Dear Ms. Johnson,
I am writing to give my input on the matter of proposed project: USR for equipment storage yard related
to custom farming operations in the Agricultural Zone District. My name is Roy Martin and I own the
property on the East side, adjacent to the property up for review, located North of and adjacent to CR
80, approximately .5 miles east of CR 39,
I have no issues for the proposed purpose as stated: equipment storage yard related to custom farming
operations. However I do object strongly to the accumulation various type of salvage vehicles. The
pictures I have provided will attest to the accumulation and storage of junk automobiles such as demo
derby scrap, salvaged semi trucks that don't run, old surplus military trucks, abandoned cars and pickup
trucks that can't run and even farm equipment that is burnt to a crisp and is a total loss. I am certain the
county would need to issue a special use permit for this type of Salvage Yard. Also, an isolated portion
of the property on the North end is dedicated to old tires and fuel tanks as well as a refuse pile, mostly
limbs and branches, and a couple of semi trailers either abandoned or used for storage.
I also have an issue with the lack of weed control and discarded boxes, bags and other litter occasionally
on the property that blows over to my property. Within the time frame that the current owners have
had the property, the acreage has only been mowed once and that was within the last 30 days, after
submitting the application for the proposed purpose. One more issue I have is the lack of a designated
entrance off of CR 80 with appropriate drainage and maintenance. Currently two entrances are being
used. The one on the West side of the property, I am pretty sure is located on the other neighbors
property. The entrance closest to my property line is haphazard; no driveway was ever put in and when
it rains heavy, it causes my drive to flood. Both entrances cause mud and drainage issues to CR 80 as
well as to the neighboring properties.
I have reviewed the Site Specific Development Plan and Use by Special Review Application. It is clear
that Section 2, paragraph d. as stated in this application, is completely false. The application's claim is
not consistent with how the property has been used since the time of ownership. Case in point -
* the facility is NOT committed to County regulations related to derelict vehicles, refuse, litter and other
unsightly materials.
* the site has NOT been maintained by keeping weeds mowed
* there is no ongoing trash collection
* there is NO gravel driveway
* there is No maintenance and watering and screening of absent driveway

The claim in Section 5, paragraph a. is questionable in that there are people in the shop at times and
engines are running in and aroud the shop at times. Which in itself is not an issue, however it is not
what is stated.
Please look at the attached photos. One set was taken prior to the one time mowing of the property,
the other after it was mowed. In both you will see more vehicles that are NOT related to farming than
are. Furthermore, you will see more derelict vehicles than operable ones.
The photo of the mud hole was taken after the rains during the first week of October. So last week.
This is the driveway located next my drive. Notice the lack of gravel, leveling, and proper drainage.
