RE: DECLARE CERTAIN EQUIPMENT AS SURPLUS PROPERTY, APPROVE
DONATION OF SAME TO UNIVERSITY OF NORTHERN COLORADO, AND
AUTHORIZE CHAIR TO SIGN ALL NECESSARY DOCUMENTS
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, State statute and the Weld County Code require that all items disposed of
be declared surplus by the Board of County Commissioners, and
WHEREAS, the County has determined that certain equipment, as described in
Exhibit "A", a copy of which is attached hereto and incorporated herein by reference, is no
longer required for County use, and
WHEREAS, after review, the Board deems it advisable to declare said equipment, as
described in Exhibit "A" as surplus, and authorize the donation of said equipment to the
University of Northern Colorado.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that certain equipment, as described in Exhibit "A," be, and hereby is,
declared as surplus.
BE IT FURTHER RESOLVED by the Board that the request for the donation of said
equipment to the University of Northern Colorado be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized
to sign all necessary documents.

Yes, I found a research group here at UNC that would like to have the
GCMS. What do we have to do to claim it? I can have someone pick it up
if that would help.

Ron,
The Grant requirement for retaining equipment ends when the value of the equipment has depreciated to less than$5,000 or a period of 7
years have passed. Therefore,you can dispose of the equipment as best you see fit.

In 2002 the regional lab was given funds to purchase a GCMS. WE have basically worn and 1 ng
the sensitivity we need to use it on many of our samples.
The CBI,who is also a partner with us in the lab has offered to purchase a GCMS and I was inquiring as to what
we would need to do to allow this equipment to be used as part of a trade in?
I will obviously need to obtain the permission of the Weld County Board of Commissioners to allow for this to
occur but wanted to have your input into what I would need to do from the grant's perspective.
I do not believe,based on past experience that we could sell it to a used equipment vendor and obtain anything
close to$5,000.
In addition,as noted above, it is old and not sensitive enough for another lab to want to use it.
If I get the approval to allow it to be sued for trade-in can I just transfer the instrument to CBI and then they can do
the paperwork to allow for the trade-in?

RE: Gas Chromatograph- Mass Spectrophotometer(GCMS)

Brief description of the problem/issue: We currently have in the Regional lab a GCMS (Gas Chromatograph-
Mass Spectrophotometer)that was purchased with grant funds in 2002. Due to its age it has become
increasingly less sensitive and is not being used on cases other than quantification/concentration of a controlled
substance, which is not a routine request. Originally I was going to request that it be used to assist as a trade-in
for a new GCMS that CBI purchased to replace this unit. That was not needed so the options are to see if it has
a purpose in law enforcement or another government agency. The lack of sensitivity does not warrant it use in
Forensics so I contacted the UNC department of chemistry to see if they could use the instrument. (See attached
email) The current value of the instrument is under$5,000 and it was purchased more than 7 years ago with
grant funds. There is therefore no obligation on the part of Weld County to return to the grant manager either
funds from its sale or equipment. See attached email and his response.
What options exist for the Board? (Include consequences,impacts, costs,etc. of options)
I. We give it to UNC for use in its department.
2. Surplus
Recommendation:
1. I would offer that we donate the instrument to UNC for use in its chemistry department.
