Staff comments made during this phase of the application process may not be all-inclusive, as other issues may arise during the remaining application process. COMMENTS: General Project Information/Location: Parcel(s): 028523000003 Approximate Access Location: On CR 116 approx. 7500 ft west of CR 113 measured on section line. An access permit has been approved for the access to the sites (AP14-00266). This area IS NOT in a Geologic Hazard Area. Traffic: Traffic will consist of an unmanned facility with site visit once per month. Construction is expected to take 2-4 weeks with minimal traffic. Drainage: No drainage requirements due to insignificant impacts. Other PW Permits: A Right-of-Way Use Permit is required for any work in the Weld County Right-of-Way. CONDITIONS OF APPROVAL: Prior to recording the plat: The map shall be amended to delineate the following: A. County Road 116 is designated on the Weld County Road Classification Plan as a local road, which requires 60 feet of right-of-way at full build out. All setbacks shall be measured from the edge of future right-of-way. This road is maintained by Weld County. B. Show the approved access on the plat and label with the approved access permit number (AP14-00266). C. The applicant shall indicate specifically on the plat any right of way and/or easements and indicate whether they are dedicated, private, or deeded and label with recorded document, book and page and/or reception number to provide adequate access to the parcel. Prior to Construction: A. If more than 1 acre is to be disturbed, a Weld County grading permit will be required prior to the start of construction. Contact the Planning Department for application information. DEVELOPMENT STANDARDS (NOTES ON THE PLAT) 1. Should noxious weeds exist on the property, or become established as a result of the proposed development, the applicant/landowner shall be responsible for controlling the noxious weeds, pursuant to Chapter 15, Articles I and II, of the Weld County Code. 2. The historical flow patterns and runoff amounts will be maintained on the site. As no employees will be located at the site, permanent water and sewer is not required. Bottled water, portable toilets and hand washing units can be utilized during construction. We have no objections to the proposal; however, we recommend that the following requirements be incorporated into the permit as development standards: 1. All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S.) shall be stored and removed for final disposal in a manner that protects against surface and groundwater contamination. 2. No permanent disposal of wastes shall be permitted at this site. This is not meant to include those wastes specifically excluded from the definition of a solid waste in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5. 3. Waste materials shall be handled, stored, and disposed of in a manner that controls fugitive dust, fugitive particulate emissions, blowing debris, and other potential nuisance conditions. 4. Adequate drinking (bottled water), toilet facilities (portable toilets) and hand washing units shall be provided during construction of the facility. 5. The operation shall comply with all applicable rules and regulations of State and Federal agencies and the Weld County Code. ,, i86? Case Number: USR14-0072 Parcel Number: 028523000003-R0206686 After reviewing the application and documents submitted the Building Department has the following comments: A building and Electrical permit will be required, per Section 29-3-10 of the Weld County Code, for any new structures, additions or renovation to any structures. A building permit application must be completed and submitted along with two complete sets of engineered plans. Buildings and structures shall conform to the requirements of the various codes adopted at the time of permit application. Currently the following has been adopted by Weld County: 2012 International Building Code; 2012 International Mechanical Code; 2012 International Plumbing Code:; 2012 International Fuel Gas Code; 2006 International Energy Code; 2011 National Electrical Code; 2009 ANSI 117.1 Accessibility Code and Chapter 29 of the Weld County Code. RESOLUTION #35 Factory Built Nonresidential Structured CRS 24-32-3305 Every Factory-Built Nonresidential Structure manufactured after the effective date of these regulations that is manufactured, sold, or offered for sale in this state must display an insignia issued by the Division of Housing certifying that the unit is constructed in compliance with the standards adopted in schedule "B" which is incorporated herein and made a part of these Rules and Regulations by reference, and all other requirements set forth by this resolution.
