HomeMy WebLinkAbout20154025.tiff RECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO DECEMBER 23, 2015 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, December 23, 2015, at the hour of 9:00 a.m. • ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Barbara Kirkmeyer, Chair Commissioner Mike Freeman, Pro-Tem Commissioner Sean P. Conway Commissioner Julie A. Cozad Commissioner Steve Moreno Also present: County Attorney, Bruce Barker Acting Clerk to the Board, Stephanie Frederick Controller, Barbara Connolly • MINUTES: Commissioner Conway moved to approve the minutes of the Board of County Commissioners meeting of December 21, 2015, as printed. Commissioner Cozad seconded the motion, and it carried unanimously. CI AMENDMENTS TO AGENDA: Add item #8 to New Business: CONSIDER CONTRACT AMENDMENT FOR COMMUNITY DEVELOPMENT BLOCK GRANT FOR DISASTER RECOVERY HOUSEHOLD ASSISTANCE FUNDS AND AUTHORIZE CHAIR TO SIGN. Commissioner Conway moved to amend the agenda. Seconded by Commissioner Freeman, the motion carried unanimously. • CONSENT AGENDA: Commissioner Moreno moved to approve the Consent Agenda as printed. Commissioner Cozad seconded the motion, and it carried unanimously. PROCLAMATIONS: el 1) GREELEY BEARS DAY - DECEMBER 23, 2015: Chair Kirkmeyer read the proclamation for the record. Ryan Rose, Coach for the Greeley Bears, thanked the Board for their recognition of the accomplishments and the support of the team. Tyler Call, resident of Greeley, expressed his appreciation for being able to play with the Greeley Bears. Jacob Martin, resident of Greeley, expressed his appreciation for the parents and players. Commissioner Moreno extended his congratulations to the team and parents, and encouraged the boys to be great role models and continue their journey as leaders. Commissioner Freeman stated how important leadership is, working together as a team, and he recognized their huge time commitment. Commissioner Conway congratulated the team and suggested a standing ovation to the parents. Commissioner Cozad thanked everyone for coming and expressed her pride in every one of the kids. Chair Kirkmeyer stated she is very proud of the accomplishments of the team. (Clerk's Note: Meeting was paused for a photo opportunity.) la PUBLIC INPUT: No public input was given. el COMMISSIONER COORDINATOR REPORTS: Commissioner Cozad, Commissioner Conway and Commissioner Freeman, extended their Merry Christmas wishes and thanked the team for their hard work. Commissioner Moreno stated he just finished up with the Pilot Election Review Committee, where they finally decided on a vendor. He also extended his Christmas wishes. BIDS: IR 1) APPROVE BID #61500198, WELD COUNTY LEGAL NEWSPAPER SERVICES - CLERK TO THE BOARD: Trevor Jiricek, Director of General Services, stated a sole bid was received and staff recommends awarding the bid to the Greeley Tribune. Commissioner Conway moved to approve said sole bid. The motion was seconded by Commissioner Cozad, and it carried unanimously. 2) APPROVE BID #61500181, OUTLETS/WIRING-ISLAND GROVE BARN BUILDING - DEPARTMENT OF BUILDING AND GROUNDS: Mr. Jiricek presented the five (5) bids received and stated staff recommends awarding the low bid to DJE Electric, LLC. Commissioner Conway moved to approve said low bid. Seconded by Commissioner Moreno, the motion carried unanimously. El 3) PRESENT BID #B1500199, CUSTODIAL SERVICES (DOWNTOWN BUILDINGS) - DEPARTMENT OF BUILDING AND GROUNDS: Mr. Jiricek presented the ten (10) bids received and stated staff will make a recommendation on January 6, 2016. La 4) PRESENT BID #B1500200, CUSTODIAL SERVICES (HUMAN SERVICES BUILDINGS) - DEPARTMENT OF BUILDINGS AND GROUNDS: Mr. Jiricek presented the ten (10) bids received and stated staff will bring back a recommendation on January 6, 2016. (Clerk's Note: The approval date for this item was subsequently continued to January 20th and then rescheduled and approved on January 13, 2016.) NEW BUSINESS: • 1) CONSIDER RATIFICATION OF PIPELINE RIGHT-OF-WAY GRANT FROM BUCKLEN LAND, LLC, TO DCP MIDSTREAM, LP, AND AUTHORIZE CHAIR TO SIGN: Bob Choate, Assistant County Attorney, explained this is a conveyance of a pipeline grant from a property owner and the easement goes under the Poudre River and Poudre Trail where the County has ownership at the location. Commissioner Conway moved to approve said ratification and authorize the Chair to sign. Seconded by Commissioner Moreno, the motion carried unanimously. • 2) CONSIDER AMENDMENT OF LEASE AGREEMENT AND AUTHORIZE CHAIR TO SIGN - GLOBAL PIPELINE CONSULTING, INC: Toby Taylor, Director of Buildings and Grounds, explained this is to amend the lease term. Commissioner Freeman moved to approve said amendment and authorize the Chair to sign. The motion was seconded by Commissioner Cozad, and it carried unanimously. U. 3) CONSIDER AGREEMENT FOR PRE-ANNEXATION AND AUTHORIZE CHAIR TO SIGN - BOARD OF TRUSTEES TOWN OF MEAD: Bruce Barker, County Attorney, introduced the pre-annexation agreement, which includes that the Board will petition to annex one half mile of CR 13 and stated he did provide notice to the three (3) adjacent property owners. Gary Shields, Mayor of the Town of Mead, stated this has been an ongoing process and does require some housekeeping and Minutes, December 23, 2015 2015-4025 Page 2 BC0016 explained they are working with the property owners. Chair Kirkmeyer expressed her appreciation to the Town of Mead for the great working relationship. Commissioner Cozad expressed she appreciated Mr. Shields being at the meeting today and the working relationship with Mead. Commissioner Conway echoed what the other Commissioners said and stated he appreciates the cooperation. Mr. Shields expressed he appreciates the process. Commissioner Freeman and Commissioner Moreno thanked him for being present. Commissioner Cozad moved to approve said agreement and authorize the Chair to sign. Commissioner Conway seconded the motion, and it carried unanimously. E 4)CONSIDER AGREEMENT FOR TAX INCREMENT EXPENDITURE AND REVENUE SHARING AND AUTHORIZE CHAIR TO SIGN - TOWN OF MEAD/MEAD URBAN RENEWAL AUTHORITY: Mr. Shields presented the agreement and expressed his appreciation for the Urban Renewal Authority and hopes that it will open up more opportunities for Mead. Commissioner Cozad moved to approve said agreement and authorize the Chair to sign. Seconded by Commissioner Conway, the motion carried unanimously. IE 5)CONSIDER AGREEMENT FOR TAX INCREMENT EXPENDITURE AND REVENUE SHARING AND AUTHORIZE CHAIR TO SIGN -TOWN OF FORT LUPTON/FORT LUPTON URBAN RENEWAL AUTHORITY: Mr. Barker stated he received an email from the attorney of Fort Lupton Urban Renewal Authority requesting this matter be continued to add alternate language. Commissioner Conway moved to continue this matter to January 13, 2016. Seconded by Commissioner Freeman, the motion carried unanimously. IE 6) CONSIDER TRANSFER OF OPERATION AND SUPERVISION OF ALTERNATIVE PROGRAMS (WORK RELEASE AND ELECTRONIC MONITORING) FROM THE WELD COUNTY SHERIFF TO THE WELD COUNTY JUSTICE SERVICES DEPARTMENT: Doug Erler, Department of Justice Service, stated the memorandum of understanding is to articulate the transfer of the work release program to the Department of Justice Services. Steve Reams, Sheriff, explained that it makes more sense for work release to be with the Department of Justice Services. Mr. Erler thanked Sheriff Reams, and the other Team Weld members for the Operational issues that occur behind the scenes. Chair Kirkmeyer expressed her thanks on a smooth transition. Commissioner Freeman also expressed his appreciation for all the hard work concerning this project. Commissioner Moreno concurred with comments made by his fellow Commissioners and moved to approve said transfer of operation and supervision of alternative programs. Seconded by Commissioner Freeman, the motion carried unanimously. IR 7) CONSIDER AGREEMENT FOR ELECTRONIC EQUIPMENT AND MONITORING SERVICES AND AUTHORIZE CHAIR TO SIGN - BI INCORPORATED AND THE GEO GROUP, INC: Mr. Erler explained this agreement goes with the transfer of operations from the Sheriffs Office to the Justice Services Department. He stated the vendors agreed with the transfer. Frank Haug, Assistant County Attorney, stated the orginal contract had to be terminated to be restarted. Commissioner Freeman moved to approve said agreement and authorize the Chair to sign. The motion was seconded by Commissioner Conway, and it carried unanimously. El 8 CONSIDER CONTRACT AMENDMENT FOR COMMUNITY DEVELOPMENT BLOCK GRANT FOR DISASTER RECOVERY HOUSEHOLD ASSISTANCE FUNDS AND AUTHORIZE CHAIR TO SIGN: Tom Teixeira, Executive Director of the Greeley-Weld Housing Authority, explained this is an amendment to the original contract which will extend it by one year and add additional funding. Commissioner Cozad moved to approve said amendment and authorize the Chair to sign. Seconded by Commissioner Freeman, the motion carried unanimously.
