This memorandum discusses how the waste will be handled for the proposed Inspiring Talkers on Weld County Road (WCR)
13 in Weld County, Colorado. Specifically, the site is located at 17548 WCR 13 in unincorporated Weld County. WCR 13 is
paved and is classified as an arterial roadway.
Proposed Development
The proposed speech and occupation therapy center consists of a 5,000 square foot building, parking lot and all associated
utilities for a functional commercial building. There will be approximately 6 employees on-site and 15 customers per day with
hours of operation from 7:30 am to 6 pm Monday to Friday. A recycled asphalt entrance and parking lot is proposed for the
site.
Waste Generated
Waste Generated from the site will be typical trash from a speech and occupation therapy business. The waste generated will
most likely be paper,wrappers,office supplies,food,etc.generated from employees working with customers. A septic system
is proposed to service the building. No hazardous chemicals or storage tanks will be stored on-site.
Waste Handling Plan
The waste generated on the site will be disposed of in the following ways:
• Trash—Inside the building there will be trash receptacles to dispose of trash generated from the business activities.
A dumpster located outside the building will be utilized to store trash which will be emptied on a regular basis by
United Waste which is the same company that services the existing house located on the property.
• Toilets—A septic system is proposed for the building.
Conclusion
The trash generated from the business will be removed from the site by a professional waste removal company. The
employees and customers will have access to toilets in the building that will be connected to a septic system. The
development of this site will not create a waste or trash nuisance for the surrounding property owners.

This memorandum discusses how the potential dust will be handled for the proposed Inspiring Talkers Site on Weld County

Proposed Development
The proposed speech and occupation therapy center consists of a 5,000 square foot building, parking lot and all associated

hours of operation from 7:30 am to 6:30 pm Monday to Friday. A recycled asphalt entrance and parking lot is proposed for the

Potential Sources of Dust
Three potential sources of dust for the site are:
• Construction activities;
• Wind;
• Vehicles entering or exiting the parking lot.
Dust Suppression
Dust will be suppressed by:
• Water truck during construction;
• During normal operation of the site the small number of vehicles per day entering and exiting the site reduces the
possibility of dust becoming an issue. If there is an issue the owner will spray all dirt driving surfaces with water or in
extreme cases will perform other approved measures to reduce the dust generated from the site.
• Slow speeds of vehicles entering the site and in the parking lot reduce the possibility of dust generated.

This memorandum discusses the existing and proposed drainage patterns for the proposed Inspiring Talkers on Weld County
Road (WCR) 13 in Weld County, Colorado. Specifically,the site is located at 17548 WCR 13 in unincorporated Weld County.
Refer Figure 1. The site is 4.4 acres and has an existing single family home with outbuilding. WCR 13 is paved and is
classified as an arterial roadway. The analysis below includes the items required as listed in the pre-application meeting
minutes from Weld County.
Site Improvements
The proposed site improvements are located on the north side of the site and consist of the following (refer submitted Site
plan):
• Building with 4,594 sf roof area;
• Parking lot with 14 parking spaces(includes 2 handicap spaces);
• Front landscape area;
• Septic system,
Existing Drainage Patterns and Percent Imperviousness
The existing topography of the site slopes at approximately 12% from southwest to northeast and is covered with native
grasses. Colorado Boulevard(WCR 13)will intercept the majority of off-site flows and convey to the north past the site. The
runoff generated on-site flows directly into Miantenoma Reservoir. The site is not located within a FEMA mapped floodplain.
Refer Figure 2.
The percent imperviousness of the entire 4.4 acre (191,664 sf) site is calculated at 5.9 percent with the following ground
cover:
• Roof:4,580 sf;
• Asphalt/Concrete:3,600 sf;
• Native: 183,484 sf
Proposed Drainage Patterns and Percent Imperviousness
The proposed improvements generally maintain the existing drainage patterns. The existing topography falls to the northeast
fairly steep therefore retaining walls were utilized to maintain reasonably fiat slopes in the parking lot. Runoff generated on
the site flows to the west into a swale that conveys the runoff to the north then east into Miantenoma Reservoir.
The site improvements increase the ground cover to'

The percent impervious of the site with the proposed improvements is calculated as 13.8 percent.
Water Qualify Capture Volume
The Water Quality Capture Volume(WQCV)is shown on the site plan and was calculated per the Weld County USR Drainage
Handout and the Urban Storm Drainage and Flood Control District Volume 3. Below is a summary:
• Percent Imperviousness(I):
➢ Roof:4,594 sf;
➢ Concrete: 3,493 sf;
➢ Asphalt:7,731 sf;
Percent Imperviousness:46.9%
• Total Area:33,467 sf(area flowing to WQCV pond);
• WQCV: 0.1982(with a= 1.0);
• Required Storage:0.0127 ac-ft or 553 cubic feet([0.115/12]*0.768 acres).
The WQCV for the site is located north of the parking lot. The roof downspouts for the east side of the building will convey
runoff to the east therefore two (2) additional WQCV areas are located to the east of the building providing 39 cubic feet of
volume each.
Conclusion
The proposed improvements at the Inspiring Talkers site maintain the existing drainage patterns, adds water quality and will
not adversely impact the surrounding properties.

1. Explain,in detail,the proposed use of the property.
Inspiring Talkers is a therapy center,providing a variety of services to improve the quality of life for
children with disabilities. Services include speech, occupational, and physical therapy, conductive
education, and small classes/groups. We work with children to improve their speech,motor,play, and
behavior skills. We use play techniques to engage,motivate, and teach. Children come to our center to
work individually with a therapist for a set appointment. We offer small group opportunities as well,
with average class size 2-6. On average, there are no more than 5 kids with individual appointments at
one time. The largest group we have held to date included 15 children. Additionally, the business plan
includes the ability to offer a"toy lending library"in the future. This will include a play space for
young children to come with their parents, including toys that are available for them to 'check out'. This
will be a single room space for 5 or fewer children. Currently, on our busiest day we have 5 therapists
and a front desk receptionist at the center.
Inspiring Talkers would like to build a center on this property to use for the therapy center. The
building planned will be a single story space with approximately 5000-6000 square feet. Included
within the building with be several small office type rooms, a couple larger rooms to accommodate a
few children at one time, and a play room area.
We believe this location is perfect for the business for several reasons. Mostly,we are wanting to
provide our families with a rural location where they can relax and have a calming environment. The
families we work with have children with significant disabilities,which can be extremely stressful for
the families. By providing a location where the children can receive their services and the other families
can relax in a peaceful setting will be therapeutic for everyone.
a. Signage on the site;
Inspiring Talkers currently has a"building sign"that was designed and professionally installed by Keith
Hawks Sign Company. This sign would be removed from the current location & installed on the front
(west facing) entrance to the building associated with the USR. The sign description, measurements,
and pictures are included on the attached document to this application.
The sign will meet all requirements of the Weld County codes including,but not limited to the following
items:
Sec. 23-4-70. General provisions.
Signs shall be permitted in the various zoning districts according to the regulations contained in this
Division and in accordance with the requirements set forth in Appendices 23-C,23-D and 23-E.
A. No sign shall be structurally erected, enlarged, constructed,reconstructed,relocated, refaced
or otherwise altered without first obtaining all required building permits from the Department of
Building Inspection and, if required, zoning approval from the Department of Planning Services and
the Colorado Department of Transportation.
B. No sign shall be erected at or near the intersection of any road or driveway in such a manner
as to obstruct free and clear vision of motorists, or at any location where,by reason of the position,
shape or color, it may interfere with, obstruct the view of or be confused with, any authorized traffic
sign, signal or device. Signs located at an intersection must be outside of the sight distance triangle.
Signs which could potentially affect vehicle traffic shall be reviewed by the Department of Public
Works and the Colorado Department of Transportation, if applicable.
Sec. 23-4-80. Sign construction standards.
A.All letters, figures, characters or representations maintained in conjunction with, attached to or
superimposed upon any sign shall be safely and securely built or attached to the sign structure.
B. Any operable or removable parts of a sign, such as a service opening cover or changeable
mechanically affixed lettering, logo, insignia or message, shall be securely fastened or be provided with
safety chains or hinges.
C. Signs shall be adequately constructed to prevent potential hazards to the public.
D.All permanent signs and sign structures shall be designed and constructed to comply with the
Building Code set forth in Chapter 29 of this Code.All electrically illuminated signs shall be designed
and constructed to conform with the Electrical Code set forth in Chapter 29 of this Code.All signs and
sign structures shall also be designed and constructed to comply with the design requirements set forth
in this Code. (Weld County Code Ordinance 2006-2)
As defined by Weld County Code:
BUILDING SIGN:Any sign attached to any part of a building, as contrasted to a freestanding
sign. Includes projection signs, suspended signs and wall signs.
b. Parking spaces provided on the site; and
As documented on the site plan, developed by The Architects' Studio,the following parking spaces are
planned for this site:
— 9'-0"x 18'-0" standard stalls: 11
— 9'-0"x 18'-0"van accessible spaces: 3
Total Parking Provided: 14
Inspiring Talkers has an above average number of clients who require accessible parking
accommodations, thus the higher than average proportion of accessible spaces.
Paving on the site
The parking area will be constructed of recycled asphalt.
c. Lighting on the site.
Lighting on the site will include porch lites and other building mounted lite to ensure safety of those on
the site. Building mounted lighting may be supplemented with limited pole mounted site lighting to
develop the necessary footcandles for safe navigation of the parking area. Due to the hours of operation
of the business, there is limited access to the site during dusk and dark times. All lighting will meet
Weld County Code, including but not limited to:
Sec. 19-3-400. Intent.
A. Exterior lighting should be designed to meet the functional and security needs of a site or
development,without adversely affecting adjacent properties. Lighting should facilitate the convenient
and safe use of circulation systems and activity centers, for both pedestrians and vehicles. Lighting can
also be used to enhance the appearance of the site's structures and landscaping.
B. All new electrical, cable and phone utilities should be installed underground to minimize
unsightly visual impacts.
Sec. 19-3-410. General guidelines.
A. All light sources shall be shielded so that light will not shine onto adjacent properties or into the
windows of private residential dwellings.
B.All exterior lighting shall be installed in such a manner that the light source will be sufficiently
obscured to prevent excessive glare onto public streets.
C. The installation of lighting that may be confused with warning signals, emergency signals or
traffic shall not be permitted.
D. Background spaces, such as parking lots, should be illuminated as unobtrusively as possible to
meet functional needs of safe circulation and the protection of people and property.
E. Foreground spaces, such as building entrances, should use lighting that defines the space without
distractions or glare.
F. Light standards shall be in scale with the height and use of the related structure, and the style of
standards and fixtures shall be consistent with the style and character of the use and architecture of the
site.
2. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter
22 of the Comprehensive Plan.
This proposal is consistent with several policies & goals within the Weld County Code, Chapter 22.
Goal 2 states: "Continue the commitment to viable agriculture in Weld Country through mitigated
protection of established&potentially expanding agricultural uses from other proposed new uses that
would hinder operations of the agricultural enterprises". Policy 2.2 within this goal is, "Allow
commercial and industrial uses,which are directly related to or dependent upon agriculture, to locate
within agricultural areas when the impact to surrounding properties is minimal or mitigated and where
adequate services and infrastructure are currently available or reasonably obtainable. These commercial
and industrial uses should be encouraged to locate in areas that minimize the removal of agricultural
land from production."
This proposal is consistent with this goal &policy as we will not be removing any
agricultural land from production. This land is currently our personal residence with no
agricultural uses. Additionally, our proposal will have no affect on the farms or other
agricultural uses in this area.
Goal 4 states: "Promote a quality environment which is free of derelict vehicles,refuse, litter and other
unsightly materials"
This proposal does not include any collections,junkyards, or other unsightly materials. The
owner of this business proposal lives on the property and as a resident of the area is dedicated
the overall condition of the property as a whole.
Goal 5 states: "Provide for the minimum buildable lot size of parcels in the agricultural areas create
without County approval to be in conformance with state statues". Policy 5.1 within this goal is,
"Recognize that viable agricultural operations can function on small acreages".
This proposal would like to maintain the agricultural approach and feel. The business plans to
have chickens and a garden area for learning purposes. Although this is a'small acreage', it is
believed that agricultural operations can be maintained on the property.
Goal 6 states: "Provide mechanisms for the division of land in agricultural areas to support the
continuation of agricultural production". Policy 6.2 is, "Support opportunities, such as but not limited to
hobby farming and home businesses, to supplement family income and reduce living expenses for farm
families and others who prefer a rural lifestyle".
This proposal is requesting the business of the land owner to be permitted on the property.
As the land owners, not only do we prefer a rural lifestyle we are aware of the benefits to
the families and children with special needs to experience opportunities available in a rural area.
Goal 7 states: "County land use regulations should protect the individual porperty owner's right to
request a land use change". Policy 7.2 is, "Conversion of agricultural land to non-urban residential,
commercial and industrial uses should be accommodated when the subject site is in an area that can
support such development, and should attempt to be compatible with the region."
This proposal is a request from the current property owner's to request a land use change. We
are proposing a single story building that is consistent in appearance with other facilities in the
area.
3. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter
23 (Zoning) and the zone district in which it is located.
This proposal is consistent with Weld County Code, Chapter 23, Section S: "Any use permitted as a Use
by Right, an ACCESSORY USE, or a Use by Special Review in the COMMERCIAL or industrial zone
districts,provided that the property is not a Lot in an approved or recorded subdivision plat or lots parts
of a map or plan filed prior to adoption of any regulations controlling subdivisions. PUD development
proposals shall not be permitted to use the special review permit process to develop".
Per the Agricultural Zone District code, "The A(Agricultural) Zone District regulations are established
to promote the health, safety and general welfare of the present and future residents of the COUNTY.
Inspiring Talkers USR proposal is for a property that is owned &resided on by the owners of the
company. The property is located in an area that does not have a recorded subdivision. The re-zoning to
allow for a non-residential therapy center that will provide much needed services to the residents of
Weld County. Currently, there is no known center that provides all the services offered through
Inspiring Talkers to rural Weld County.
4. What types of uses surround the site (explain how the proposed use is consistent and
compatible with the surrounding land uses).
In the surrounding 500 feet, there are 6 other property owners. These include 3 farms, 2 residential, and
a lake (Miantenoma Reservoir)which is used for irrigation of one of the farms.
The proposed use is consistent and compatible with the surrounding land uses because:
— incorporate the building into the landscape...keeping the country look,while maintaining a clean
&professional appearance
— our residence will maintain on the property
— we will not affect or disturb the irrigation water
5. Describe, in detail, the following:
a) Number of people who will use this site:
Currently, Inspiring Talkers is used by approximately 125 families each week. We have around 25
families a day which averages to 3 families an hour accessing this site.
b) Number of employees proposed to be employed at this site:
Inspiring Talkers currently employs 10 staff, although they are not all full time at the center. On our
busiest day,we have 7 staff present at one time. It is anticipated that we will have 10 employees within
the next 5 years.
c) Hours of Operation:
Inspiring Talkers hours of operation are Monday-Friday 7:00am-6pm.
d) Type and number of structures to be erected (built) on this site:
One steel frame building, approximately 5000-6000 square feet in size will be built. The building
design will be consistent with other buildings in the area.
e) Type and number of animals,if any,to be on this site:
At this time the Greig family, owners of Inspiring Talkers & residents of the property,have chickens on
the property. No additional animals are expected to be on site specifically for the user of this proposal.
f) Kind of vehicles (Type, size,weight)that will access this site & how often:
Family vehicles will access this site, including cars, trucks and vans. No vehicles larger than family
sized will access this site. The business does not require deliveries from semi-truck or other large sized
vehicles. We average around 25 vehicles per day accessing our facility.
Second Access request:
We are currently working with Morgan Gabbert&Janet Lundquist in the Public Works Department to
determine access.
g) Who will provide fire protection to the site:
Fire protection is provided by Johnstown Fire Department.
h) Water source on the property (both domestic & irrigation):
This properties water is supplied by Little Thompson Water District.
i) Sewage disposal system on the property (existing and proposed):
This property currently has a septic system& leach field for the residence. It is proposed that the
property continue to use the existing system and additional septic system will be installed if determined
necessary.
We are working with Wolf von Carlowitz, P.E.,the President of Soilogic, Inc. to determine specifics and
needs regarding the septic system. At this time,we anticipate some retrofitting of the current system
with an upgraded tank and extension of the leach field to the south. He is working with the Health
Department to determine the most effective and efficient plan.

6. Explain the proposed landscaping for the site. The landscaping shall be separately
submitted as a landscape plan map as part of the application submittal.
Landscaping will be consistent with the current residence. The grounds are landscaped with some
deciduous trees and natural grasses. No additional planting or other amenities are proposed.
7. Explain any proposed reclamation procedure when termination of the Use by Special
Review activity occurs.
No reclamation would appear to be necessary.
8. Explain how the storm water drainage will be handled on the site.
See attached report from Civil Resources.
9. Explain how long it will take to construct this site and when construction and landscaping
is schedule to begin.
Construction is anticipated to begin spring 2015 with a completion date prior to the end of the 2015
calendar year. It is expected to take approximately 6 months for construction of the building,
landscaping, and parking lot.
10. Explain where storage and/or stockpile of wastes will occur on this site.
See attached report from Civil Resources. No stockpiling on the site.
11. Please list all proposed on-site improvements associated with the use (example:
landscaping, fencing, drainage,turn lanes, etc) and a timeline when you will have each one

Re: Traffic Memorandum
The site is located approximately '/2 mile south of the intersections of WCR 38 on WCR 13. WCR 13
is a paved 2 lane county road with no shoulder. Access to this site is from WCR 13, via an existing
access point for the Miantenoma Reservoir.
The site is currently functioning as the primary residence of the business owners. It will continue to
function as their primary residence, and the addition of this proposed business will be located to the
north of the house on the property. Inspiring Talkers employs 10 therapists, but there are generally 5 at
the center at a time.
Typical vehicles access this site include passenger vehicles only(eg. car, minivan). The trips that are
generated by this facility are during weekday business hours and are considered insignificant. Trips
average around 25 per day.
The ongoing use of the site and associated traffic is compatible with the existing uses on surrounding
properties and existing traffic on WCR 13. Traffic flow expected will be 75%coming northbound on
WCR 13 & 25% coming southbound into the site.
