RE: APPROVE INSTALLATION OF TRAFFIC CONTROL DEVICES ON COUNTY ROAD 39
BETWEEN COUNTY ROAD 46 AND THE END OF COUNTY MAINTANENCE
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Weld County Department of Public Works has recommended to the
Board that 45 Mile per Hour speed limit signs be installed on County Road 39 between County
Road 46 and the end of County maintenance, to ensure safety to the traveling public, and
WHEREAS, the Board has determined that said traffic control devices are necessary for
the protection of the general public.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Department of Public Works be, and hereby is, directed to install 45
Mile per Hour speed limit signs on County Road 39 between County Road 46 and the end of
County maintenance, for the safety of the general public, and said signs shall conform to the State
Manual of Uniform Traffic Control Devices.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 10th day of August, A.D., 2015.

SUBJECT : Speed Limits on WCR 39
A Request Resolution from the BOCC directing Public Works to install traffic regulatory signs ( Speed Limit R2-
1 ) on WCR 39 between CR 46 and the end of County Maintenance .
The most recent traffic count was taken in July 2015 the AADT was 1470 vpd with 24 % trucks and an
85th percentile of 55 mph . The Manual on Uniform Traffic Control Devices ( MUTCD) recommends
• posting the speed limit within 5 mph of the 85 percentile speed limit ( Section 2B- 13) . Other factors
such as road characteristics , roadside development , accident records , and shoulder conditions may be
considered when establishing speed limits .
WCR 39 is a paved road and is classified as a collector road . Research into the recent accident records
showed 1 property damage only accident on this segment of roadway in the past 5 years . A USR for a
trucking facility was approved by the BOCC . During the hearing process the speed reduction was requested .
The speed limit should be reduced to accommodate the curve as the road enters the Town of LaSalle
jurisdiction . Based on this information ; Public Works recommends that the speed limit on WCR 39 between CR
46 and the end of County maintenance should be posted at 45 mph .
