We would like to congratulate you on your effort to utilize the latest in communications equipment. We feel we have met the intent of your specifications and that the equipment bid will serve the needs of Weld County now and in the future. Attached are the bid bond, coverage map, specification sheets and bid sheets. These documents are to be included with this letter to constitute Motorola 's entire offering. Terms: Motorola's terms of sale are 90% upon delivery and 10% upon installation. Shipment will be F.O.B. Greeley, Colorado. Prices are firm for a period of one year from bid opening with the understanding that additional pur- chases may be adjusted upwards by a percentage equal to retail price changes, and do not include state or local taxes. Warranty: Prices include all installation except phone lines. Weld County must furnish the proper electrical sources and out- lets necessary to operate the equipment. Normal warrenty is 30 days labor and 90 days parts. Delivery: Alternate Mobile Relay System would be delivered, installed, and checked out within eight (8) weeks of bid award. 1301 E. ALGONQUIN ROAD, SCHAUMBURG, ILLINOIS 60172 / (312) 397-1000 Weld County Commissioners 28 August 1975 Page 2 Specifications: Motorola meets or exceeds all published specifications but we take exceptions to them in that the mobile and repeater power is too low to provide the kind of commu- nications and coverage necessary for law enforcement. We strongly suggest that you consider our alternate proposal . Our engineering staff believes that this system must use 70 watts or more of mobile power to bring up the repeaters for 95% coverage, 95% of the time in the County. We have, therefore, in our alter- nate bid suggested 75 watt mobiles and 90 watt repeaters to give you the best repeater, local and mobile-to- mobile coverage. RepeatersSite: We recommend Motorola's Blue Mountain site as Weld County's western and primary repeater site. This site has proven itself many times over to provide a good transmitting and receiving site with little interference. This site is controlled by Motorola and our engineering staff is repponsible for putting only clean systems on this site. We also are preparing emergency standby power at this site in the near future in case of power failure. Repeater site rental is $50.00 per month for the first repeater and $15.00 a month for each additional box. The site rental includes power, building and tower space. Site engineering is also included. Performance: Motorola has demonstrated to the City of Greeley and Weld County that we have the ability to perform to your needs. We supply only the latest in communications equipment and we provide the best service, parts and human back up possible. Our equipment is very acceptable in law enforcement work and we have systems at the Greeley Police Department, Fort Collins Police, Loveland Police, Adams County, Boulder County, Cheyenne Police plus many other city and county police systems. I am especially pleased that you have accepted our alternate bid that calls for 75 watt mobile units. We feel that these units will give the best service for local and county wide law enforcement use. In delivery of the equipment we propose to install the repeaters, antennas and transmission line during the week of September 22nd. The portables will be ready for delivery to you on September 29th. We also propose to begin installation of the mobile units anytime Monday through Friday during normal working hours after September 25th. We propose to have this system completely installed and checked out no later than October 31 , 1975. I hope this schedule will meet with your approval . The first exception was taken by Motorola over the mobile and repeater transmit power. The second protest was by RCA in that the Motorola portable bid was not in current production and not our latest model of production. The Motorola exception was taken on the hhsis of our engineering of this system with computers over a year ago. Motorola's engineering staff came to the conclusion that "more than 68 Watts of mobile power was required to cover 95% of the county 95% of the time". We are the only one to do an engineering study. Mr. Dave Corbin did no engineering, he was only hired to write specifications . Our original proposal called for 75 Watt mobiles and 90 Watt repeaters and we strongly feel that if we sell a lesser powered system, we would be doing you a great disservice. Our alternate bid, to give you some prospective, is almost 3 DB or twice as good as specs call for. In answer to the statement, "Motorola is just trying to seil high- priced boxes" , we can respond that if this were the case, we would be selling you 100 Watt mobiles. But in any case, our alternate bid which is for a system that is twice as good as the specs call for is still over $11 ,000.00 less than the next lowest bidder, General Electric Co. We strongly recommend that Weld County accept our alternate bid. If this system were intended for anytling other than protection of Weld County citizens, then perhaps the marginal 40 Watt mobiles would be acceptable. But under the circumstances where this system will be primarily for law enforcement, then the better system must be considered even if it means that Weld County Might have to pay the difference. In answer to RCA and their protest, I can state that we are offering in our HT220, only the latest in communication equipment that will meet the specifications. This model radio is in current production with a standard delivery of five weeks. We have many of the units in current use at the Geeelyy PD, Fort Collins PD, Greeley Fire Dept. and many other agencies throughout the United States. 1301 E. U L ti h. U. • O — kri .. Weld County Communication Consolidation Equipment Recommendations MOBILE UNITS The following mobile radio equipment is recommended for the county consolidation. T54RTA3900-K - MICOR Solid State, 75 Watt, 4-frequency, with high Gain Antenna, four frequency non-priority channel scan, multiple P/L and optional Siren and PA Modules. All modules will be part of the control head and channel select will have colored lights to indicate channel selected. PORTABLE UNITS The following portable radio equipment is recommended. H34FFN3170-N - HT220 Solid State, 4 Watt, 4-frequency, with flexible antenna and rapid charge battery. This unit will be able to use the repeater, talk mobile to mobile, or mobile to control station. All portables will have a leather case and cover. CONTROL STATIONS The following Control Station is recommended. L44BCB3190-M - Consolette, 25 Watt, Solid State, 4-frequency desk top station with 4-frequency channel scan, VU meter and 12 or 24 hour clock. 1/2" Foam Transmission Line and high gain antenna is also recommended. This control will be able to talk thru the repeater, control to mobile, or control to portable. Weld County Communication Consolidation IMPLEMENTATION Motorola recommends the use of a turnkey approach to system implementation. Under this approach, the responsibility of providing a full operating system which meets Weld County communications needs rests with Motorola until the County accepts or "takes the keys" to the system. In complex systems, the turnkey approach is becoming increasingly popu- lar because it removes system compatibility and responsibility problems from the purchaser and places them directly with the supplier. This approach does not mean that one company must manufacture all items required . No single manufacturer could meet that requirement . It does mean that one company contracts to supply all items required , perform and supervise installation and checkout, and maintain the system after acceptance. Your bid request #062-75 dated July 7, 1975, page two heading "General Speci- fications, Conditions and Information", sub-heading "Design". First sentence, "The equipment shall be manufacturer's latest model of production". Motorola did not comply with this statement in their bid on item #7 (portable equipment). Motorola on item #7 bid their model HT220. Within the past six months Motorola has announced, taken orders for delivery and are in production of, a new port- able two-way radio that they claim is far superior in all respects to their previous model the HT220. Motorola's total disrequard to the future capabilities and expansion of equip- ment for your new system should warrant the rejection of their entire bid, however in analyzing the bids submitted we can not recommend this as being in the best interest of Weld County. We do recommend that in the best interest of Weld County that item #7 of Motorola's bid be rejected. Two other bids were submitted for this item that have the expansion capabilities that your system will require in the future. Alpha 'No-Way (Bid only on the portable units) - The submitted bid for portable units does not meet the following specifications: General Conditions a. 2.2 Equipment generally used by and acceptable in law enforcement work (none known in Colorado) b. 2.15 No bid bond at date of opening Special Services c. 3.1 Does not appear to be a service shop located in Weld County Specifications d. 11.4 Normal duty cycle e. 11.15 Channel separation f. 11.16 Frequency stability g. 11.24 Multi-encode-decode There are a number of other items that cannot be compared as there was not enough information submitted with this proposal. B. RCA Corp. - The submitted bid appears to meet the published specifications. Since this bid was the high bid I did not go too far into the specifications. C. Motorola Communications and Eleclroiiics - The submitted bid appears to meet the published specifications. In our bid specifications we requested four (4) watt portables and the portable that Motorola proposed is a four watt unit. RCA objected that this type of portable was not of the latest design; however, this is not relevant because we requested a four watt unit. Motorola's latest addition to their portable line is a six (6) watt portable which cannot be considered as part of this bid.
