Located on Highway 119, three miles east of Longmont, Midwest is a residential facility for moderately to severely mentally handicapped children, aged 6-17 and older. A non—profit organization, Midwest is licensed for 15 children through the State of Colorado Social Service Agencies and funded through the social service agencies of each county with residents here. The children attend Ruth Woods School in Boulder, for trainable and educable mentally handicapped children„ The focus of Midwest's program is providing training in social skills, physical development, speech development, self—help and self—management skills; with recreation and community experiences provided throughout the year. The facility was originally built as a school house and converted, in the late 1940s, to an orphanage. In 1970, provision of residential and training services for mentally handicapped children became the goals of Midwest; • The renovation proposed for Midwest would remedy some of the existing conditions which are hazardous to the safety and well—being of the children. The electrical wiring is one of the most potentially dangerous conditions. In February, one of the residentYs beds cut through conduit on a bedroom wall, shorting out the wires and resulting in a fire which burned the mattress on the bed and scorched the wall before it was extinguished. rortunately, the fire occurred during the day, when the children were in different parts of the building. Had it occurred at night the child occupying that bad may have been badly burned. The conduit in that area was rerouted closer to the ceiling, solving that particular problem. However, it is likely that similarly dangerous conditions exist in the wiring elsewhere in the building. The facility is equipped with a smoke and fire alarm system, but the second floor fire escapes are in poor condition and inadequate. "TRAIN UP A CHILD IN THE WAY HE SHOULD GO: AND WHEN HE IS OLD. PROVERBS 22:8 page x Although the water pipes appear to be in good condition, based on a preliminary assessment by Bill Rodriquez of the Weld County Planning Department, the Midwest plumbing system needs "spot" work to repair specific problems, such as broken showers and leaking toilets. The water capacity at the home, supplied by two water heaters, is insufficient. If two showers are used at the same time when preparing the children for bed, it is difficult to control the water temperature. The children have been surprised, variously, by sudden bursts of extremely hot or cold water. • ' The building is"poorly insulated, resulting in costly energy loss and drafty rooms. Particularly during the colder months, sleep-in technicians often find children sleeping over or near the floor registers. Part of the insulation project would include replacement of windows. Most of the windows in the building are easily opened and the latches on them frequently broken by the children. On several occasions, technicians have discovered children on the roof or preparing to climb out second floor windows. All of the doors in the building need to be replaced. Most of them either have holes punched in them or have occasionally been torn off their hinges. There are also holes in some of the interior walls. Floor tiles in the kitchen, dining room and bathrooms are coming up and need to be replaced. A very small room on the first floor is utilized as a time-out room for disciplinary purposes. The walls, floor and door should be padded, minimizing the risk of the children injuring themselves. The children often urinate in that room and their urine seeps through the floor of the room to the dining room ceiling. Steps need to be taken to eliminate that problem; Additional renovation would include installation of dividers in the children's bedrooms, providing each child with his or her private space, and improvements to the entryway of the facility lessening the institutional quality of the home. The renovation sought by Midwest would result in upgrading the facility for more efficient, energy conserving operation; eliminate potentially hazardous conditions and provide a more appropriate living and training environment for the children.
