HomeMy WebLinkAbout780506.tiff RESOLUTION RE: AUTHORIZING THE EXECUTION OF DUTCH ELM DISEASE DEMONSTRATION CONTROL PROGRAM AGREEMENT BETWEEN THE COLORADO STATE FOREST SERVICE AND THE CITY OF EATON AND WELD COUNTY, COLORADO. WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Colorado State Forest Service and the City of Eaton, Weld County, Colorado have tendered an agreement concerning the Dutch Elm Disease Demonstration Control Program which they desire to enter into with Weld County as a pilot project, and WHEREAS, this agreement is deemed by the Board of County Commissioners to a piolt program only and in all other areas of Weld County, not covered by the attached agreement, Weld County will not pay for any Dutch Elm Disease Control . NOW, THEREFORE, BE IT RESOLVED by the Board of County Com- missioners of Weld County, Colorado, that the Board of County Com- missioners execute the Dutch Elm Disease Demonstration Control Program Agreement which is attached hereto and made a part of this Resolution. County Atto e 1 780506 Date Presented : April 10 , 197R DUTCH ELM DISEASE DEMONSTRATION CONTROL PROGRAM AGREEMENT This joint agreement, entered into this 21 day of February 19 78 between all parties considered in the defined City (Attachment A) of Eaton within the State of Colorado, and the Colorado State Forest Service; WITNESSETH: 1 . The City agrees to enforce all Colorado state laws and local ordinances pertaining to Dutch elm disease. . 2. The City agrees to meet the Colorado State Forest Service standards (Attachment A) for this program before receiving the total amount funded for costs of the program. 3. The City agrees that, since they have had a previous Dutch elm disease control program and will continue to have a Dutch elm disease control program, any monies received through this Dutch elm disease demonstration program are to be used as supplemental funds only and not to replace the City's ongoing Dutch elm disease program funds. 4. The Colorado State Forest Service agrees to survey and sample the City a minimum of four times during the agreement period. 5. The Colorado State Forest Service.will distribute funds up to $20,000.00 dollars after receiving vouchers for appropriate costs incurred and checking to insure all agreed upon standards have been met. 6. Arrangements may be made with the City or individual parties considered in the City for advance funding if no money is available to initiate work required by this agreement. -1- Dutch Elm Disease Demonstration Control Program Agreement-Page 2 7. This agreement begins retroactive to October 1 , 1977, and terminates September 30, 1978. It is further agreed that all treatments shall be completed by September 30, 1978, and all other terms of this agreement shall be completed to Colorado State Forest Service standards by September 30, 1978. Scfhlomaker -2- ATTACHMENT A (Definitions and Standards) DEFINITIONS: City of Eaton - includes all lands within the city limits of Eaton and at least a two mile buffer strip on Weld County adjoining and encircling these city limits. City of Greeley - includes all lands within the city limits of Greeley and Evans and at least a two mile buffer strip in Weld County adjoining and encircling these city limits. City of La Junta - includes all lands within the city limits of La Junta and the unincorporated city of North La Junta and at least a two mile buffer strip in Otero County adjoining and encircling these city limits. City of Yuma - includes all lands within the city limits of Yuma and at least a two mile buffer strip in Yuma County adjoining and encircling these city limits. STANDARDS: THE FOLLOWING LIST IS TO BE USED AS A PRIORITY LIST BY NUMERICAL ORDER FOR TREATMENT OF ELMS FOR THE DEMONSTRATED CONTROL PROGRAM FUNDS. 1. All elms diagnosed as having Dutch elm disease or as containing lesser European elm bark beetle brood will be disposed of within 20 days (including weekends and holidays) of notification of the officials responsible for those trees. When trees are to be removed, disposal includes: 1) taking the tree to an approved dump and burning or burying under 2 feet of compacted soil ; 2) the stump should be removed to below soil level and covered with dirt (either physically or by a stump grinder) or it may be debarked to // below soil level . 2. Dead and dying branches in an otherwise living tree, capable of ' supporting a brood of lesser European elm bark beetle and reported to the responsible authority following CSFS survey, will be pruned from large leaf elms first and then from small leaf varieties of elm. This wood shall be disposed of as in #1 above. Minimum specifications for the required pruning of a specific tree: a) Remove all dead and dying branches of 2 inches or more in diameter. b) Remove all broken and loose branches 2 inches or more in diameter. c) All tools used on otherwise healthy trees will be sterilized or disinfected with a proven disinfectant before making any cuts in those trees. • • Attachment A Page 2 2. d) All final cuts shall be made flush to the remaining branch, limb or trunk of the tree. Cuts, which produce excessively wide wounds (greater than 1/3 of the diameter of the remaining branch) , or otherwise weaken the tree, shall not be made without other authority. 3. At least one application of methoxychlor spray shall be applied to all elms within the defined city in the spring before beetles emerge from broodwood and before the trees break bud, Minimum specifications for the methoxychlor spray: a) A 2 percent (active ingredient) application rate with hydraulic sprayers or a 12.5 percent (active ingredient) application rate with mist blowers. That is: i ) Mix 8 gallons of 25 percent Methoxychlor EC with water to make 100 gallons final spray for hydraulic sprayer. ii ) Mix 5 gallons of 25 percent Methoxychlor EC with water to make 10 gallons final spray for mist blower. b) All bark surfaces must be completely covered with spray to prevent beetle feeding or breeding. Special care should be taken to cover the upper part of the tree (especially large leaf varieties) . c) All applicable pesticide precautions on the Methoxychlor label should be followed to avoid accidental poisoning. d) Application will be done only by properly certified Colorado Commerical Pesticide Applicators. 4. Root graft treatments are of low priority and should be done by mechanical trenching only. Minimum specifications for mechanical trenching include: a) The trench should be 2 feet deep and 4 inches wide. b) The entire perimeter of the tree should be trenched outside of the drip line. c) If (a) and (b) cannot be done without affecting other trees root systems, then trenching should not be considered. 5. The lowest priority is preventive fungicide applications. This treat- ment should only be done on selected large leaf elms. Minimum specifi- cations for preventive fungicide applications include: a) Treated trees must be of documented historical or other public significance. b) Treatments must. be done by a properly licensed and authorized Colorado Commercial Pesticide Applicator. c) No curative treatments will be allowed according to Colorado State Law.
