RE: ACTION OF BOARD CONCERNING USE BY SPECIAL REVIEW PERMIT,
USR15-0037, FOR MINERAL RESOURCE FACILITIES, OIL AND GAS STORAGE
FACILITIES WITH TRANSLOADING, A LAYDOWN YARD AND A LESS THAN
35-FOOT IN HEIGHT COMMUNICATION TOWER IN THE A (AGRICULTURAL) ZONE
DISTRICT - BLUE GRAMA LAND CORPORATION
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board of County Commissioners held a public hearing on the 16th day of
September, 2015, at the hour of 10:00 a.m., in the Chambers of the Board for the purpose of
hearing the application of Blue Grama Land Corporation, 501 South Coltrane, Suite A, Edmond,
OK 73034, for a Site Specific Development Plan and Use by Special Review Permit,
USR15-0037, for Mineral Resource Facilities, Oil and Gas Storage Facilities with transloading, a
laydown yard and a less than 35-foot in height Communication Tower in the A (Agricultural) Zone
District on the following described real estate, to-wit:
Lot B of Recorded Exemption, RECX15-0080, being
part of the E1/2 NE1/4 of Section 27, Township 6
North, Range 65 West of the 6th P.M., Weld County,
Colorado
WHEREAS, the Board heard all of the testimony and statements of those present and
reviewed the request of the applicant and, having been fully informed, finds that this request be
approved and the matter should be continued to October 21, 2015, at 10:00 a.m., to allow Blue
Grama Land Corporation adequate time to finalize the site layout plan, including grading and
drainage, and to be heard at Planning Commission on October 6, 2015.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the abovementioned matter be, and hereby is, continued to
October 21, 2015, at 10:00 a.m.

On behalf of Blue Grama Land Corporation, we would like to request a continuance of our Planning Commission
hearing scheduled for Tuesday, September 1 to Tuesday, October 6. We would respectfully request the Board of
Counry Commissioner's hearing to be continued from Wednesday, September 16 to Wednesday,October 21.
This extra time wiU aflow all parties time to finalize the site grading and drainage so that a final grading and drainage
plan can be reviewed concurrently with the USR Application.

SUMMARY OF THE WELD COUNTY PLANNING COMMISSION MEETING
Tuesday, September 1, 2015
A regular meeting of the Weld County Planning Commission was held in the Weld County Administration
Building, Hearing Room, 1150 O Street, Greeley, Colorado. This meeting was called to order by Chair,
Jordan Jemiola, at 12:30 pm.
Roll Call.
Present: Benjamin Hansford, Bruce Sparrow, Gene Stille, Jordan Jemiola, Joyce Smock, Michael Wailes,
Nick Berryman, Terry Cross.
Absent/Excused: Bruce Johnson
Also Present: Kim Ogle, Chris Gathman, and Diana Aungst, Department of Planning Services; Wayne
Howard, Department of Planning Services — Engineering Division; Lauren Light, Department of Health;
Bruce Barker, County Attorney, and Kris Ranslem, Secretary.
Motion: Approve the August 4, 2015 Weld County Planning Commission minutes, Moved by Benjamin
Hansford, Seconded by Michael Wailes. Motion passed unanimously.

Kim Ogle, Planning Services, stated that the applicant is requesting a continuance to the October 6, 2015
Planning Commission hearing. This will allow the applicant time to finalize their site layout plan including
site grading and drainage on site.
The Chair asked if there was anyone in the audience who wished to speak for or against the continuation
of this application. No one wished to speak.
Motion: Continue Case USR15-0037 to the October 6, 2015 Planning Commission hearing, Moved by
Benjamin Hansford, Seconded by Terry Cross.
Vote: Motion carried by unanimous roll call vote(summary: Yes = 8).
