The applicant, West Greeley Self Storage, proposes to use the property for a self-storage facility and outside storage of boats and RVs near the intersection of West 10`"Street and 95th Avenue in part of the southeastern quarter of Section 12, Township 5 North, Range 67 West in unincorporated Weld County, near the City of Greeley. The first phase of development will be the construction of Buildings G, H and I located in the southwestern portion of the property. Subsequent phases will include the full build-out of approximately 725 units in approximately 10 buildings. The final number of units may vary depending on market demand for certain sized units. The individual units range in size from a 5' x 10' unit to a 10' x 20' unit. At full build-out,there will be approximately 76,000 square feet of rentable space. The construction phase will start with the southeastern most storage units (Buildings G, H and I)and work west and north. The outside storage of boats and RVs will occur in the southwestern portion of the property where Building J is planned as well as the area west of Building J. The typical stall dimensions of 12 x 40' and 12 x 30' are illustrated on the submitted USR Map. When Building J is constructed, the outside storage in this area will be phased out. Outside storage will remain in the area west of Building J in Area K. The USR Map submitted with this application illustrate building placement and typical outside storage stall sizing. The Sunday,March 16,2014, issue of the Greeley Tribune noted a shortage of storage facilities in the Greeley market. Contributing factors include the University of Northern Colorado and a robust and growing economy. Storage facilities for RVs and boats are needed as many HOAs do not allow these items to be stored within the neighborhoods or subdivisions. The applicants are working with the Small Business Development Center and have developed a business plan to support the assumption that this type of facility is needed in this particular location. Research conducted by the applicants is consistent with the Greeley Tribute article in that they have found that current facilities are at 100% occupancy due to small businesses,oil/gas operations, and residential growth in the area. The site will be fenced with chain link. The fencing installation will occur in phases to correspond to the building construction phases. Access to the storage facility will be controlled by an automated access system. Lighting will be for security purposes and shall not spill onto adjacent properties as stated on the USR Map submitted with application materials. There will be a security system including keypad in/out and alert notices. Well-lit video surveillance will also keep the facility secured. Tetra Tech 1900 S. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 22 of the Comprehensive Plan[Chapter 22, Comprehensive Plan]. The applicant has considered the Comprehensive Plan in preparing this application, as follows: • Clustering the USR boundary adjacent to a similar use allows for the residual property to continue to be used for corn or alfalfa production. This land use configuration supports A.Goal2 in that the property owners are making a commitment to preserve active farm ground within a developing area. • Application materials have been prepared in accordance with the Weld County pre-application meeting and the Zoning Ordinance. This supports A.Goal 7 which provides protection of a private property owner's right to request a land use change while adhering to county land use regulations. • The applicant has considered surrounding land uses,and in fact is proposing a similar use as the most adjacent property owner to the south. Natural topography was considered when developing the drainage patterns.These steps follow A. Goal 9. • The proposed use is located near 10th Street in Greeley, which is a major roadway near the City of Greeley consistent with Section 22-2-90. • Commercial Goal 5 has been implemented by site planning to minimize the incompatibilities that occur between commercial uses and surrounding properties. o View from the east onto the property will be screened by the storage units to be constructed first as well as the proposed landscaping. View from the south of the property is not of concern as the property owner is aware of the application,owns a similar operation,and submitted a letter of support which was included in application materials. Screening of the property from properties to the west is not necessary as it is owned by the applicants. The next nearest property is 900' to the west and is currently vacant. Further west by approximately 1/2.mile,there is a subdivision. The visual impact to a property nearly %2 mile to the west is minimal. Screening to the north will be accomplished once Building A is constructed. This building is proposed to be 600' south of 10Eh Street. The first buildings to be constructed are more than 900' south of I O`° Street. Visual impacts will be minimal. • Future road right-of-way has been reserved on the plat as an outcome of pre-application meetings with the City of Greeley according to C. Policy 6.2. 3. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 23, (Zoning) and the zone district in which it is located. The application materials have been prepared according to the Weld County pre-application meeting and in conformance with Division 4 starting with Section 23-2-200. The property is zoned"A" Agricultural and one single family dwelling unit per legal lot is a use allowed by right per Section 23-3-20(a). In addition,outside storage facilities are a use by right in the C-3 Zone District(23-2-230(B)(15)) and, therefore, are appropriate uses to propose through the Use by Special Review process in the Agricultural Zone District per Section 23-3-40(S). Tetra Tech 4. What type of uses surround the site(explain how the proposed use is consistent and compatible with surrounding land uses). The site is a similar use to the mini storage business south of and adjacent to this proposal. The applicants have met with their neighbors and have not had any concerns expressed to them. A letter of support from the neighbors directly to the south has been included with application materials. Native and drought-tolerant grass species will be planted within the eastern setback and future right of way area. The 10' building setback area will include shrubs and trees to soften the appearance of the buildings and the chain link fence that back/front to 95`x'Avenue. A landscape plan is attached. The property adjacent and south of the proposed facility is a similar facility and lay-out. The DeTienne proposal is clustered toward 95th Avenue with a 15' setback along the south and west property boundaries. The eastern property boundaries will be landscaped as discussed above. Additional screening to the south and west are not proposed. The distance from the western storage facility footprint to the nearest property is more than 900 feet. The distance from the northern storage facility footprint to le Street is more than 150' to the north. Lighting shall adhere to Section 23-3-360.F which states that any lighting shall be designed, located and operated in such a manner as to meet the following standards: sources of light shall be shielded so that beams or rays of light will not shine directly onto adjacent properties. Lighting will be in the eave of the buildings and directed toward the storage units. The USR Map includes an illustration of light placement on the structure. One on-site sign is proposed for the facility entrance. The sign is 5' tall and 3' wide. A standard has been illustrated on the USR Map. 5. Describe, in detail, the following: a. Number of people who will use this site: Employees will not be permanently located on site. Security cameras will be installed and the property owners can access the site when needed. b. Number of employees proposed to be employed at this site: No more than 3 employees will be employed at this site. The initial operations will not start with employees other than the property/business owners. The employment location will not be on-site initially. c. Hours of operation: The site will be accessible to patrons 24/7. As is common with most mini-storage facilities, items are stored for an average of 3 —6 months. Patrons access the site once or twice during this time period. d. Type and number of structures to be built: There will be 10 structures containing approximately 725 storage units. The total number of units will be market-driven and is therefore needed to be flexible at this time. The proposed structures are illustrated on the USR Map included with application materials. e. Type and number of animals on site: No animals are part of this application. Tetra Tech f Kind of vehicles that will access the site and how often: The predominant vehicles accessing the site will be passenger cars including pick-ups and SUVs. It is assumed larger moving vehicles could be used to access the site. The storage units average 131 square feet in size. Therefore, the storage capacity is easily delivered in a smaller vehicle. As stated previously, items are stored for an average of 3—6 months. Patrons access the site once or twice during this time period. The internal speed limit will be posted at 5 mph. The Traffic Narrative prepared by Gene Coppola is attached. The USR Map includes typical traffic circulation patterns. There are no designated ADA spaces proposed. The reasoning behind this decision is the fact that each unit is fully assessable and individuals accessing their units park in front of their unit and remove the items to be stored and place it directly into the storage unit. There are no ADA-designated units as all units are accessible. Parking outside each unit is more accessible than having an accessible parking space dislocated from the actual storage units. The outside storage of boats and RVs will occur in the southwestern portion of the property where Building J is proposed and the area west of Building J in Area K. A typical stall dimension of 12 x 40' and 12 x 30' are illustrated on the submitted USR Map. When Building J is built,the outside storage in this area will be phased out. Outside storage will remain in the area west of Building J in Area K. The USR Map submitted with this application illustrate building placement and typical outside storage stall sizing. g. Who will provide fire protection to the site: The applicant has met with the Windsor Fire Protection District. The following site design features have been included to accommodate the Windsor-Severance Fire Rescue District per the pre-application meetings held on May 5 and December 11, 2014. Meeting notes have been included in the application materials. Highlights incorporated into this application and illustrated on the USR Map and exhibits include the following: • Fire lanes are a minimum of 20' wide; • Drive aisles are a minimum of 24' wide; • A B-40 turning template has been utilized for the site design; • A gate with an access code for patrons is illustrated on the attached map. A knox box will be installed prior to the facility's operation; and • Two access points are noted on the attached USR map. The second access is noted as "Emergency Only." h. Water Source on the property (both domestic and irrigation): Domestic Water provision is not proposed because it will not be needed at this site. Should potable water be necessary, a well could be drilled. i. Sewage disposal system on the property (existing and proposed): The facility is accessed on a limited basis. if warranted, portable toilets will be provided. Patrons are required to remove all trash. If storage or warehousing is proposed, what type of items will be stored: The outside storage of boats and RVs will occur in the southwestern portion of the property. A typical stall dimension of 12 x 40' and 12 x 30' are illustrated on the submitted USR Map. When Building J is constructed,the outside storage in the footprint for Building J will be phased out. The outside storage west of Building J in Area K will remain. The USR Map submitted with this application illustrate building placement and typical outside storage stall sizing. A Tetra Tech maximum of 100 Boats, RVs, flatbeds and utility trailers less than 30' long will be the types of items stored in the southwestern portion of the property. A typical dimension is provided on the USR Map for illustrative purposes. 6. Explain the proposed landscaping for the site. The landscaping shall be separately submitted as a landscape plan map as part of the application submittal. Drought-tolerant grasses, trees and shrubs are proposed as illustrated on the landscape plan. Plant selection was made to also allow all-year interest in diverse colors, heights and textures. See Sheet 3 of the USR Map Set submitted as part of the application. The trees and shrubs are clustered toward the entrance and smaller grass and shrub beds are dispersed along the frontage to soften the appearance of the storage units that will back to 95th Avenue. Patrons of the facility want a clean facility to reduce leaves and debris from entering their rental unit. Therefore, landscaping within the facility is not desirable and is not planned. 7. Explain any proposed reclamation procedures when termination of the Use by Special Review activity occurs. Should the facility cease, the buildings could be removed and the ground returned to vegetation or farming. 8. Explain how the storm water drainage will be handled on site. The applicant's engineer has prepared a storm water drainage plan detailing how storm water drainage will be handled on site. 9. Explain how long it will take to construct this site and when construction and landscaping is scheduled to begin. Construction is anticipated to commence in 2015. The market will dictate the timing of completion of the facility. Landscaping will be installed in 2016. A timeframe is included with question 11 below. 10. Explain where storage and/or stockpile of wastes will occur on this site. Stockpiling and storage of wastes will not occur on this site. II. Please list all proposed on-site and offsite improvements associated with the use (example: landscaping, fencing, drainage, turn lanes, etc.) and a timeline of when you will have each one of the improvements completed. • Storage Units: Construction commencement 2015; completion within 5- 10 years. • Drainage Improvements: 2015 -2016 • Primary and Emergency Access, Gated Emergency Access: 2015 • Facility Sign and On-site speed limit signs: 2015 • Landscaping: 2016 • Fencing: 2017 Tetra Tech `ml TETRA TECH J DeTienne Mini Storage Facility USR Waste Management Plan During construction, building material waste will be collected in dumpsters and properly disposed of through a contract the construction company will maintain. Patrons are required to remove all waste as dumpsters will not be provided. Chemicals will not be stored on site. Equipment will not be washed on site. All boats and RVs stored on site will be emptied of all fluids except for necessary protective fluids. Should a leak from a boat or RV occur, Best Management Practices state the contaminated soil will be dug up, bagged and disposed of at an appropriate waste disposal facility. Tetra Tech 1900 S. The Storm Water Management Plan will be followed to mitigate soil erosion during the construction phase of the project. After construction, disturbed areas on site will be stabilized with road base for the circulation areas. The internal speed limit around the storage units will be 5 mph. Should fugitive dust be generated on site, the applicants will abate with water or chemical treatment. The internal circulation roads will be in recycled asphalt. This is consistent with the neighboring facility to the south. Areas surrounding the water quality feature will be stabilized using a drought-tolerant native vegetation. The site entrance will be hard-surfaced for tracking control onto 95th Avenue. A Weld County grading permit will be applied for during the construction phase of the project if more than one acre of land is disturbed. In addition, a construction stormwater permit is required through the State of Colorado if more than one acres of land is disturbed. The site is located on the west side of 95th Avenue about one-quarter mile south of U.S. 34 Business. Specific traffic items are identified and discussed in the following sections of this letter. PROJECT OVERVIEW West Greeley Self Storage will be built in two phases and have 700 storage units at build out. It will have a single access to 95`h Avenue located about 740 feet south of U.S. 34 based on centerline measurements. The driveway will be paved and will extend west from 95th Avenue. The current site plan is attached. EXISTING CONDITIONS Ninety-Fifth Avenue is a paved two lane roadway running south from U.S. 34 Business and continues south to the U.S. 34 By-Pass and beyond. The posted speed limit is 45 MPH in the southbound direction from U.S. 34 Business with no posted speed limit in the northbound direction from the U. S. 34 By-Pass. Consequently, a northbound speed limit of 55 MPH was assumed. Based on November 2013 Weld County traffic counts, about 224 vehicles per day use 95`" Avenue in this area. SITE TRAFFIC Site traffic was calculated using the Institute of Transportation Engineers (ITE) publication "Trip Generation, Ninth Edition". It was determined that the available sight distance is 500+ feet to the north and about 600+ feet to the south on 95th Avenue. These sight distances exceed the 45 MPH design sight distance of 400 feet and the 55 MPH design sight distance of 550 feet. Consequently, the proposed location of the site driveway is acceptable. IMPROVEMENTS No auxiliary lane improvements will be warranted by the West Greeley Self Storage development. This was determined by comparing site traffic at the access to 95th Avenue and the County's numerical turn lane warrants. Turn lanes will not be needed with this development since site traffic will not impede through traffic and the number of peak hour turning vehicles will be below the following County triggers for higher speed roadways: 10 vph during peak hour turning left into the facility-left deceleration lane 25 vph during peak hour turning right into the facility-right deceleration lane 50 vph during peak hour turning right out of the facility-right acceleration lane In summary, the West Greeley Self Storage is not expected to adversely impact the area street system.
