If a question does not pertain to your use, please respond with "not applicable", with an explanation as to why the question is not applicable. 1. Explain, in detail, the proposed use of the property. The solar array project will deliver energy to Poudre Valley REA under a 20-year power purchase agreement ( PPA) and must commence commercial operation no later than December 31, 2015. The project is designed for un-manned operation except for bi-annual inspections and routine maintenance. As such, this facility will not represent any traffic impact to the Town of Severance or the region following the construction phase. The solar array will be located on a parcel of land that is 74 acres in size, and the footprint of the solar array will comprise of approximately 24 acres of land. Of this 24 acres, approximately 68X of that area will remain open space. The solar modules will be mounted on single-axis tracking structures, which are designed to follow the sun's E-W path throughout the day. The modules will be mounted approximately five feet above grade with four (4) inverter stations positioned within the array field interior to the project site, these inverters stand approximately 12' in height and the solar array panel will be a maximum of 8' above grade with the modules at full-tilt. No significant visual impact are anticipated to adjacent or nearby properties or roadways. As part of Silicon Ranch's standard operation procedures, and upon the termination of the PPA, the solar arrays will be dismantled and the land will be restored to historic conditions. 2. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 22 of the Comprehensive Plan. Section 22-4-40 of the Weld County Code describes allowing development that encourage clean air and emissions of hazardous pollutants. This development uses solar power and converts it to electrical power. This development will not discharge any air emissions into the atmosphere. Section 22-4-60 of the Weld County Code describes how noise shall be considered. This development will not generate any perceivable noise and therefore complies with this development requirement. Section 22-5-110 and NR Goal 5 of the Weld County Code describes that other natural resources shall be utilized . The proposed solar array is a renewable natural resources that would be supportable. Section 22-4-140 and section 22-4-160 of the Weld County Code specifically encourages large scale solar collection for energy support facilities. Leaving a Legacy of Enduring Improvements to Our Communities - PURPOSE STATEMENT ENGINEERS SURVEYORS PLANNERS Sec. 22-4-40. Air. B. The County is committed to maintaining compliance with all national air quality standards for criteria and hazardous pollutants. C. In addition to emissions of criteria and hazardous pollutants, the County is concerned with nuisance emissions of odor and dust. The County will encourage development to occur in a manner that minimizes these impacts. (Weld County Code Ordinance 2002-6; Weld County Code Ordinance 2008- 13) Sec. 22-4-60. Noise. Noise is a source of environmental pollution . Exposure to excessive noise levels over prolonged periods can be a threat to public health . Statutory noise standards have been established for areas where commercial, industrial and residential uses are located. (Weld County Code Ordinance 2002-6; Weld County Code Ordinance 2008-13) Sec. 22-5-110. Other natural resources A. Weld County is home to a wide range of natural resources beyond those traditionally recognized for extractive purposes. These other natural resources support traditional economies, such as agriculture, as well as supporting the unique culture and character of the County. B. Weld County citizens, throughout history, have demonstrated ingenuity in the use of the land and its resources, from the early construction of sod houses to the creation of the scale-economy livestock industry, to the development of water-diversion and collection systems. The Goals and Policies of this Section are adopted in order to recognize the diversity of resources in the County and to capitalize on the ability of the County's citizens to utilize these resources in ever-new, effective and responsible ways. (Weld County Code Ordinance 2008-13) E. NR.Goal 5. Encourage the development and responsible use of other natural resources as means of energy, food or materials production . Sec. 22-5-140. (Weld County Code Ordinance 2008-13) 3. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 23 (Zoning) and the zone district in which it is located. Sec. 23-3-40. Uses by special review D. Public Utilities facility, including: 3. MAJOR FACILITIES OF PUBLIC UTILITIES OR PUBLIC AGENCIES, subject to the provisions of Section 23-4-420. Sec. 23-4-420. Public utilities facilities. Applicants for activities reviewed pursuant to Article II, Division 5 of this Chapter as MAJOR FACILITIES OF PUBLIC UTILITIES shall have the burden of proof to demonstrate that there is a need for the facility within the proposed area of service, and the Planning Commission shall be satisfied that a need exists as part of the determinations for any such permit. 4. What type of uses surround the site (explain how the proposed use is consistent and compatible with surrounding land uses). The property surrounding this site is a mix of agricultural, Oil/Gas infrastructure, irrigation center pivots, and State Highway 14 on the north . As described above, this site is fully contained and will not hinder the production, or landscape, of its neighbors. 5. Describe, in detail, the following: a. Number of people who will use this site This site will be un-manned . b. Number of employees proposed to be employed at this site During construction it is anticipated that there will be a maximum of 25 employees and contractors on the site. Post construction the facility will be un-manned . c. Hours of operation 24/7, 365 days a year. Silicon Ranch has a Power Purchase Agreement with Poudre Valley REA for a 20 year Power Purchase Agreement (PPA) . After the term of the contract has t '4 Y c, ' y1L expired then there is an option to extend the agreement on a yearly basis until the contract is terminated . Upon termination, the solar array will be dismantled and the site reclaimed and returned to historic conditions. d. Type and number of structures to be erected (built) on this site No structures are proposed with this development. The Solar array will be un-manned and therefore no buildings are needed . There will be one (1) sea-can brought onsite to store maintenance material and basic repair parts. The sea-can will be enclosed to provide security and protection to the stored material from the natural elements. e. Type and number of animals, if any, to be on this site No animals will be on this site. f. Kind of vehicles (type, size, weight) that will access this site and how often During construction, semi-trucks and trailers will be used to bring the material onsite. It is expected that construction will last a maximum of 3 months. Once construction is completed then a light duty maintenance truck or rental car will visit the site bi-annually to inspect the site and perform general maintenance. If major repairs are needed then it may be necessary to bring in a larger maintenance truck to perform the needed repair. Major repairs are not anticipated to occur on a regular basis. g. Who will provide fire protection to the site Windsor-Severance Fire Rescue, located at 100 N . 7t" Street, Windsor, CO 80550 h. Water source on the property (both domestic and irrigation) Since this an un-manned facility, a domestic water tap is not needed with this development. Low growing, dry land grass will be planted and water will be hauled in as needed from a local water service provider or other means available . Once the dryland grass is established then there will not be a need for permanent irrigation . During construction water will be hauled in by a local water service provider to control dust and erosion . I. Sewage disposal system on the property (existing and proposed) Port-A-Potty during will be provided during construction. Once constructed, this will be an un-manned facility and therefore a sanitary sewer tap is not needed with this development. j. If storage or warehousing is proposed, what type of items will be stored It is proposed to keep on-site basic repair materials and general maintenance items. All items will be contained an enclosed sea-can and will be locked. No oils or hydrocarbons `� _ �. 11 11 '3 1S%\ l 1. 5 it f li will be stored in large quantities. If hydrocarbons are stored in the sea-can, then they will be stored in the manufactures provided containers and in quantities less than 5 gallons. 6. Explain the proposed landscaping for the site. The landscaping shall be separately submitted as a landscape plan map as part of the application submittal. Landscaping will be low growing, native dry land grasses. Grass will be mowed on a "as needed" basis and a minimum of 2 times a year. Landscaping will be minimal and will be keep in a clean condition . 7. Explain any proposed reclamation procedures when termination of the Use by Special Review activity occurs. Upon the termination of the Power Purchase Agreement (PPA), Silicon Ranch will remove all improvements and either recycle, reuse, or repurpose the materials. The contours of the land will be smoothed and any disturbed land will be reseeded with a native dryland seed mixture and allowed to establish to historic conditions. 8. Explain how the storm water drainage will be handled on the site. Stormwater will be conveyed to a water quality pond and then discharged in historic discharge areas. Water quality pond is designed in accordance to Weld County standards and requirements, see included drainage letter provided with the USR submittal . Stormwater will be discharged to the Larimer County Canal No. 2 . 9. Explain how long it will take to construct this site and when construction and landscaping is scheduled to begin. The construction of the site is scheduled to begin the first week in July, 2015. The construction schedule will last approximately 3 months after mobilization . Per the Power Purchase Agreement this facility MUST be operational by December 31, 2015. Silicon Ranch will submit for an early grading and building permit so that construction can begin as soon as possible to meet the strict deadlines of the project. Construction of the solar array will begin as soon as all permit approvals are in place. It is anticipated that construction will take 3 to complete. 10. Explain where storage and/or stockpile of wastes will occur on this site. During construction all trash generated will be placed in an approved trash or recyclable receptacle and will be hauled away and properly disposed or recycled . Once construction is completed, all trash generated during the site visit will be removed from the site on that visit. Since this is an un-manned facility, there is no need for regular trash service. There will be no storage or stock piling of wastes onsite. • i' P ?) 11 11. Please list all proposed on-site and off-site improvements associated with the use (example: landscaping, fencing, drainage, turn lanes, etc.) and a timeline of when you will have each one of the improvements completed. All improvements will be completed in a single phase that will last approximately 3 months. Many of the improvements will be constructed concurrently. Proposed improvements include the following and the general order is as following: o Stormwater BMP's o Access road to access the solar array. o Inverter for solar array, see site plan . o Solar Array, see site plan . o 6' Black Vinyl coated chain link fence. o Disturbed areas shall be seeded with low grow, dry land seed mix. Since this development will not generate an increase in traffic, there are no public roadway improvements with this development. 1 • WASTE HANDLING PLAN SILICON RNCH SOLAR ARRAY FACILITY WELD COUNTY, COLORADO Silicon Ranch has detailed policies and procedures in place that will be applied to the specifics of any waste generated and disposal from the facility. If present, any waste will be disposed of in accordance to the governing jurisdiction . Solid Waste Solid waste will not be generated by the daily operations of the facility. If solid waste is observed or generated then it will be collected and removed by the personal visiting the site. Disposal of collected solid waste will be removed from the site on each visit and properly disposed . No trash receptacles or trash hauling service will be provided at this facility. Chemicals It is not anticipated that any chemicals, lubricants or solvents will be stored at on the proposed facility, however if chemicals, lubricants or solvents are stored on-site then they will be stored in an enclosed structure where it protected from the natural elements and in accordance with the manufactures recommendations. Any stored chemicals, lubricants or solvents will be less than 5 gallons in size. It is anticipated that any chemicals, lubricants or solvents to be used on-site will be brought in by the maintenance personal . If necessary, disposal of chemicals, lubricants and solvents will be completed according to the manufacturer and state requirements. Hazardous Waste No hazardous waste will be generated , stored or used on-site. Leaving a Legacy of Enduring Improvements to Our Communities - PURPOSE STATEMENT ENGINEERS SURVEYORS PLANNERS ft DUST ABATEMENT PLAN SILICON RANCH SOLAR ARRAY FACILITY WELD COUNTY, COLORADO Throughout the life of this project, Silicon Ranch will utilize on-site vegetation and other best management practices to control fugitive dust from being generated and transported offsite . During construction (0 to 3 months) Silicon Ranch contractors will utilize water trucks as needed to control fugitive dust from any disturbed areas and from the access road . Vehicle speeds will be limited to ten miles per hour or less to reduce dust being generated by vehicles accessing the site. To minimize water usage, the site contractor may treat the access roads with approved dust suppression or dust abatement products. Water used for dust suppression during the construction phase will be provided by a local water provider as selected by the site contractor. It is expected that the construction phase will last 3 months. Post construction (3 months to 20+ years) Silicon Ranch will seed any disturbed areas with a native dryland seed mix and will nurture until the vegetation is considered established , thereby reducing fugitive dust in the ultimate condition . Once the solar array is constructed , it is anticipated that maintenance trucks will only visit the site on a bi-annual basis to inspect the site or to perform facility maintenance and repair. Daily traffic will not be generated by this development. If it is found that additional dust mitigation is needed , then Silicon Ranch will treat with approved dust abatement products. If any vegetated areas are disturbed during facility maintenance activities, these disturbances will be re-vegetated as soon as practical , but in no case longer than 3 months shall pass . Once construction is completed , water used for dust suppression and for the establishment of the landscaping will be provided by contracting with a local water provider. Collected stormwater will be discharged into the existing Larimer County Canal . Evaluation of water quality capacity was done by employing the Weld County sizing requirements. See Use By Special Review (USR) planning documents for the location of the proposed drainage swales and water quality ponds along with the attached calculations for water quality pond sizing. More specifically the project site is approximately 75 acres of land and is located approximately 0 .65 miles east of the intersection of Weld County Road 82 (Hwy 14) and Weld County Road 17 (Hwy 257) on the south side of Hwy 14 . The site is approximately 5.3 miles northwest of Severance. The facility proposed as a photovoltaic solar facility that will provide electrical power to Poudre Valley REA electric grid system . Electrical power generated by this facility will provide a renewable energy resource for Poudre Valley REA portfolio. The facility will be owned and operated by Silicon Ranch Corporation under a 20 year Power Purchase Agreement. Site access will be a full movement from Weld County Road 80 1/2, which is a two lane gravel road . During construction (0 to 3 months) During construction it is anticipated that traffic will generally include semi-trucks and trailers (WB- 50) along with rental cars and light duty pickup trucks. During the construction phase the following trip ends are estimated : • Semi-trucks: 20 trip ends per day - 10 deliveries @ 2 trip ends per day • Employee and sub-contractor vehicles: 100 trip ends per day at peak construction . - 25 vehicles @ 4 trip ends per day Peak trip traffic will be in the AM and contractor trips are expected to occur throughout the day.
