The use granted under this Special Use Permit is the upgrading of a domestic water filtration plant and associated pumping facilities, two 200, 000 gallon water standpipe storage tanks, and an additional water storage reservoir as shown on the Special Use Permit plans. 2. At present, a domestic water supply as well as restroom, laboratory or cleaning facilities are not needed at -this site. These facilities shall be permitted under this Special Use Permit provided the necessary permits are acquired and the facilities comply with all applicable Weld County and State Health Standards and Regulations. 3. Lights, if needed, shall be installed in such a manner that they are not offensive or a nuisance to surrounding property owners. 4. Landscaping is to be native grasses seeded on the out slopes of proposed reservoir and all other site areas not used as reservoir, treatment and storage facilities, driveways and parking areas. Existing trees and grasses shall be retained where practical. 5. Access drives and parking areas are to be gravel-surfaced. The three accesses onto County Road 34 must be approved by the Weld County Engineering Department . 6. Signs warning the public that the site is a storage reservoir shall be placed on all sides of the facility. All warning signs shall be of sufficient size to be read at a distance of 200 feet. 7. Fencing around the perimeter of the site presently exists on the easterly half of the site (the existing reservoirs and treatment facility) . A new fence of the same type which presently exists shall be constructed around the proposed raw water storage reservoir site. 8. All design and construction shall conform to applicable local, state and national codes and standards. 9. This Special Use Permit shall be limited to the plans submitted and governed by the development standards stated above and all applicable Weld County Regulations. Financing of the proposed improvements is to be by means of grants and loans from the Farmers Home Administration. 2 j Factors in considering the Special Use Permit request for upgrading of existing domestic water treatment facilities for the Town of Mead, Colorado. 1 . Existing raw water storage facilities are not capable of providing an adequate supply of water to the existing treatment facilities to meet the present requirements of the Town. Existing filtration, pumping and storage facilities are inadequate to meet peak usage requirements and fire flow requirements of the town. 2. The additional raw water storage, modifications of treatment facilities, new pumping and storage facilities are required to provide an adequate domestic water supply for the Town. At present, restrictions must be placed on water usage in the Town and water must be purchased from and supplied by the Little Thompson Valley Water District to meet the Town's needs in the winter months. The existing storage facilities of the Town are not capable of delivering all of the stored water to the treatment facility. 3. The proposed construction and modifications will provide for present needs and future growth requirements. Design considerations for present population and future population are: 225 persons present, 325 persons future. 4. The facility was in existance prior to the adoption of the comprehensive r.n ,nt,y master plan and is a part of the master plan. Any development which may occur adjacent to this site will in all probability take into consideration the location and nature of this facility. 5. The proposed upgrading and modifications of this facility will have little or no effect on the existing roads and utilities in the area. H The modifications to the filter plant are being made to order to remedy problems that the Town has had with relatively high water turbidity. The capacity of the existing plant is adequate to meet the maximum (i) daily demand. The major existing treatment processes consist of a 7 flash mixer, floculation basin, several chemical feed pumps and an z ® automatic gravity filter rates at 150 gpm. All the existing equipment o is housed within the filter building. The chemicals presently used U in the treatment process are: soda ash for softening; alum as a coa- N gulating agent; carbon for taste and odor; and chlorine. The modi- Z fications to filter plant are clean-up and painting of the existing Q building and equipment, increase the capacity of the gravity filter �,o. , W to 200 gpm and upgrading the purification process by constructing a o ' flocculation bell housing and changing the chemicals used in the pro- �; cess. The chemicals to be used in the proposed treatment process are ≥ alum, lime, potassium permanganate and HTH Formula Chlorine. The w filter media within the gravity filter is also to be changed. The Ln U filter media will consist of 12" of anthracite and 12" of filter sand. D 7 The steel storage tank (stand-pipe) is being constructed in order to provide better pressure within the Town system and to provide adequate capacity for the peak hourly demand and for fire protection require- Z. ments. The stand-pipe being constructed initially has a capacity of LU 200,000 gallons (21 ' I.D. X 61 ' high - see enclosed drawing) . The proposed stand-pipe is to be of equal capacity and dimensions. The soils are of the Nunn clay loam series and are found on a 1 to 3% slope. These are deep, well drained soils with a clay loam surface layer about nine inches thick. The subsoil is also a clay loam and is about 14 inches thick. The substratum is a lighter color clay loam to a depth of 60 inches. These soils can have inclusions of narrow streaks of sand and gravel . These soils have a favorable rating for pond construction and embankment compaction. This should not be used in lieu of a laboratory sample to determine actual construction specifications on wet and rolled fill . 2. Flooding is not a hazard as the site is located outside of a flood plain or natural drainageway. 3. Land use is zoned agricultural and at present is dry cropland. The proposed structure is compatible with adjoining land use. 4. A major irrigation canal traverses the eastern boundary of the pond and care should be taken in the design and construction of the pond to avoid increasing the seepage that is prevalent in most canals.
