HomeMy WebLinkAbout20153025 RECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO SEPTEMBER 16, 2015 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, September 16, 2015, at the hour of 9:00 a.m. ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Barbara Kirkmeyer, Chair Commissioner Mike Freeman, Pro-Tem Commissioner Sean P. Conway Commissioner Julie A. Cozad Commissioner Steve Moreno Also present: County Attorney, Bruce Barker Acting Clerk to the Board, Stephanie Frederick Controller, Barbara Connolly irt MINUTES: Commissioner Conway moved to approve the minutes of the Board of County Commissioners meeting of September 14, 2015, as printed. Commissioner Cozad seconded the motion, and it carried unanimously. AMENDMENTS TO AGENDA: There were no amendments to the agenda. CONSENT AGENDA: Commissioner Freeman moved to approve the Consent Agenda as printed. Commissioner Moreno seconded the motion, and it carried unanimously. PUBLIC INPUT: No public input was given. COMMISSIONER COORDINATOR REPORTS: Commissioner Conway stated he had the opportunity to testify at the State Senate Interim Water Committee as the vice-chairperson of the South Platte Roundtable. He reported there was a good turnout and he thanked the different people for attending. Commissioner Cozad reported she attended the Ten County Budget Meeting and the Commissioners had the opportunity to attend several sessions. She expressed there were two she found interesting: the first being how to read financial documents, and the other one was a study done by the State demographer about the aging population. She stated she had the privilege to attend the Honor Flight and was a guardian for two Vietnam Vets. She would like to host a Lunch and Learn presentation about her experience. She expressed her appreciation to the veterans for their service to our Country. Lastly, she attended an Employment Program Development Workforce meeting and the Governor did a proclamation for September to be dedicated as Workforce Development Month. Commissioner Moreno 'V� r\ Minutes, September 16, 2015 2015-3025 \ Page 1 BC0016 reported he also attended the Ten County Budget Conference where the discussions were about how to improve the efficiency of government. He thanked Jennifer Finch, Public Information Officer, for a wonderful presentation. He stated he serves on the Election Centers Board of Directors and traveled to Alabama and had dinner with the Senator of Alabama. Commissioner Freeman also attended the budget conference and would like to congratulate Ms. Finch for her presentation. He thanked Commissioner Cozad for representing the Commissioners by going on the Honor Flight. He thanked Don Warden for the discussion concerning the budget. Chair Kirkmeyer attended the 50th anniversary for the Central Weld Water District and she also attended the University of Northern Colorado where President Kay Norton spoke about the progress of the University. Chair Kirkmeyer reported she, along with Elizabeth Relford, Department of Public Works, will be speaking at the Natural Gas Vehicles of America Conference and Expo where they will talk about smart energy projects. Chair Kirkmeyer read a proclamation for the record from the State Senate, thanking Weld County and Aims for Weld County Bright Futures Program. Commissioner Conway and Chair Kirkmeyer participated in a listening tour for Economic Development 2.0. He also wanted it known that Jay McDonald, Director of Department of Public Works, will be participating in the Natural Gas Vehicles of America Conference and Expo. BIDS: 1) APPROVE BID #61500163, NETWORK EQUIPMENT FOR PUBLIC WORKS DEPARTMENT OF INFORMATION TECHNOLOGY: Ryan Rose, Director of the Department of Information Technology, stated staff received four (4) bids and recommends approving the low bid from Crossconnect Engineering, Inc., in the amount of$28,064.20. Commissioner Freeman moved to approve said low bid. Seconded by Commissioner Conway, the motion carried unanimously. NEW BUSINESS: El 1) CONSIDER ADDENDUM #20 TO AGREEMENT FOR SERVICES AND AUTHORIZE CHAIR TO SIGN - COLORADO TECHNICAL SERVICES, INC. (CTSI): Don Warden, Director of Finance and Administration, explained Colorado Technical Services, Inc., is the vendor for Workers' Compensation claims and administration services who are increasing their fees 3% for January 1, 2016, through December 31, 2016. Commissioner Conway moved to approve said addendum to agreement and authorize the Chair to sign. The motion, which was seconded by Commissioner Cozad, carried unanimously. ▪ 2) CONSIDER APPOINTMENT OF DEPUTY DISTRICT ATTORNEY AND AUTHORIZE CHAIR TO SIGN - ALEXANDRA FISHER: Commissioner Conway moved to approve said appointment and authorize the Chair to sign. The motion, which was seconded by Commissioner Moreno, carried unanimously. • 3) CONSIDER CONTRACT AMENDMENT#1 FOR THE 2015 OIL AND GAS HAUL ROUTE AND AUTHORIZE CHAIR TO SIGN: Elizabeth Relford, Department of Public Works, explained the contract for DOLA which will ensure that the nine miles of CRs 32 and 39 are completed. She clarified for Chair Kirkmeyer that the County will still be receiving the full $2 million grant. Commissioner Freeman moved to approve said amendment and authorize the Chair to sign. The motion, which was seconded by Commissioner Moreno, carried unanimously. 4) CONSIDER TEMPORARY CLOSURE OF CR 43 BETWEEN CRS 72 AND 74: Janet Lundquist, Department of Public Works, reviewed the details of the closure for a culvert replacement to be effective September 28, 2015, through October 2, 2015. She stated message boards will be used in advance and staff will use magnesium chloride for dust abatement on the gravel parts of the detour route and standard signs and barricades. Commissioner Cozad moved to approve said temporary closure. The motion was seconded by Commissioner Moreno, and it carried unanimously. Minutes, September 16, 2015 2015-3025 Page 2 BC0016 • 5) CONSIDER AGREEMENT CONCERNING PURCHASE OF PUBLIC ROAD RIGHT-OF-WAY FOR CERTAIN IMPROVEMENTS TO CR 49 AND AUTHORIZE CHAIR TO SIGN NECESSARY DOCUMENTS - HOSHIKO LAND, LLC: Tiffane Johnson, Department of Public Works, presented the terms of the agreement for a total amount of $4,140.00. Commissioner Conway moved to approve said agreement and authorize the Chair to sign. The motion, which was seconded by Commissioner Freeman, carried unanimously. • 6) CONSIDER COUNTY DANCE HALL LICENSE AND AUTHORIZE CHAIR TO SIGN - FIERA ENTERTAINMENT, LLC, DBA EL CAPORAL: Bruce Barker, County Attorney, stated the Sheriffs Office expressed no concerns with this license. Commissioner Conway moved to approve said dance hall license and authorize the Chair to sign. Commissioner Cozad seconded the motion, and it carried unanimously. ▪ 7) CONSIDER APPOINTMENTS OF VARIOUS REPRESENTATIVES TO WORKFORCE DEVELOPMENT BOARD: Commissioner Conway moved to approve said appointments. The motion was seconded by Commissioner Freeman, and it carried unanimously. RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the Consent Agenda. No Ordinances were approved. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Clerk to the Board.
