Dear Planning Commission and Weld County Commissioners,
I am Doris W.Williams and have been a resident at 57875 Weld
County Road 86, New Raymer,CO, for 62 years. This has been a
continuous ranching operation for longer than the 62 years. There are
cattle,horses,sheep and hay produced here.
During hard times in agriculture we have worked in various
capacities, among them as wildcaters in the oil field and some water
well work and some mineral mining in Weld County.
When this permit for the construction of a facility to
receive oil and production waste was brought to my attention, and as
it may effect the lively hood on this ranch and the health of the
livestock, I will oppose parts of this permit.
The use of the property as described in the permit is
already occupied by Tall Grass Pipeline and Pony Express Pipeline.
This should bring up some safety hazards for the other use of this
property since the lightning struck a similar operation in the Greeley
area. We too have lightening. At this time there are several
residents very near by this location that would be affected if such a
disaster were to occur. And be an extreme hardship on them.
In regards to the Midstream Buckingham Facility Drainage
Report. This is to control downstream properties from runoff of what
ever may be on the ground or in a containment pond,as mentioned in the EXHIBIT
permit. No run off should ever be allowed to leave their property.
On page 2, "Proposed Drainage Plan" "A small area on
the western property line,Basin OS!, will sheet flow onto Weld County
Road 115,Right of Way and another area along the southeastern borders
of the site,Basin OS2 will sheet flow to the Highway 14 Right of way."
This run off eventually will get to the culverts on the
Highway 14 ROW and flow into the water ponds in my pasture. This has
been a historical drainage since the railroad was built in 1887 and
since what is now Colorado highway 14 was a gravel road and beyond to
the 1950's. The culverts this flow has been directed to drains across
the highway right of way into collection ponds built at the time the
railroad was constructed.
Any contaminants from this proposed site will pose a
threat to the livestock and wildlife that uses that watering hole.
There should be no run off at any time from this site, and above all
not into public right-of ways. There is water in this area most all
the time,even from snow fall.
In the future, any brine water or salt water or any
other substance that would be released on to other property, will this
be the responsibility of Weld County, Colorado Department of
Transportation or an operator of this facility?
An error must have occured, as the precipitation
values for this area certainly are not correct. They were based on a
Section 14-T2N-Range 68. I believe that is close to the Boulder
County area, Our rain fall here can be a flood for several years in
a row or a drought that may last for ten years and have a 4 foot flood
in short time. We had several extreme weather events in this area
that are not recorded or of record with Federal or state agencies.
The interpretation of the rain fall here will be hard to find in
records.
Traffic Analysis - At this time there are no turn
lanes on Colorado 14. This has posed a problem that has not been
addressed in reality if the number of trucks are to use this facility.
There are problems at both corners, daily because of the lack of turn
lanes. This is a local perspective.
Dust abatement. - With the amount of traffic that is
to be generated,why not black top 115 from Colorado 14 to the facility
and if they are going down to Weld County Road 86 to the highway,
black top the roads that are to be used 7 days a week, 24 hours a day.
As as resident and I may speak for my neighbors, why do we have to
have dust, at all from this increase in traffic ? Some of us do have
health problems that will escalate with the increase of dust.
In advance I am going to address the 2nd phase of
this project.
The Class 11 injection well. Within the area neighborhood, are many
old oil wells from the 1940's up to more recent explorations. Some of
the older oil fields were sealed with bentonite, a thick mud when
sealed and a cement plug on the surface, sometimes no more than 10
foot from surface. I request a thorough study be implemented by the
Colorado Oil & Gas Commission, to assure us a safe domestic water
supply.
The brine water and other elements that may be pumped
into an injection well have been know to escape into the water sands.
lithe disposal well is 10,000 feet deep, the Laramie Fox Hills
domestic water does occur at 4000 foot. Some of this is allowed by
EPA,but has also been known to be incorrect and done damage to
domestic water. At this time my wells have been tested .We have no
hydrogen sulfides or methane in our water.
I am asking the tN Id County Planning Commission not
to approve this site until further site plans are altered or deleted
for the protection of private property and to keep a safe water supply
in our area.
