Llon�* the west side of load 29 , there exists a concrete ditch arprox. 1600 feet long and related structures valued at which is in danger of being destroyred by the upgrading of the art_ existing roadway . If the concrete ditch is damaged or removed, eld County must either replace it at their own expense or post a performance bond to insure replacement of the concrete witch at a later date. `"geld County ' s failure to replace the ditch will result in a legal action on our part against the County to recover damages to our personal property, loss of our crops from lack of proper irrigation, and to recover our attorneys fees. Lupton, Colo. 80621 11/8/77 p - ORAflDUffl County Commissioners October 27, 1977 Date. --- — North-South Road Fort Lupton Met with Mr. Don Cummins of Fort Lupton School District on October 20 , 1977. Mr. Cummins is responsible for the routing of school buses in the School District . Discussed the need of a new North-South road for the length of the school district i . e . , from County Road 2 North to County Road 26 . Mr. Cummins informed me that the most urgent area for relief would be north of State Highway 52 . He suggested that County Road 29 be opened from County Road 16 to County Road 18 . This would involve upgrading 1/2 mile of existing County Road 29 and new con- struction on the south 1/2 mile of County Road 29. This would afford an immediate relief for buses traveling to and from Aristocrat Ranchettes. Should a new North- South Road east of the tracks be feasible , Mr. Cummins suggested that a meeting be held with Fort Lupton officials and School District officials to discuss a proposed route . From the surface he agrees that County Road 31 is the most logical or feasible route . There was a mutual feeling that the work could span 3-5 years if the project was found to be feasible . The time involved would require approximately 35 to 40 working days for preliminary field work , engineering design and field survey staking. The above listed items could start in approximately 15 working days , provided scheduled items or projects were set back. Construction could start , weather permitting, in January 1978 with a construction time of 30 working days not including structures if needed. A pre- liminary route survey could be run in one week to determine the feasibility of the opening of the south 1/2 mile of County Road 29 . ,' G. Lupton area The Department of Engineering requests that additional time be given to determine the feasibility of doing a study on this matter. The Department feels that a full preliminary study should be made to determine the route , the costs for engineering , construction , and if right of way would be required and when the project could be scheduled. The Engineering Department does not have the personnel to do the study based on the present work load. The minimum time to do the study by this Department would be 90 days with a tentative starting date of May 1 , 1978. 'G. Since there is no continuous north-south road east of the railroad tracks', buses transporting children must cross the tracks from four to eighteen times a day, thereby exposing at least thirteen busloads of children to the danger of a railroad crossing • accident. 2 . Since train traffic has already increased significantly, and from all reports , will continue to increase, the multiple exposures to the dangers of crossing accidents will continue to increase. 3. Since the Special Services Director of School District RE-8 , who is in charge of buses transporting children , feels all buses could be routed so they would cross the railroad only at the signalized crossing in Fort Lupton if a well-maintained north-south road east of the tracks existed, we deem it necessary to begin construction • of such a north-south road immediately. • 4.
