SubjectPolicy Memo
It shall be the policy of the Department of Law, under
Article V of the Home Rule Charter for Weld County,
Colorado, that all requests for opinions issued by the
Department of Law under Section 5-3(2) and (3) , shall be
personally directed to Thomas 0. David, Weld County
Attorney for review.
In the first instance, all opinions on questions of law
issued by the office of the County Attorney to the Board
of County Commissioners and the other departments and
divisions of the county government of Weld County, shall
be deemed informal and shall be designated "MEMORANDUM
OF LAW".
All formal written opinions to be maintained by the County
as public documents, pursuant to Article V, Section 5-3(3)
of the Home Rule Charter of Weld County, Colorado, shall
be issued by the office of County Attorney only after an
informal memorandum of law on that subject shall have
been written, and only upon written request and personal
interview by the party requesting the formal written
opinion with the County Attorney. All such opinions
shall be designated "FORMAL OPINION".
