RE: APPROVE EMERGENCY BID #B1500031, UNIFORMS FOR SHERIFF'S OFFICE AND
WAIVER OF TEN-DAY WAITING PERIOD FOR CONSIDERATION AND
INVESTIGATION
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Department of Purchasing has requested waiver of the ten-day waiting
period for Emergency Bid Request #B1500031, Uniforms for the Sheriff's Office, to provide
newly branded uniforms for all deputies prior to the arrival of new academy graduates, and
WHEREAS, the Board of County Commissioners deems it advisable to waive the
ten-day waiting period for said emergency bid.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the ten-day waiting period for Emergency Bid Request#B1500031,
Uniforms for the Sheriffs Office, be, and hereby is, waived.
BE IT FURTHER RESOLVED by the Board that the low bid from Neves Uniforms, in the
amount of$133,468.00, be, and hereby is, accepted on an emergency basis.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 28th day of January, A.D., 2015.

Subject: Uniforms-Sheriffs Deputies#81500031
Weld County advertised a Request for Proposal in reference to the replacement of all Sheriff's
deputy uniforms to include fitting each officer, affixing shoulder patches to jackets and shirts,
shipping and handling.
The request also required bidders to provide online ordering capability for on-going
replacement of uniforms, to include an accounting mechanism for individual deputies to order
uniforms up to a predetermined dollar amount per year. All invoices shall be sent to the
Sheriff's Office and not to the individual deputy.
Two vendors responded to the RFP by submitting bids; below is the pricing information from
each vendor:

The Weld County Sheriffs Office recommends NEVES Uniforms as the provider of deputy uniforms.
They provided the low bid and meet all the requirements set forth in the Request for Proposal.
The Sheriffs Office is requesting emergency approval for the following reason:
We currently have 2 academies in progress, consisting of approximately 20 deputies. Uniforms have not
been ordered because of re-branding and changing of uniforms. The awarded bidder will need to
schedule time to measure each deputy, order the uniforms and affix patches to uniform shirts and coats.

The estimated initial turn- around time is approximately 8 to 10 weeks from the time of order. This will
closely coincide with the time the deputies' graduate from the academy and begin the field training
program, requiring a uniform.
