Gentlemen:
Please be advised that the Mead Board of Trustees will consider the annexation by ordinance of
the property to be known as the State Land Board Enclave Annexation No. 1 , at a public meeting to be
held Monday, December 14, 2015. The annexation will be in accordance with CRS §31 - 12- 106 ( 1 ),
which allows the annexation of enclave property by ordinance, without a public hearing. The property is
owned by the State of Colorado and administered by the Commissioners of the State Land Board. The
43 .35 acre property has been surrounded by the municipal boundaries of the Town of Mead for not less
than three years and is generally located west of 3rd Street and south of Welker Avenue in Mead.
In addition, the Board of Trustees will hold a public hearing on Monday, December 14, 2015, to
consider the zoning of the property as permitted by CRS §31 - 12- 115. It is proposed to zone the property
from A-Agricultural in Weld County, to A-Agricultural within the Town of Mead.
In accordance with C.R.S. § 31 - 12- 108 (2), this notice has been sent to the Board of County
Commissioners and County Attorney for Weld County, and to each special district or school district
having territory within the area to be annexed.
Attached is a copy of the published public hearing notice, together with a copy of the adopted
resolution of intent to annex and a map of the property location. Copies of the full-sized maps prepared
by the Town are available for review in the Mead Town Hall, 441 - 3`d Street, Mead, Colorado. Written

AND A PUBLIC HEARING ON ZONING
MEAD BOARD OF TRUSTEES
STATE LAND BOARD ENCLAVE ANNEXATION NO. 1
NOTICE IS HEREBY GIVEN that the Board of Trustees of the Town of Mead has adopted a
Resolution of Substantial Compliance initiating annexation proceedings for the "State Land Board Enclave
Annexation No. 1 ," said Annexation being more particularly described in Resolution No. 35-R-2015.
The Board of Trustees of the Town of Mead will hold a Public Meeting on the annexation and a
Public Hearing on the proposed zoning of the property. commencing at 7:00 p. m . , Monday, December 14,
2015, at the Mead Town Hall. 441 - 3r° Street, Mead , Colorado 80542. The Board will determine whether
the property proposed to be annexed meets the applicable requirements of the statutes of the State of
Colorado. is eligible for annexation to the Town of Mead by Ordinance, and to establish the appropriate
zoning for the property.
Any person may appear at the Public meeting and be heard regarding the matters under
consideration .
Copies of the petition and supporting material submitted to the Town are on file and available for
public inspection in the Office of the Town Clerk, at the Mead Town Hall , 441 - 3rd Street, Mead. Colorado
80542.

RESOLUTION NO. 35-R-2015
A RESOLUTION OF THE TOWN OF MEAD, COLORADO, FINDING
SUBSTANTIAL COMPLIANCE AND INITIATING ANNEXATION •
PROCEEDINGS FOR CERTAIN PROPERTY IN WELD COUNTY,
COLORADO, TO THE TOWN OF MEAD, SAID ANNEXATION TO BE
KNOWN AS THE STATE LAND BOARD ENCLAVE ANNEXATION NO. 1 , TO
THE TOWN OF .MEAD, COLORADO.
WHEREAS, C.R.S. 31 -12-106 (1 ), provides that when any unincorporated area is entirely
contained within the boundaries of a municipality, the governing body may by ordinance annex such
territory to the municipality in accordance with Section 30 (1 ) (c) of Article II of the State Constitution,
but without complyingwith C.R.S. 31 -12-104, 31 -12-105, 31 -12-108. or 31 -12-109, if said area has been
so surrounded for a period of not less than three years; and
WHEREAS, the subject property i.s bounded on the south by the Range View Subdivision,
annexed to the Town in 2001 ; and •
WHEREAS, the subject property is bounded on the southeast by the Mulligan Lake Estates
Subdivision, annexed to the Town in 1992; and
WHEREAS, the subject property is bounded on the east by the Westridge Subdivision, annexed
to the Town in 2009; and
WHEREAS, the subject property is bounded on the north and northeast by the original Town of
.Mead boundaries as established by the 1908 Town of Mead Incorporation Plat; and
WHEREAS, the subject property is bounded on the west by the Mead Village Subdivision,
annexed to the Town in 2011 ; and
WHEREAS, the Board of Trustees has determined that it is appropriate to annex the subject
property by ordinance, but that no public hearing on the proposed annexation shall be required; and
WHEREAS, notice of the proposed annexation ordinance shall be given by publication as
provided by C.R.S. 31 -12-108 (2) for notices of annexation petitions, and the first publication of notice
shall be at least 30 days prior to the adoption of the ordinance; and
WHEREAS, C.R.S. 31 -12-115, permits the zoning of land while annexation is under way in
accordance with the Town's zoning regulations, provided that the zoning ordinance shall not be effective
prior to the effective date of the annexation; and
WHEREAS, the Board of Trustees has determined that the appropriate zoning for the property is
A agriculture;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE
TOWN OF MEAD, COLORADO, as follows:
Section 1. The enclave property, whose legal description is attached hereto as Exhibit A and t

incorporated by reference herein, is determined to be in substantial compliance with the applicable laws
of the State of Colorado and is eligible for annexation by ordinance, as an enclave of the Town.
Section 2. The Board of Trustees will hold a public hearing to determine the appropriate
zoning of the enclave property at the Mead Town Hall, 441 - 3n' Street, Mead, Colorado 80542, at the
following time and date:
7:00 p.m., Monday
December 14, 2015
Section 3. My person may appear at the zoning hearing and present evidence relative to the
the proposed zoning.
Section 4. Upon completion of the zoning public hearing, the Board of Trustees shall set
forth, by resolution, its findings and conclusions with reference to the appropriate zoning of the enclave
property and adopt by ordinance the zoning for the property.
Section 5. If the Board of Trustees concludes that all statutory requirements have been met
and that the proposed annexation is proper under the laws of the State of Colorado, the Board of Trustees
shall pass one or more ordinances annexing the subject property to the Town of Mead, and shall pass one
or more ordinances zoning the subject property as determined appropriate.
