BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
APRIL 29, 2015
The Board of County Commissioners of Weld County, Colorado, met in regular session in full
conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County
Administration Building , Greeley, Colorado, April 29 , 2015, at the hour of 9: 00 a. m .
ROLL CALL : The meeting was called to order by the Chair and on roll call the following
members were present, constituting a quorum of the members thereof:

Commissioner Mike Freeman , Pro-Tem
Commissioner Sean P. Conway
Commissioner Julie A. Cozad
Commissioner Steve Moreno

Ica MINUTES : Commissioner Conway moved to approve the minutes of the Board of County
Commissioners meeting of April 29 , 2015, as printed . Commissioner Moreno seconded the motion , and
it carried unanimously.
AMENDMENTS TO AGENDA : There were no amendments to the agenda.
CONSENT AGENDA : Commissioner Freeman moved to approve the Consent Agenda as
printed. Commissioner Cozad seconded the motion , and it carried unanimously.
Ia PUBLIC INPUT: No public input was given .
P COMMISSIONER COORDINATOR REPORTS : Commissioner Freeman attended a breakfast
with Severance and Windsor Town Board members to express possible interest in participating in the
Coordinated Planning Agreement with Weld County and also discussed future plans of law
enforcement for smaller communities .
Val Commissioner Moreno attended Weld Food Bank's annual Stone Soup Fundraiser supported by
Kaiser Permanente, and he was pleased with turnout of 500 this year, opposed to 200 last year.
P Commissioner Cozad toured the Back Up Dispatch Center with Commissioners Conway and
Moreno, which can be utilized as another location that can be operational in the event of an emergency.
She requested a work session to discuss concerns about a new state program called Help Me Grow;
which duplicates what 211 is doing . Commissioner Cozad was in attendance at the Prevention
Partners Council . Cindy Kronauge from the Health Department gave a presentation on the Weld

County Health Survey focusing on substance abuse. They conducted a study showing Southwest Weld
County had the highest alcohol binging abuse.
Commissioner Conway and Chair Kirkmeyer went to the State Capital to support Senate Bill 272
transbond two bill , which would bring much needed revenue to U . S , Highway 85, 1-25. and other
Colorado highways. He gave a presentation on County Road 49 to the Prime Rib Club with
Commissioner Moreno. He was at the dedication of the Riverside Library where the City Council and
former Mayor Lyle Oxsinger thanked the Board for assisting Evans and the High Plains Library District
and he also attended the Hill N Park meeting , and reported that Evans, Greeley and Weld County will
participate in a feasibility study conducted by Department of Local Affairs . Commissioner Cozad
volunteered to be a coordinator, and the group, will reconvene in two months with results of the study.
Chair Kirkmeyer was at the Fort Lupton re-opening of the museum on Saturday. She mentioned
attending the Child Welfare Allocation Committee and reported to Judy Griego, Director of Human
Services, on the great job that Lennie Bottorff does.
BIDS :
1 ) APPROVE BID #B1500095, CHIP SEAL AGGREGATE SUPPLY (3/8") - DEPARTMENT OF
PUBLIC WORKS : Trevor Jiricek, Director of General Services, stated staff received two bids and
recommends Varra Companies be awarded the contract for the amount of $90, 000. 00. Commissioner
Conway moved to approve said low bid . The motion was seconded by Commissioner Moreno, and it
carried unanimously.
P 2) APPROVE BID #B1500096, EMULSION DUST CONTROL AGENT SUPPLY -
DEPARTMENT OF PUBLIC WORKS : Mr. Jiricek stated staff recommends approval of the low bid from
Cobitco, Inc. , in the amount of $44, 568 . 60. Though they received only one bid , staff believes that it is
competitive based on their past bid . In response to Commissioner Conway , Josh Holbrook, Department
of Public Works, it is a fair bid that reflects the same pricing from two years ago. Commissioner
Freeman moved to approve said bid as recommended by staff Seconded by Commissioner Conway,
the motion carried unanimously.
3) APPROVE BID #B1500097 , FAX SOLUTION - DEPARTMENT OF INFORMATION
TECHNOLOGY: Ryan . Rose , Director of Information Technology, stated that two bids were received
and staff recommends approval of the low bid from Lewan Technology for an amount of $37, 186.40 . In
response to Commissioner Cozad , Mr. Rose clarified the addition from the other vendor was not part of
the specifications. Commissioner Cozad moved to approve said bid as recommended by staff. The
motion , which was seconded by Commissioner Freeman , carried unanimously
F.- 4) APPROVE EMERGENCY BID #B1500098, FIBER TO CHASE BUILDING - DEPARTMENT
OF INFORMATION TECHNOLOGY (CON 'T FROM 4/22/2015) : Mr. Rose asked the Board to approve
the bid from Piper Communications Services, in the amount of $115,429. 00. He explained the reason
for the emergency bid is that the products need to be onsite prior to June 30, 2015, to meet Child
Welfare Allocation Funding stipulations . Commissioner Freeman moved to approve Bid #B1500098 on
emergency basis. Commissioner Conway seconded the motion , and it carried unanimously.
a 5) APPROVE BID #B1500099, PHONE HEADSETS FOR HUMAN SERVICES — DEPARTMENT
OF INFORMATION TECHNOLOGY: Mr. Rose stated that nine bids were received and requested the
approval go to Call One, Inc. , for the lowest bid of $ 15, 231 . 15. He noted this is for the Child Welfare
Allocation . The motion , to approve the low bid as recommended by staff which was made by
Commissioner Conway, and seconded by Commissioner Moreno , carried unanimously.
1= 6) APPROVE BID #B1500100, UPS AND ENVIRONMENTAL CONTROLS FOR CHASE

BUILDING — DEPARTMENT OF INFORMATION TECHNOLOGY: Mr. Rose received nine responses
from vendors and recommend the low bid from CDW for $ 13459 . 53, and it will also be funded by; Child
Welfare Allocation . Commissioner Freeman moved to approve said low bid . The motion was seconded
by Commissioner Moreno, and it carried unanimously.
a 7) APPROVE BID #B1500101 , NETWORK EQUIPMENT FOR CHASE BUILDING —
DEPARTMENT OF INFORMATION OF TECHNOLOGY: Mr. Rose received four responses that will
provide network and voice connectivity, and he recommended the bid approval go to Global
Technology and Resources, Inc. , for $75,470 . 00. Commissioner Conway moved to approve said bid .
Seconded by Commissioner Cozad , the motion carried unanimously.
FA 8) PRESENT BID #B1500112 , FORTINET FIREWALL FOR DR SITE - DEPARTMENT OF
INFORMATION OF TECHNOLOGY: Mr. Rose presented the two bids for the best and final offer and
said that staff will make a recommendation on May 13, 2015.
NEW BUSINESS :
1 ) CONSIDER TEMPORARY ASSEMBLY PERMIT FOR MORE THAN 350 PERSONS ON
MAY 3, JUNE 14, JULY 19, AND AUGUST 9, 2015 — LEAHY FAMILY FARM , LLC : Bob Choate,
Assistant County Attorney, described the terms of the permit that is required based on the USR , for
motorcycle races. The application is identical to prior applications that have been approved , there is no
maximum of persons, and Mr. Choate recommend the board establish a maximum . He also mentioned
that because of a staff oversight the required seven (7) day notification requirement was not met and he
reviewed options for correction . Commissioner Cozad stated she supports the event and expressed no
concerns. Applicant, David Leahy, stated all is going great, although they have had to step around the
oil and gas going on . In response to Commissioner Freeman , Mr. Leahy disclosed , as a rule and to
keep track of patrons , they distribute 1 , 000 wrist bands; rarely do they use all 1 , 000. Also Mr. Leahy
stated they have adequate parking . Chair Kirkmeyer suggested 1000 for the maximum persons and
she expressed her support for the event. Commissioner Conway moved to approve said Temporary
Assembly Permit. Seconded by Commissioner Cozad . Commissioner Conway thanked the applicant
and the motion carried unanimously.
ra 2) CONSIDER HAZARD MITIGATION GRANT AGREEMENT FOR DISASTER
PREPAREDNESS OUTREACH AND RESILIENCE BUILDING MATERIALS : Roy Rudisill . Director of
the Office of Emergency Management, presented the agreement and outlined the benefits of grant
funding for hazard mitigation and the match dollars to be supplemented with CDBG funding .
Commissioner Conway moved to approve said agreement and authorize the Chair to sign . The motion,
which was seconded by Commissioner Freeman , carried unanimously.
3) CONSIDER APPOINTMENT AND REAPPOINTMENTS TO THE HUMAN SERVICES
COMMITTEE: Commissioner Cozad moved to approve the appointment and reappointments.
Commissioner Conway seconded the motion , and it carried unanimously.

RESOLUTIONS AND ORDINANCES : The resolutions were presented and signed as listed on the
Consent Agenda. No Ordinances were approved .
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Clerk to the Board .
