat.
7. The applicant shall submit documentation that floor drain wastes from any
vehicle maintenance facility is captured in a watertight vault and hauled off for
proper disposal. The vault shall be designated on the plat.
8. The applicant shall submit a revised waste handling plan, for approval, to the
Environmental Health Services Division of the Weld County Department of Public
Health & Environment. The plan shall include disposal/recycling of tires,
batteries and other scrap parts generated from vehicle maintenance, including

the names, telephone numbers and addresses of the waste handlers and
disposal/recycling facilities.
We recommend that the following requirements be incorporated into the permit as
development standards:
1. All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and
Facilities Act, 30-20-100.5, C.R.S., as amended) shall be stored and removed
for final disposal in a manner that protects against surface and groundwater
contamination.
2. No permanent disposal of wastes shall be permitted at this site. This is not
meant to include those wastes specifically excluded from the definition of a
solid waste in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5,
C.R.S., as amended.
3. Waste materials shall be handled, stored, and disposed in a manner that
controls fugitive dust, fugitive particulate emissions, blowing debris, and other
potential nuisance conditions. The facility shall operate in accordance with the
approved "waste handling plan", at all times.
4. Any vehicle or equipment washing areas shall capture all effluent and prevent
discharges in accordance with the Rules and Regulations of the Water Quality
Control Commission, and the Environmental Protection Agency.
5. Fugitive dust and fugitive particulate emissions shall be controlled on this site.
The facility shall operate in accordance with the approved "dust abatement
plan", at all times.
6. This facility shall adhere to the maximum permissible noise levels allowed in
the Commercial Zone as delineated in Section 14-9-30 of the Weld County
Code.
7. Adequate drinking, hand washing and toilet facilities shall be provided for
employees and patrons of the facility, at all times.
8. Sewage disposal for the facility shall be by septic system. Any septic system
located on the property must comply with all provisions of the Weld County
Code, pertaining to Individual Sewage Disposal Systems.
9. The facility shall utilize the existing public water supply (Central Weld County
District).

10.All potentially hazardous chemicals must be handled in a safe manner in
accordance with product labeling. All chemicals must be stored secure, on an
impervious surface, and in accordance with manufacturer's recommendations.
11. Process wastewater (such as floor drain wastes) shall be captured in a
watertight vault and hauled off for proper disposal. Records of installation,
maintenance, and proper disposal shall be retained.
12.The operation shall comply with all applicable rules and regulations of State
and Federal agencies and the Weld County Code.

After reviewing the application and documents submitted the Building Department has the following
comments:
A building permit is required, per Section 29-3-10 of the Weld County Code, for any new construction,
alteration, or addition to any buildings, structures and utilities on the property. It is required that a code
analysis be done on the project by a design professional with experience in this area. A building permit
application must be completed and two complete sets of engineered plans including engineered
foundation plans bearing the wet stamp of a Colorado registered architect or engineer must be submitted
for review. A geotechnical engineering report performed by a registered State of Colorado engineer shall
be required or a open hole inspection.
Any structures proposed to have changes uses will required, per Section 29-3-10 of the Weld County
Code, commercial building permit for change of use. A code analysis, floor plan an complete set of plans
for any alteration and a structural analysis by a professional engineer will be required.
Buildings and structures shall conform to the requirements of the various codes adopted at the time of
permit application. Currently the following has been adopted by Weld County: 2012 International Building
Code; 2012 International Mechanical Code; 2012 International Plumbing Code:; 2012 International Fuel
Gas Code; 2006 International Energy Code; 2011 National Electrical Code; 2009 ANSI 117.1
Accessibility Code and Chapter 29 of the Weld County Code.
Plans shall be submitted to the Union Colony Fire District for review and comments.
A final approval from Fire District prior to issue of Certificate of Occupancy
