RE: APPROVE APPLICATION FOR CHILD WELFARE TITLE XX FUNDING AND
AUTHORIZE CHAIR TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with an Application for Child Welfare Title XX
Funding from the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County, on behalf of the Department of Human Services, to the Colorado
Department of Human Services, Division of Child Welfare, commencing July 1, 2015, and ending
March 31, 2016, with further terms and conditions being as stated in said application, and
WHEREAS, after review, the Board deems it advisable to approve said application, a copy
of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Application for Child Welfare Title XX Funding from the County of
Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on
behalf of the Department of Human Services, to the Colorado Department of Human Services,
Division of Child Welfare, be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized to
sign said application.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 8th day of April, A.D., 2015.

Enclosed for Board approval is a Department of Human Services' Child Welfare Title XX
Request for Application (RFA). The agreement was reviewed under the Board's Pass-Around
Memorandum dated March 27, 2015, and was approved for placement on the Board's Agenda.
The Colorado Division of Child Welfare is requesting applications from county departments of
human/social services for trainings that support child welfare training of county personnel to
perform child welfare services. All training that supports Title XX program goals is considered
eligible training (Title XX Social Services Block Grant Program, Section 10).
The program strives to meet a County's unique training needs that are not currently offered
through the Child Welfare training system or the State program staff. The request of funds is
$9,000.00. $1,800.00 of which would be the required County match of 20%.
The signed application must be submitted to the State no later than April 15, 2015.

REQUEST FOR APPLICATION (RFA)
County Departments of Human/Social Services Training
SUMMARY
The Colorado Division of Child Welfare is requesting applications from county departments of
human/social services for trainings that support child welfare training of county personnel to
perform child welfare services. All training that supports Title XX program goals is considered
eligible training (Title XX Social Services Block Grant Program, Section 10).
BACKGROUND AND NEED
Legislation signed into law on January 4, 1975, established Title XX of the Social Security Act.
This is a capped entitlement program designed to give maximum flexibility to the States in
designing their social services programs. The program includes public participation planning
requirements, limitations on the use of funds for certain activities, and certain eligibility
requirements. Funds are allocated to the States on the basis of population.
The Title XX Program provides assistance to States to enable them to achieve a wide range of
social policy goals, which include preventing child abuse, increasing the availability of child care,
providing community based care for the elderly and disabled, and preserving, rehabilitating or
reuniting families.
In addition to supporting social services, the law allows States to determine whether their
allotment is used for staff training, services, or administration. This includes personnel training
and retraining directly related to the provision of child welfare services.
Under the Title XX Program, each State is required to submit a report to the Secretary of Health
and Human Services on the intended use of its funds. The Family Support Act of 1988 (Public
Law 100-485) requires each State to submit an annual report containing detailed information
on the services actually funded and the individuals served through Title XX funds.
PROGRAM OBJECTIVES
The program strives to meet the counties unique training needs that are not currently offered
through the Child Welfare training system or the State program staff. The Title XX Program
provides assistance to States to enable them to furnish services directed at one or more of the
following goals:
1. Achieving or maintaining economic self-support to prevent, reduce, or eliminate
dependency;
2. Achieving or maintaining self-sufficiency, including reduction or prevention of
dependency;
3. Preventing or remedying neglect, abuse, or exploitation of children and adults unable to
protect their own interests, or preserving, rehabilitating or reuniting families;

4. Preventing or reducing inappropriate institutional care by providing for community-
based care, home-based care, or other forms of less intensive care; and
5. Securing referral or admission for institutional care when other forms of care are not
appropriate, or providing services to individuals in institutions.
This Request for Application supports training that achieves the objectives listed in #3, 4, and
5 above.
AWARDS & FUNDING
The Child Welfare Title XX awards require County departments to use the funds with a primary
emphasis on child welfare training activities for county personnel according to the Title XX
Block Grant Program.
• AMOUNT AVAILABLE: Funds will be distributed based on the timely submission of
application with clearly demonstrated needs that meet the program goals and evidence
that the services aren't offered elsewhere. The application should provide a clear
plan/description of services planned to meet the needs, a commitment to evaluate services
and a demonstration of capacity and costs that are fair and reasonable.
• MATCH: Each county receiving funds must document a 20% match of the TOTAL spent. The
match must be programmatically relevant, contain no federal funds, and cannot be
reported as match elsewhere. In-kind match (like pro bono training) is acceptable.
• REPORTING: A written progress report from the county will be due January 1, 2016 (mid-
way through the grant period).
• FEDERAL PURCHASING REQUIREMENTS/CONDITIONS OF SUB-RECIPIENT AWARD:
• Sub-recipients are subject to the provisions of 45 CFR Part 92 and OMB Circular A-133
(Audits of States, Local Governments and Non-Profit Organizations, including the audit
requirements of the Single Audit Act of 1984 (P.Law 98-502)). If the subrecipient is a
non-profit organization, you are also subject to the cost principles at OMB circular A-
122.
o No funding under this program shall be used to support inherently religious activities.
o Funding may not be used to support lobbying activities to influence proposed or
pending Federal or State legislation or appropriations.
o Section 507 of PL 103-333, the "Departments of Labor, Health, and Human Services, and
Education, and Related Agencies Appropriations Act of 1995", apply to the use of these
funds: "It is the sense of the Congress that, to the greatest extent practicable, all
equipment and products purchased with funds made available in this Act should be
American-made".
o No organization may participate in this project if that organization has been debarred,
suspended, or otherwise found to be ineligible for participation in Federal assistance
programs under E.O. 12549, "Debarment and Suspension".
o Smoking is not permitted in any portion of any indoor facility owned or leased or
contracted by an entity and used regularly for the provision of health, day care,
education, or library services to children under the age of 18, if the services are funded
by Federal programs, whether directly or through State or local governments. Federal
programs include grants, cooperative agreements, loans and loan guarantees, and
contracts. The law does not apply to children's services provided in private residences,
facilities funded solely by Medicare or Medicaid funds, and portions of facilities used for
inpatient drug and alcohol treatment.
• DISCLAIMER:
Recipients of grant funds assume all responsibilities related to price negotiations,
contracting, and resolving issues with vendors. Recipients are expected to determine
that all costs are allowable, reasonable, and necessary prior to charging the grant.
APPLICATION PROCEDURE AND TIMELINES
Please mail one original and email an electronic version of the following:
1. Application Cover Sheet
2. Proposal Narrative that includes:
A. Project Narrative: Describe the training project, and explain the need, objectives,
activities, staff involved, and anticipated outcomes of the training. Also describe how you
determined that this training doesn't duplicate trainings offered elsewhere.
B. Measurable Objectives & Reporting: Detail the outcomes you expect to see, and how
they will be measured, including baseline measurements for comparison, if applicable.
• Describe your strategies for supporting the transfer of learning.
• DCW is available to provide technical assistance to help identify and measure
outcomes.
C. Project Timeline and Reimbursement: Counties will be reimbursed for their actual costs
via CFMS as incurred (costs cannot be pre-paid). Project timeline runs from July 1, 2015
through March 31, 2016. Written notification should be sent to Training Manager by
March 1, 2016 if you will have unused funds to return on March 31". The Training
Manager will attempt to re-allocate unused funds. Projects using re-allocated funds must
be completed by June 30, 2016.
D. Budget: List the specific training, the training cost, the source of match, and the total
amount of match. A template is included but not required for use. As a narrative or in the
budget, include clear justification and explanation of each line item.

Title XX Funding Application
A. Needs Assessment and Description:
Weld County is always searching for training opportunities for staff. We are always interested in
training that address different and new topics, especially around new initiatives and any changes in
practice that are going on in the state. We also like to provide training locally whenever we can to get
the best staff turnout without a lot of travel time.
We would like to offer the following topics for our staff and foster and kinship families:
• Trauma Informed Practice—We would like training on complex trauma in children and youth in
the child welfare system and trauma informed practice. We are interested in the essential
elements of trauma informed practice and concrete steps to incorporate a trauma
understanding into our daily practice.
• Gangs and the Culture of Gangs—We experience a lot of gang-involved youth and gang-involved
families and often the youth become delinquent and can ordered to be placed out of the home.
We are interested in strategies in working with this culture and to prevent or reduce congregate
care placement (often RCCF level).
• Personality Disorders—We would like training on how to work with families who are affected by
personality disorders: what types of services we can offer that are affective, how to maintain
children in the home, reunifying families, etc.
• Brain Injuries—We have had numerous children, youth and families who suffer from brain
injuries. We would benefit from training that addresses brain injuries and strategies on working
with this population in providing appropriate services.
• Kinship Care —As there are more and more children and youth placed in non-certified Kinship
Care here in Weld County, we are interested in training for both workers and for kinship
families. We are specifically interested in strategies in working with kinship homes and to help
preserve placement. Kinship families are often caring for children and youth with difficult
behaviors (due to neglect, trauma, grief and loss) with limited support (financially and
otherwise). One of our ideas is to have a couple of workers trained in Parent Coaching. This
could be beneficial for kinship homes, as well as, foster homes.
• Crossover Model—Weld County has a number of youth who are involved in both Juvenile
Delinquency Court and D&N Court. These cases can be challenging and require collaboration
and coordination among all entities involved to achieve positive outcomes for youth. We are
interested in strategies to prevent or reduce out of home placement, specifically congregate
care.
Not only will staff gain knowledge in these important topic areas, those who are requirement to
maintain training hours for certification will earn a portion of those hours for the fiscal year.
B. Project Description and Implementation Strategy:
Weld County plans to offer several different trainings for all staff and foster and kinship families. Weld
County would also use these funds to pay registration fees for select staff to possibly attend training

based on need and availability of specific training. We would consider opening the trainings to other
community agencies that might be interested in partnering with us.
Our Child Welfare Management Team and our Child Welfare Trainer will meet to discuss
implementation of some of the abovementioned topics. We will also gather input from staff about
implementation.
If there is any leftover funds from this project, Weld County would like to use it to provide additional
training for staff in other areas of determined need.
C. Measurable Objectives & Reporting:
We would like to see improved knowledge that can directly be applied to each person's job. While we
are working on training plans around measuring competency, especially for new workers, Weld County
would like assistance from the Division of Child Welfare to help identify and measure outcomes.
D. Sustainability:
Training opportunities will help support staff with new and increased knowledge and competency
around topics related to statewide initiatives, as well as, areas that directly relate to Child Welfare
practice. Our vision is that continued training will promote competency among our workforce and help
with staff retention.
E. Budget:
Weld County is requesting $9,000 in Title XX funds. The county will match at least the 20% required
($1,800).
