RE: APPROVE CONTRACT AMENDMENT#1 FOR INTENSIVE SUPERVISION PROGRAM
(ISP) SERVICES FOR CERTAIN INMATES AND PAROLEES AND AUTHORIZE CHAIR
TO SIGN - BI, INC.
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a Contract Amendment #1 for Intensive
Supervision Program (ISP) Services for Certain Inmates and Parolees between the County of
Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on
behalf of the Department of Justice Services, and BI, Inc., commencing August 14, 2015, and
ending June 30, 2017, with further terms and conditions being as stated in said amendment, and
WHEREAS, after review, the Board deems it advisable to approve said amendment, a
copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that Contract Amendment#1 for Intensive Supervision Program (ISP) Services
for Certain Inmates and Parolees between the County of Weld, State of Colorado, by and through
the Board of County Commissioners of Weld County, on behalf of the Department of Justice
Services, and BI, Inc., be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized
to sign said amendment.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 19th day of October, A.D., 2015.

Re: Consider Contract Agreement Amendment#1 For Intensive Supervision
Program (ISP) Services for Certain Inmates and Parolees Between Weld
County and BI, Inc. and Authorize Chair to Sign

This item was originally presented to you as a Pass Around Review on 9/23/15. As was noted,
the Department of Corrections (DOC) issued another amendment to its Master Contracts with
counties/jurisdictions for ongoing ISP services. Weld County and the DOC maintain a sub-
contract in which services are delivered through an Agreement with local vendor BI, Inc. (The
Justice Services Department oversees this process.) With the review and acceptance of the
contract amendment with the DOC, we must now amend our Agreement with BI, Inc. to reflect
these changes.
In reviewing the Amendment from the DOC with Frank Haug and in meeting with vendor, BI, Inc.
we agree that the changes are small. They involve slight changes to include expansion of services
to all parolees, extending the term of the contract to June 30, 2017, toxicology-testing protocols,
adjustment in case management services and some billing amounts. The current allocation for
this program is $47,000. BI, Inc. agrees to continue delivering these services and there is NO cost
to Weld County for this program. Almost all funds are passed-through to BI, Inc. Lastly, this will
not increase our financial liability.
I respectfully recommend that you approve and authorize your Chair to sign.

CONTRACT AGREEMENT AMENDMENT#1 FOR INTENSIVE SUPERVISION PROGRAM (ISP)SERVICES FOR CERTAIN
INMATES AND PAROLEES BETWEEN WELD COUNTY AND BI INC.
This First Amendment made and entered into'_l..day of Oct 2-O1C, by and between the Board of Weld
County Commissioners,on behalf of the Weld County Department of Justice Services, hereinafter referred to as the
"Department,"and BI Inc.a wholly owned subsidiary of the GEO Group Inc., hereinafter referred to as the
"Contractor."
WHEREAS the parties entered into an agreement(the "Original Agreement") identified by the Weld County
Clerk to the Board of County Commissioners as document No.#2015-1925, approved on July 1, 2015.
WHEREAS the parties hereby agree to amend the Original Agreement in accordance with the terms of the
Original Agreement,which is incorporated by reference herein, as well as the terms provided herein.
NOW THEREFORE, in consideration of the premises,the parties hereto covenant and agree as follows:
• The Original Agreement will end on June 30, 2016.
• The Amendment, together with the Original Agreement, constitutes the entire understanding between the
parties. The following changes to Exhibit A (1)—Statement of Work and Exhibit B(1)are hereby made to
the Agreement:
1. Allow Contractor to provide urinalysis support services to all Parole offenders.
2. Contractor shall conduct urinalysis (UA)testing of each offender as requested by the Colorado
Department of Corrections (CDOC). Upon the offender providing the UA,the contractor shall ensure
the offender initials the security seal.The contractor staff of the same gender shall visually observe
the UA collection.After obtaining the UA, the contractor will visually observe the offender seal the
sample to ensure the sample is closed and the contractor will apply the security seal.The
contractor's staff shall retain custody of the UA and shall ensure all UA's collected are logged and
maintained securely until mailed or transported to the approved laboratory. If not
mailed/transported immediately, the UA's shall be kept in a locked refrigerator in a controlled
access office.The number of staff of the contractor handling the UA's shall be minimized and all
persons handling the UA's shall make necessary notations on the chain of custody.The contractor
shall transport the UA's to the approved laboratory within in seven (7)calendar days of collection
by courier or by hand delivered securely by the contractor. Analysis of samples shall include, at a
minimum, a 5-drug panel test with confirmations,with an Ethyl Glucuronide ("EtG")screening. In
the event the UA results are positive for unauthorized substances,the contractor shall obtain a
confirmation on all UA's that have initially tested positive.The contractor shall conduct
confirmation tests without additional reimbursement under this Agreement; however,the
contractor may invoice the offender directly for the confirmation test.The contractor may utilize
oral swab testing,which consists of taking a saliva sample via a testing swab of the inside of the
mouth of the offender, to detect the use of controlled substances or alcohol.Any positive reading
requires a qualitative UA test to be conducted.
3. Remove all requirements to provide case management services.
4. Allow contractor to increase costs of urinalysis collection from$15.00 each to$20.00 each.
• All other terms and conditions of the Original Agreement remain unchanged.
