Enclosed is a copy of a letter we sent to the Planning Commission. Since we rarely write letters to any state or local government complaining as we believe in representative government. To say more would only be a repeat of what we already have written. We did receive a letter from Encana (copy enclosed)dated June 19, 2014 stating that they were reaching out to us to let us know basically that County Road 6 is going to be the route of the trucks since they conducted a study and received referrals (I assume from the Town of Erie). We can only hope the B.O.C.C. agrees and alters Encana's request so County Road 8(Erie Parkway) is used and not the County Road 6 which travels through a Residential Subdivision. Baker EXHIBIT sconnif June 12, 2014 To: Weld County Planning Commission From: LeRoy & Nancy Baker, owner of L& N Construction LLC Re: Case # USR 14-0017 It is our understanding the traffic is to be routed from 1-25 at Exit 232 south to WCR 6 then west to the job site. This route takes the semi-trucks through a rural residential subdivision, which makes no sense! It seems to me the best route would be west on County Road 8 (Erie Parkway) to County Road 5,the same route as the trash trucks. Erie Parkway is to be a four lane highway from Erie to 1-25 and should be able to handle the traffic more so than Road 6. This change to Road 5 (trash truck route) would make more sense than Road 6. If Road 5 is not an option County Road 7 should be considered. I have no other motive for asking for this change other than it makes sense for this change as we have more frontage on County Road 7 than County Road 6. We believe a thorough traffic study by an independent professional would agree Road 5 would be the best route. One final note this land has been in our family for 68 years and we have never complained to the Planning Commission or County Commissioners. We are reaching out to you in the early stages of our development process to share our plans for the Hub, including the access route which we realize directly impacts you. The concept of the Hub is to remove the large liquids holding tanks from newly developed locations in and around the town of Erie. Utilizing a series of pipelines, liquids will be transported to the Hub where they will be stored and removed from location via tanker trucks. As part of the planning process, Encana conducted a traffic impact study and received comments from referral agencies specific to the access route. Below is the route tewwe are proposing for the Hub. Maintained Route Overview: Trucks will exit 1-25 at Weld County Road 8/Erie Parkway; they will travel east and turn south onto East Frontage Road; continuing west onto Weld County Road 6 for approximately 1 .5 miles and then turning right into the entrance of the Hub. The trucks will use this same route to return to 1-25 when leaving the Hub. Projected truck traffic: As this is a new facility, there is a period of startup time with truck traffic gradually increasing as more wells begin producing and liquids are transferred to the Hub; then as production of wells decline, truck traffic will correlate and have a gradual decline as well. This facility is being designed and permitted for maximum capacity standards which requires us to calculate truck traffic estimates with the highest possible in mind. Based on this design, we estimate that in 2015, four trucks per hour will access the location. In 2019, the hourly truck count will peak at eight trucks per hour, then begin to decline in 2020, with significant reductions each year after that. At IS Hello, ' COUNTY SSIONERS This letter is in reference to the HUB being built by Encana on WCR 6 & 7 and the traffic impact of this HUB on WCR 6. We are Mark and Debra White and we live at 1947 Mountain View Drive, Erie, CO 80516 We were notified by Encana that a HUB will be built at WC Rd 6 & 7. This letter is dated 6/19/14. I would first like to ask WHY we were NOT NOTIFIED of this prior to this letter?The only sign currently stating there will be a HUB built is on WCR 6 approximately 100 yards on WCR 6 from WCR 7. Where there is no traffic. Until I received the letter from Encana dated June 19, 2014. I had NO idea there would be a HUB down the street. We feel sending hundreds of truck west on WCR 6 to the HUB will have a dramatic impact on • our lives and well fair. The concerns we have are: • Noise of 100's of trucks per day. • Pollution from the trucks. • We have small Children that can be hit by these trucks. • We all have animals. They can be hit by these trucks. • Getting out of our neighborhood will be more difficult and would increase the chance of an accident for any of us. • Wildlife. I am sure it would impact them. There is a family of foxes living on the corner of 6 & 7. • Bicyclists use Rd 6 daily! Road 6 is not wide enough now for cars and bikes as it is. • Ditches are deep and ice is a factor in winter. We have lost one car to the ditch in winter. • What would this traffic due to our property value which is finally increasing after years of decreases in value? • Dump traffic seems to have increased lately. When we moved in 12 years ago there were signs saying no dump traffic. What happened to these signs?The trucks that currently access • the dump should not be using Rd 6. How can you allow hundreds of trucks 24/7 to use it? Why do you not do anything about that? EXHIBIT Pz I E 7.S. U5/2/4/- CO/7 • • When we had the floods what was done to our roads for drainage then? I called Weld county several time myself to have them properly angle the plowing to help with flooding. They barely touched Mountain View and I have not seen them doing anything with 6. • Road 8 or Erie Parkway and WCR 5 are currently designed for the type of traffic Encana is talking. There would be a lot less people impacted. • Road 6 and the Frontage road are not designed for this. The cheaper alternative and less impact to all above would be best served by running the traffic on Erie Parkway and down 5 there is already a stop sign there, and then back across 6 all they would have to do is pave 6 between 5 & 7. • Saturday July 5, 2014. I tried to pull out of my neighborhood to go East on WCR 6. I was greeted by a pickup truck that said Encana on the side of it. The truck was doing at least 45 miles per hour in a 35. If I would have pulled out I would have been hit. This was just one of their pickup trucks. What if it was one of Encana's BIG TRUCKS? It is bad enough we as a neighborhood were not given notice of the HUB in the first place. Why should we be expected to give up our quiet life, property values and possible injury to increase the profits for Encana and to help the town of Erie? However, I and the neighbors in my neighborhood have already paid our dues, and then some. Years ago, ( around 1997) Erie and Broomfield were both talking to us about annexing to their cities, and the benefits that we would derive. We spent numerous evenings, attending meetings, and listening to both sides. We were promised amenities, services, and that being incorporated would help our property values. I was at an Erie Council meeting to discuss the annexation once more when they abruptly announced that if we were there in regards to the annexation there would be no discussion in light of the IGA that was just completed between Erie and Broomfield, making us their Buffer zone, without the possibility of annexation. One of the Board members looked me in the eye, and mouthed the words "you got screwed". This was our first sacrifice. A few years later, we again sacrificed when I-25 was expanded and a new Bridge was put in at Rd 6. For • the next few years we dealt with dust, noise, and large amounts of traffic from Asphalt Specialists, and Cat Construction. We also endured ever changing detours for over a year just to get to and from home. During this time I was even ran off of the road while riding my horse, by a Construction truck trying to turn on to RD6, when it had to swing wide to avoid another construction truck. We moved to where we are for a specific lifestyle. We bike ride, ride horses, and motorcycles, and enjoy being out in the Country. Our road is narrow, it has almost no shoulder, and the possibility of becoming the route for the HUB Encana is putting in is unbearable. Again our dues have been paid. Encana paid for a traffic study, and according to the study, the RD 6 option is not the best option, but rather the Rd 7 to Rd 8 option. This seems logically like the best option. There is room for road expansion on the west side of RD 7, and north side of RD 8. A lane dedicated to these trucks could even be added so they could enter directly on to I-25. The Rd 7 to RD 8 route has only a couple of residences, and would be shorter than the RD 6 option. Why not driveway to the HUB off of RD 7, and cut down the distance even more. We have Graduation parties, Yard sales, and other gatherings in our neighborhood, and if these activities are going on, and guests are parking on the sides of the road, there is very little road room, • because there is almost no road shoulder, but drops off into ditches. • I know that these facilities generate Tax money for the Governing bodies, probably Erie and Weld County. It is time that someone else sacrifices, not us. Let those that benefit pay their dues and take on a little sacrifice. I personally feel that Erie is calling the shots, and I am tired of being controlled by Governments that I don't even have the right to vote for. We are the ones that would sacrifice with lower property values, increased noise, traffic, and a loss of the lifestyle we have invested in. The projected truck volume even brings personal safety into question. I have an open mind however. Explain to me how we would benefit, otherwise, Please do the right thing, and make the right decision. A decision that follows the traffic study recommendation, and have someone else sacrifice this time. This is a rural county road with no shoulders-very narrow for any kind of traffic, let alone trying to manage travel while competing with farm machinery, bicycles,joggers, horseback riders, the mail carrier, school buses, the occasional animal that gets out onto the road and wildlife in general. These are all activities that can occur at any time on rural county roads. County Road 6 is not an option. Trash truck traffic has a different designated route to the landfill. Why is oil field traffic being considered? There are alternate routes such as: (1) Exit 232 off of I-25, west to WCR 5, south to County Road 6, then to the designated site. This route is designed for truck traffic. (2) Exit 235 (Hwy 52) off of I-25, west to WCR 5, then south to the designated site. (3) Exit 232 off of I-25 to WCR 7, then south to WCR 6 and west to the designated site. (4) Exit 232 off of I-25, west past WCR 7 to the property, that, as I understand it, belongs to Encana; they can build their own road from the entrance on the north, then south to the designated site. Option 1 or Option 4 are the most logical routes for these trucks. The use of WCR 6, is not acceptable, no matter what. • I came home on WCR 6 and had to wait until a swather passed because he could not move over; I couldn't either, since as I stated, there are no shoulders. Within the last week I read that a person was killed by an oil field truck. This usage of Road 6 is a prime situation for death as well. Who wants to take responsibility for another death when there are obvious and viable options for other routes, not County Road 6? There are 49 homes in the immediate area from I-25 west to County Road 7 along County Road 6. Twenty-one homes are adjacent to Road 6. Many of these houses have been in place for 20-30 years, and are very close to the road. All the others are within a half mile or less from WCR 6. Stop and consider what effect this 400+/24/7 truck traffic situation is going to have on all these residents. This truck traffic will not have any positive effect on property value, people's lifestyle, relaxation or peace of mind. With all the negative aspects and impact all this truck traffic has on this community, common sense screams, "Find another route!" There are other routes that affect far fewer residents and are far safer for everyone involved. Please understand this will affect all these long time residents who choose the peaceful life of rural living. Do the right thing. Designate a different route. Thank you. Although most residents don't strongly object to the formation of the HUB; we understand that it brings wealth into Weld County and keeps our taxes reasonable, we are diametrically opposed to routing the Encana truck traffic onto WCR 6 which will bring 488 trucks/day, coming and going, 24/7 through our rural neighborhood. The choice of the Town of Erie to route Encana HUB traffic on WCR 6 was not the selected route by the engineers who performed the Road Impact study; they dismissed it in their recommendation as a residential area. They chose Rd 8 to Rd 7. Only 3 routes were studied instead of more obvious choices such as the Garbage Truck Route or Rd 5 from Hwy 52. When an entity elects or needs to comply with regulatory expectations in studies, it seems likely that it would use the results of a more expansive study to create a plan; the Town of Erie chose their own plan which endangers the lives and lifestyles of Carol Heights and Leisure Living. Future development, of course, needs to always be considered in decisions, but Erie's reasoning is that six stoplights would be added to Rd 8, and that would inhibit traffic. Spoiled toddlers always want to hog all the toys, even if they can't play with all of them at once! Since Encana bought much of the property paralleling Rd 7, including the Northeast quarter of Section 21 all the way • to Rd 8, they could create their own road into their site within that ground, using only a mile, approximately, of Rd 8 before turning south onto their own created road. What is the timeline for pipelines both in an out of the HUB instead of trucking the products? What are the impasses? After Erie sold out the communities east of the town by allowing the dump hills to expand in height and distance to obliterate the "Million Dollar View" of the mountains they enjoyed, they continue to make unpopular decisions for the eastern rural areas of Carol Heights and Leisure Living. Bad habits should always be stopped in their formation. Perhaps if the residents complied with the regulations expected for Encana, we should all paint our houses Dutch Boy Mountain Climb in order to fit in with new growth! The route chosen by the Town of Erie, WCR 6, is a 2-lane road, narrow with no shoulders and deep ditches. The structural rating for Road 6 likely doesn't accommodate the vast number of trucks that will travel it day and night. The turn from the I-25 frontage road is a tight turn for a large truck, and dangerous if another vehicle is traveling east. A walk down the road even at this time is risky-there's no safe place to dive off the road for protection. Horses, bicyclists, motorcycles, mail carriers, school buses that must stop on the road for pick up, and farm machinery can be seen on the road. The farmer on the north side of the road, Mike Baker, already has to swivel his head several times to check for traffic, and he has to enter Rd 6 several times a day to travel to his fields. The Right to Farm is tantamount to the oil industry for much of the wealth of Weld County, and that occupation and way of life will be hampered and endangered. When the occasional cow, cow herd, horse or dog gets out on the road, all human and animal life is in the balance.There will likely be 15 students who will ride the • bus in the coming school year, some having to cross the road to wait on the side of the road. EXHIBIT • The 50 residences of Carol Heights and Leisure Living, and those living on Road 6 are occupied by real humans who have chosen the area for its peacefulness, its healthy rural lifestyle and its acceptance of a few animals. To jeopardize this is to defeat the purpose of choice of lifestyle and to greatly diminish property values. Our way of life would never be the same. Many of us are senior citizens who have been here for 30 years or more. Debbie Grant, one of the residents, has recently been granted approval to add a home to their property for her daughter and her family. Now, her life is on hold, awaiting a decision on the truck route. She had to agree to comply with the codes of a rural lifestyle, and keep noise at a reasonable level. To route 488 trucks/day (including traveling to the site and leaving) would violate the very codes Weld County has created! If Rd 6 would be chosen for a heavy hauling route for 488 trucks/day, 24/7, we wonder who owns the trucks? Does Encana hire truck drivers outside of their domain? How will compliance with speed limits and noise ordinance be regulated? Now, we have no patrols. What kind of maintenance will be performed and how often? Will the midnight and early morning hours bring us drivers who are in need of sleep, but can't pull over? When they have a flat tire or mechanical problems, where can they stop to get off the road? Promises can be made, but will they be kept? Encana doesn't have the reputation for honoring all their agreements. No matter the improvements planned by Erie for the annexed part of Rd 6, it still will kill our lifestyle. Is the plan to condemn private properties on the north and south to create shoulders? The battle will certainly intensify if that is in the future. We have seen in our reading and request for information from Weld County that we have missed at least two meetings before we knew of their existence. Our"notification" consisted of two signs: one on Rd 7 which is not well traveled by our residents, and one on Rd 6 on the most rutted, least traveled road • in our vicinity. Even then the yellow sign blends in with the gold grasses, and was folded over in the wind the last time we took another look. At the time our committee notified the neighborhood, Encana had had a meeting with people within 1000 feet, and Erie and the WCR Planners had already met and passed the agreement. Encana was the entity that notified our neighborhood, not the Town of Erie, nor Weld County. With the Rd 6 route chosen for us (against us) we would be the most affected, even if we aren't within 1000 feet. We can't accept that we have been left out and ignored in order to pass reprehensive agreements that eliminate the way of life we enjoy. I am certain that if you, who hold the balance of our lives in your vote, pass the Rd 6 route for heavy truck traffic, that there will be a death. When it happens, some may say, "I'm sorry that happened, but that's life." And I would add, "And death." Thank you for your consideration. We moved here from Thornton, CO in order to live a rural life style. Since we have lived here the town of Erie only acknowledges us as means to profit from our neighborhood (Example: Erie dump, water storage facility and t now the liquid handling hub) without regard to the effect on our neighborhood. Though we are not all in agreement in regard to the installation of the Hub, we are in agreement that the route Erie trustees and EnCana have decided upon without our knowledge is totally inappropriate, unsafe and costly. Road 6 is a small residential street and it isn't designed for even a fraction of the truck traffic that would be using this route. This selected traffic route will affect 49 residents due to the bike routes, equestrian and most of all school bus routes for loading and unloading the school children who live here. This will also negatively impact our quiet rural lifestyle and decrease our property value which is a major life savings to many of us. As a neighborhood, we have discussed at least 3 other routes that are better suited, safer and •eady have the infrastructure in place: 1) Rd 8 west to road 5, south to road 6 and then east to an entrance on road 6. This is already built for heavy traffic would only affect 1 resident. 2) Road 8 west to what could be made an entrance to the hub and then south to the hub. This would only affect 1 resident and was built for heavy traffic. 3) Hwy 7 west to road 5, south to Road 6 and then east to the Hub. This route is already used for the dump and water storage so it is already designed for heavy truck traffic and will not effect any residences. Think about having constant rigs driving up and down YOUR road 24 hours a day, 7 days a week for the next 30-40 YEARS! The children in the neighborhood have to get on school buses that make 3 stops in the morning and afternoon.These children have to cross the road to get onto their buses. I know that my neighbor has had to pull his children off the road a couple of times because of trucks that did not see them and they almost got hit.Think if this was your children or grandchildren. Having Encana Oil use our road will destroy our lifestyle of our rural neighborhood.What gives you the right to do this? You all are only looking at this in a business sense and not even considering us-How dare you. Do the right thing here people and find an alternate route. Have Encana build their own road in the fields on the north side of our properties. You can have it all to yourself and not have to worry about our safety.Call it Encana Oil Blvd if you want.We don't care-just stay off of our Road 6. Our daughter is grown and moved away. My husband and I have lived on the corner of Road 6 and Mountain View Drive for 16 years. This is the best time of year to us. We can sit out on our back patio for a few hours in the evening and watch as our friends and neighbors work and play on their property. We watch as the younger children learn how to ride horses and bicycles. We've seen their older siblings as they grew and made friends in the neighborhood. The time comes when they venture out on their bikes, their horses, and their feet. Can you imagine having to watch these children cross the street to go play with a friend or get on the school bus when you know there is an 18 wheeler, likely, within eyesight at all times. We watch horseback riders and people walking their dogs. We watch farmers, putting in their long day, riding in their tractors; barely wide enough for • road. What tanker is going to pull off the road to let him pass? How will he turn around? How will many of our neighbors move their equipment and horse trailers and even pull out onto Road 6 if they do get them moved? Many of our neighbors have no choice but to load their horses on the Road. Will the trucks stop and wait or even slow down? Road 6 is the only way out of our neighborhood. When you expand that view just a bit more, you'll see that there is no eastbound access out of our neighborhood when you get to Hwy 7. We cannot go left off the Frontage Road as this is blocked by a concrete meridian. We cannot go left off of Road 7 due to the high volume of traffic in the area. It's a shame because we have a beautiful new shopping center but no easy access to it. As a reminder, I would like to mention that our neighborhood has suffered because of this but we did not complain or cause a fuss. Nor did we cause a fuss when 1-25 was widened in our direction. There are some things that we understand and are willing to accept. There are some things that we cannot and do not. Please tell me, in what possible scenario, is it a best solution to run a, major impact, truck route through a residential farming community on a road that is far too narrow for that purpose? My bedroom is mere feet from Road 6. I fear I may never sleep again due to the noise. The roads can't be widened. We need the drainage ditches and I've attached photos that show just how much. Please notice the white fence, almost under water, is the same fence in the next picture. I would urge you to consider that our community is also a part of your community. Box 758 ATTN: BOARD OF COMMISSIONERS RE: USR14—0017 ENCANA HUB FACILITY TRAFFIC IMPACT STUDY ROUTE #3 WCR6 FROM I-25 TO WCR7 Ladies and Gentlemen: My name is Deborah Grant; I live at 3505 Longview Road Weld County Colorado. I personally met with the Board on June 18, 2014 to ask permission to build another home on my property for my daughter, her husband and my grandchildren to live in. I explained that we have lived in this small rural community for over 18 years, raised our children in a quiet country setting, and had hoped to do the same with our grandchildren. Everyone on the • Board approved my request and I would like to thank you for that. Little did I know that the just the day before my hearing the Board had met with Swink Family Farms/Encana Oil & Gas Case#USR14-0017 and approved a Centralized Liquids Management Facility just down the road from me. The additional amount of traffic this facility will generate on our section of WCR6 is 144 OIL TRUCKS, 48 WATER TRUCKS and 10 EMPLOYEE VEHICLES X 2, 365 DAYS A YEAR, 24 HOURS A DAY! To access the facility the Town of Erie is requesting that Encana Oil & Gas use WCR6 for their traffic in and out of the facility. This proposed section of WCR6 is the only road into our community, and other families reside on the road itself. Also school buses make multiple stops daily to pick up and return students from school and home, some have to wait on WCR6. Our entire community uses this road on a daily basis to access our homes. We walk on this road daily with our children, grandchildren and dogs, and even ride our horses. With this amount of traffic from so many large vehicles every day the noise and pollution will be devastating and the road WILL NOT BE SAFE. In April of 2014 Encana Oil & Gas hired an Engineer to do a traffic impact study for the facility and proposed 3 haul routes; I have attached a copy of all 3 routes. Route#3 was not chosen because of the restricted turning movements at Highway 7 and because of our community on WCR6. The engineer was hired to do this job and they recommended Route#1, WCR 8 to • WCR7 to WCR6 at the site. The Town of Erie is not following the recommendation of the Engineer. If proper notice had been given to our community we could have addressed this situation at the planning meeting. A sign was posted on WCR6, the gravel portion west of WCR7 at the • entrance to the Encana site; which is rarely traveled. Our community received a letter from Encana dated June 19, 2014, 2 days after the planning meeting was held. The Town of Erie has been aware of and involved in the entire project and is not considering the recommendation made by the Engineer. The Engineer has recommended (Route#1); this is the shortest route and has a minimum of residences along the route. 1. The Town of Erie has a Plan/Idea for future development adjacent to the Liquids Handling Hub WCR7 (Route#1). Our community is not an idea or a plan we are here now and have been since the late 1960's; we need to be considered in any future planning or ideas the Town of Erie might have that will affect our community. No consideration has been given by The Town of Erie as to the impact on our subdivision. 2. Per The Town of Erie WCR5 (Route#2)was not even considered in their letter. WCR5 is also a collector road; this road has been built up to withstand large vehicles and heavy volume as the garbage trucks are required to use this road to access the dump. • 3. Per The Town of Erie WCR6 is a collector road with right-of-ways and nothing else. (Route#3) We are a community of approximately 49 homes, people who enjoy quiet country living, work hard and follow the rules as they are written in the Weld County Codes. Additional thoughts for Hub Facility access: Encana Oil & Gas can have an easement through the property (vacant field)just north of the proposed site on Section 21 in the NE Quarter for a road of their own to enter from WCR8. This route would use the Hwy 7 interchange with 1-25, Hwy 7 to Sheridan Pkwy, IIIISheridan Pkwy to WCR 4, WCR 4 to WCR 5, WCR 5 to WCR 6 and WCR 6 to the site. This is the most heavily travelled route. Hwy 7 has approximately 21,000 vehicles per day and the interchange can become congested during the peak hours. All roadways with the exception of WCR 6 are paved. A traffic signal exists at Sheridan Pkwy and Hwy 7. This route was not chosen due to the heavy traffic volumes already existing. The water and oil trucks operate 24 hours a day and this route is adjacent to a residential development. The garbage trucks that use this route only operate during the day, the addition of the nighttime traffic may be objectionable to the resident's along the route. The Town of Erie respectfully submits the following comments: 1) The Town of Erie Comprehensive Plan indicates that future residential development is likely to occur on adjacent properties. The Town requests that the applicant utilize a combination of berming and landscaping to more effectively screen the proposed facility from these future land uses. 2) Per the Town of Erie Transportation Master Plan,Weld County Road 7("WCR 7")is indicated as a principal arterial roadway with a right-of-way width of 140-feet.The Town requests 70-feet of right-of-way, (from and west of the section line) be dedicated to the Town of Erie. 3) Per the Town of Erie Transportation Master Plan,Weld County Road 6("WCR 6")is indicated as a collector roadway with a right-of-way width of 80-feet. The Town requests 40-feet of right-of-way,(from and north of the section line)be dedicated to the Town of Erie. 4) In previous discussions with the applicant the Town has indicated the preferred S IDhaul/truck traffic route(Haul Route 3 in revised Traffic Impact Study)to the site is WCR 6 via the eastern I-25 Frontage Road. Due to the anticipated volume of truck traffic, the Town requests: a. The paving of WCR 6 along the frontage of the property to the Town's standard cross-section for a Rural Arterial. b. Installation of streetlights on WCR 6 along the frontage of the property and at the intersection of WCR 6/WCR 7. c. That a traffic engineer make recommendation(s)for safety improvements at the intersection of WCR 6/WCR 7. d. That a traffic engineer make recommendation(s)for safety improvements at the intersection of WCR 6/eastern 1-25 Frontage Road and those portions of WCR 6 not annexed into the Town of Erie. e. A detailed pavement analysis report of the preferred haul/truck traffic route to determine structural improvements to existing asphalt roads. 5) The Town requests that the west access into the site align with the existing access on the south side of WCR 6. • 6) The Town requests that a Photometric Plan be provided indicating that a maximum of two foot candles of illumination at the perimeter property line. My name is Dee Trembath, my family and I have lived in Carol Heights off of WCR 6 for 28 years, raising children and grandchildren in wonderful country living. As with many of our neighbors we have farm animals, and enjoy walking, biking and the quiet of our neighborhood. In the time we have lived here we have seen many changes implemented by different entities ranging from the expansion of the dump, possible annexation from Broomfield, and the expansion of I-25. We understand that the area is growing and expansion is required but at what cost? Our concerns are the huge impact the traffic and 24 hour noise of the Encana hub will have on our neighborhood, lifestyle and property value. We are on not against the hub being put in but have issues with the route the Town of Erie has suggested be taken to get to the hub. Weld County Road 6 is taken as a daily bus route, our neighborhood consist of approximately 45 homes and families that this would impact their daily schedule for ensuring their kids are safely getting to and from their bus stop. This road is narrow already with little to no shoulder to pull off, if you add the recommended number of trucks to the road suggested the impacts could be devastating. Causing major road issues from drainage to sight obstructions for other traffic or residents, erosion and breakdown from the contestant traffic. As it is now when there is any type of family event, utility work or during harvest season this road is already limited to a one lane road. Added truck traffic would increase safety concerns along this route. The truck route was not allowed on this road for the dump, why is this being allowed now? The Town of Erie has already impacted our lifestyle and property values by the dump expansion all • the way up to WCR 7. They are currently allowing heavy machinery and equipment to start operation before 7 am and on some weekends. We are asking you to not allow the City of Erie to take what is left of our lifestyle as well as our property values away. We have seen and allowed many changes around us, but this has a major impact on every aspect of our lives. The Town of Erie wanted this route out of town se it wouldn't bother the residents and impact their lifestyle and roadways. The route we object to is I-25 to WCR 8 to East Frontage road to WCR 6. This route will be a direct impact on the lives of the 49 residences on or along WCR 6 from I-25 up to WCR 7. We are concerned about the high amount of truck traffic (8 trucks an hour 24 hours a day), safety of speed WCR6 is 35 MPH. The increase of the traffic will change our quality of life from country agricultural to industrial high traffic. We also worry about our property values decreasing and potential property loss if any road improvements are required expanding the WCR 6 for this route . We respectfully request and encourage additional route studies be completed before a final decision is made. There are only three in the Encana study and , my recommendation is using this • route we suggest 1-25 to WCR 8 west bound to WCR 5 south bound to WCR 6 to site. This is already an established truck route to the interstate. Example the high volume of trash trucks already using this route for access to the Erie Front Range municipal dump. This route is already suited for industrial trucks and high volume of traffic. The speed limits range from 50 MPH to 45 MPH then 35 MPH to site on WCR 6. Thank you for your attention and support.
