BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
DECEMBER 9, 2015
The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity
with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration
Building, Greeley, Colorado, December 9, 2015, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following members
were present, constituting a quorum of the members thereof:
Commissioner Barbara Kirkmeyer, Chair
Commissioner Mike Freeman, Pro-Tem
Commissioner Sean P. Conway
Commissioner Julie A. Cozad
Commissioner Steve Moreno
Also present:
County Attorney, Bruce Barker
Acting Clerk to the Board, Stephanie Frederick
Controller, Barbara Connolly
IE MINUTES: Commissioner Conway moved to approve the minutes of the Board of County
Commissioners meeting of December 7, 2015, as printed. Commissioner Moreno seconded the motion,
and it carried unanimously.
IE AMENDMENTS TO AGENDA: There were no amendments to the agenda.
El CONSENT AGENDA: Commissioner Cozad moved to approve the Consent Agenda as printed.
Commissioner Freeman seconded the motion, and it carried unanimously.
PRESENTATIONS:
1) 2015 INDIVIDUAL WELLNESS AWARD - CURTIS HALL AND SHARON BENSON: Chair
Kirkmeyer read the certificate for the record. The Board congratulated Mr. Hall and Ms. Benson on their
accomplishments and encouraging better sleep habits for operators of heavy equipment.
El 2)2015 INDIVIDUAL SAFETY AWARD—COURTNEY ANAYA: Chair Kirkmeyer read the certificate
for the record. The Board congratulated Ms. Anaya on her accomplishments of improved ergonomic
work stations. Christopher Woodruff, Assessor, accepted the award on her behalf.
El 3) 2015 VOLUNTEER OF THE YEAR AWARD - DONNA MCNAMARA: Chair Kirkmeyer read the
certificate for the record. She has been involved with the United Way, and also volunteered with the
Weld County Food Bank and started the Clean-Up "O" Street campaign. The Board congratulated Ms.
McNamara on her community involvement.

El 4)2015 EMPLOYEE SERVICE AWARDS- 10, 20, AND 30-YEAR EMPLOYEES: Chair Kirkmeyer
read the presentations into the record, and the various Elected Officials and Department Heads
presented the service awards to employees. The Board thanked each employee for their years of
dedication to serving the citizens of Weld County.
El RECOGNITION OF JUDY GRIEGO 40 YEARS SERVICE: The Board thanked Ms. Griego for her
years of service and dedication to the community. Chair Kirkmeyer read a note from Don Warden
recognizing Ms. Griego outstanding service to Weld County. (Clerk's note: Commissioner Cozad left the
meeting.)
IR PUBLIC INPUT: No public input was given.
IEJ COMMISSIONER COORDINATOR REPORTS: There were no Commissioner Coordinator
Reports.
BIDS:
El 1)APPROVE BID#B1500179, COUNTY WIDE VIDEO DISTRIBUTION SYSTEM-DEPARTMENT
OF INFORMATION TECHNOLOGY (TO BE CON'T TO 1/18/2016): Commissioner Conway moved to
continue said matter to January 18, 2016. Seconded by Commissioner Freeman, the motion carried
unanimously. (Clerk's Note: This item was subsequently continued out further to 2/24/2016 at the
request of staff)
2) APPROVE BID #B1500191, FIELD OFFICE MOBILE - DEPARTMENT OF PUBLIC WORKS:
presented the two (2) bids received and stated staff recommends awarding the bid to American Portable
Buildings for the amount of $49,538.55. Commissioner Freeman moved to approve said low bid. The
motion was seconded by Commissioner Conway, and it carried unanimously.
Ei 3) PRESENT BID #B1500181, OUTLETS/WIRING-ISLAND GROVE BARN BUILDING -
DEPARTMENT OF BUILDING AND GROUNDS: Mr. Jiricek, Director of Buildings and Grounds,
presented the five (5) bids received and stated staff will bring back a recommendation on December 23,
2015.
RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the
Consent Agenda. No Ordinances were approved.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Clerk to the Board.
