Re: Centennial Tools And Services, LLC- Use By Special Review Questionnaire Response
Dear Diana,
This letter is provided in response to the questionnaire included in the Weld County"Use By Special
Review" checklist. The responses below correspond to the numerical order of the questionnaire.
1. Centennial Tools & Services, LLC is proposing to use the property owned by Jose and Aurelio
Gonzalez in Kersey, Colorado for a place to conduct business. Minimal work is conducted onsite,
mainly it will be used as a place to store and refurbish tools. There will be first echelon
maintenance done on the vehicles (i.e. checking tire pressure, checking oil level of the vehicles,
wiper blade repair, flat tire changes and head light replacement.)The noise impact is minimal as
we ran this business in the town of Kersey in my garage for two years. For the trucking portion,
the semi-trucks perform what is referred to as "Water Transfer"; they take fresh water (from an
approved water source) to a well site where is it transferred to a work tank. The truck then loads
the production water and hauls it to the disposal site where the entire load is disposed of.
The full size pickups are used at the well sites for maintenance and repairs on the well facilities.
This is called"Down-Hole Tool Rental", which consists of a person delivering a tool to a well
site where it is either dropped off to be picked up later, or the person stays on site to supervise the
operation of the tool to do maintenance(i.e. casing repair, temporary plugging or finding casing
leaks). The tools are mechanical and range in size from a few inches to eight or nine foot in
length, all of which are delivered by the full size pickup trucks. The tools are washed off on site
with production water before they are loaded and brought back to the facility. Refurbishing the
tools consists of breaking the tool down into pieces and putting them into a part cleaner. The
cleaner contains an organic solvent that is recycled through the machine and cleans the metal
parts. (there is one 55 gallon drum of the organic solvent that is stored onsite at any time). Once
the tool is cleaned, it is re-assembled with new O-rings and is then rented out again. Essentially
the property will be used for tool storage and parking only. Parking on the site will be the two
semi-trucks that have 2 110 bbls tranports attached. The 6 3/4 ton crew cab pick-up trucks will be
parked on site only long enough to load supplies needed for the day. The trucks will park along
the eastern side of the building.
There is no outdoor storage of materials for the site. There will be one outside light that will be
controlled by an on/off switch, and no work is done onsite at night. There is no fuel storage on the
site; all vehicles are filled at an offsite gas station. There are no vehicle oil changing done onsite,
they are all done at Quaker State offsite.

There will be no proposed signage for the building since no customers come to the facility. The
access drive and parking area will be surfaced with gravel only. An external dumpster and a Porta
Potty will be located at the northwest corner of the building(as shown on the site map)and will
be screened by a 6' cedar fence.
Any area that is disturbed onsite due to grading activities shall have a native seed mix applied.
There is no screening proposed at this time other than the fence to screen the dumpster and Porta
Potty.
A Porta Potty will be placed onsite for the employees and owners to us. The existing well that is
shared with the adjacent owner to the north is for domestic/stock use only. If in the future the well
is to be used for the building, a change of use will be processed with the state engineer's office.
In the future there are plans to make part of the shop a residence.
2. This site is consistent with the Weld County Code, Chapter 22, "The Comprehensive Plan", for
commercial development. Specifically, Sec. 22-2-20 Agriculture goals and policies, Goal 3 —
County land use regulations recognize and respect the rights afforded by the State Constitution
and associated statues of individually decreed water rights. Water rights are considered real
property and should be protected as any other private property right. Goal 4—Promote a quality
environment which is free of derelict vehicles, refuse, litter, and other unsightly materials. Goal 7
—County land use regulations should protect the individual property owner's right to request a
land use change.
3. The site falls within the"A" (agricultural) Zone District and is in conformance with the Use By
Special Review, Section 23-3-40 of the Weld County Code, Chapter 23. Specifically, Sub Section
A—Mineral resource development facilities including: 2- Oil and gas support and service
facility.
4. The site is adjacent to single family dwelling units that exist to the north and southeast. To the
west and southwest is irrigated farm land. To the east across County Road 57, there is existing
gas and oil storage tanks and farm land. This site is compatible with the surrounding uses and will
allow for continued agricultural us on the western portion of the property.
5.
a. There will be eight(8)people utilizing this site(owners and employees).
b. There will be six (6) full time employees.
c. The hours of operation will be from 6:00 a.m. to 6:30 p.m. seven (7) days a week.
d. There will be one steel structure constructed on this site. The structure will be
approximately 100'x50' for a total of 5000 SF.
e. The owners plans to have 10 cows, 2 pigs and 5 goats on site.
f. On an average day, there will be six (6) % ton full size pickups, two semi-trucks and two
personal vehicles that use the site. The pickups normally load rental tools and do drop
offs or stay and do service work on well sites. Typically each truck leaves and enters the
site twice a day, and the semi-trucks leave once a day to travel to well sites and return at
the end of the day.
g. Fire protection for the site is provided by Platte Valley Fire.

h. At this time, no water supply is proposed for the structure, but a well exists that is
permitted and shared with the land owner to the north. (See attached permit and change in
owner name/address form). A water cooler will be supplied internally for employee use.
i. A proposal for a septic design is being sought after and the appropriate permits will be
acquired and copies provided upon receipt. In the interim, a Porta Potty will be provided
for employee and owner use. (Employees that are on site for less than 2 hours a day).
j. Items that will be stored on the site are down-hole oil field tools that are metal with no
flammable components. These are used for the completion hardware of oil or gas wells
and provide a seal between the outside of the production tubing and the inside of the
casing, liner or wellbore wall.
6. There is no landscaping proposed for this site.
7. At this time, there is no expectation that the"Use by Special Review" will be terminated.
8. Storm water drainage will continue to follow the historic patterns that it currently flows in and
will not have any impact to the surrounding site.
9. Construction will start upon receiving the permits and will be completed within 60 working days.
10. The site will not be used for the storage or stockpiling of waste material.
11. Installation of a 15 inch cmp culvert, construction of the gravel driveway and construction of the
steel building. Construction will start upon receiving the permits and will be completed within 60
working days.

DUST ABATEMENT PLAN
PRE14-0137
During the construction phase of the project, "The Contractor" (to be determined) will
utilize water trucks to maintain dust suppression. Also, the Storm Water Management
Plan will be followed to mitigate soil erosion during the construction phase.
After construction is completed the site will be stabilized using native vegetation, which
will not be allowed to grow over 12" high. Additionally, Centennial Tools & Services will
gravel the access drive and circulation pattern. In addition, a water truck will be utilized
to control dust after construction, if required.
WASTE MANAGEMENT PLAN

Employee waste that is generated on site will be placed in a dumpster that will be
emptied once a week. The site is for tool storage and tool refurbishing. There is no
storage of fuel on the site. All vehicles are filled at an offsite gas station. There is one 55
gallon barrel of organic solvent that is stored on site at any one time. The only
maintenance that is performed on the vehicles is first echelon (i.e. checking tire
pressure, checking vehicle oil levels, wiper blade repair, and flat tire changes and head
light replacement).

Regarding a motor vehicle oil leak, Centennial Tools & Services standard operating
procedures are to dig up the contaminated soil and ship it to the Ault Waste
Management Facility. Centennial Tools & Services will the test and analysis the
remaining soil to be sure it is clear of all contaminates. Once that is completed,
Centennial Tools & Services will back fill the previously contaminated area.

RE: Centennial Tools & Services, LLC "Use by Special Review — Drainage Narrative" — Case
#PRE14-0137
Dear Ms. Aungst,
JR Engineering, on behalf of Centennial Tools, is pursing County approval of proposed improvements on
"Lot B RE-4313" located in Weld County. The site is located in the north half of the southeast quarter of
Section 10, Township 4 North, Range 64 West of the 6th Principal Meridian. The site is bound on the east
by Weld County Road 57, north and south by residential/agricultural site and on the west by Box Elder
Creek.
The proposed site has assumed soils of Hydrologic Group C, based on the map obtained from the Natural
Resources Conservation Service Web Soil Survey. Soils belonging to Hydrologic Soil Group C are soils
having a slow infiltration rate when thoroughly wet. These consist chiefly of soils having a layer that
impedes the downwards movement of water or soils of moderately fine texture.
The purpose of this letter is to demonstrate that the effects of the proposed improvements on this site will
have minimal impacts to the surrounding area and that flows will be consistent with historical drainage
patterns. Currently, the project site is undeveloped land covered by natural grasses which slope from the
east to west at grades between 0.5% and 1 .5%. There are no known drainage problems within the site.
Historically the site has been used for agricultural purposes. Any rainfall that is not infiltrated will be
conveyed west to Box Elder Creek Any runoff that enters the site is sheet flow from the adjacent lots
and will be passed through the site via sheet flow to Box Elder Creek.
With the construction of the 50 foot x 100 foot proposed structure and gravel access and parking area the
percent impervious will increase from a historic value of 2% to a developed value of 4.3% for the site.
This is an increase of only 2.3% which equates to an increase of runoff of 0.4 cubic foot per second in the
minor storm and 0.5 cubic foot per second in the major storm from historic rates.
Water quality will be incorporated into the design of the site. A retention method has been chosen to
provide water quality due to the flat nature of the site. Per the UDFCD greater than 90% of storms
produce 0.6 inches or less of runoff. These storms also account for approximately 80% of the runoff from
all storms. Therefore the retention volume will be sized for the 2-yr 1 hour point rainfall data (0.869
inches) obtained from NOAA for the site. This value is greater than the 0.6 inches identified by the
UDFCD for water quality design. The rainfall value was applied to the impervious area being constructed
on the site giving a total runoff volume that will be retained in the two ponds to be constructed on the site.

One will be located to the southwest of the building and will collect a portion of the roof and the gravel
drive. It will be conveyed via a small swale to the pond. The southwest pond should be constructed with
minimum volume of 266 cubic feet. The shape shall be approximately 1 .5 ' depth by 14' wide and long.
The sides shall have a slope of 4: 1 or flatter. The other pond will be constructed to the northwest of the
building and will collect the remainder of the roof and the gravel drive. The northwest pond should be
constructed with minimum volume of 356 cubic feet. The shape shall be approximately 1 .5' depth by 16'
wide and long. The sides shall have a slope of 4: 1 or flatter. The ponds will be simple flat bottom ponds
with no outlet. There will be no release from the ponds except via evaporation and infiltration. In the
event of storms larger than the design volume flow will overtop the pond and will sheet flow along
historic drainage patterns.
This letter serves to outline the basic stormwater patterns for the proposed improvements. Based on the
provided basin runoff calculations, no adverse effects in terms of stormwater quantity or quality are
expected to result from the construction of the proposed improvements of the site, as historic patterns are
planned to be maintained.

This letter has been prepared to assist with the planning and approval efforts for the Centennial Tool and
Services site located on the west side of County Road 57 between County Roads 46 and 48. Weld
County has requested that this traffic narrative be submitted for review.
Centennial Tools and Services, LLC• is proposing to use the property owned by Jose and Aurelio
Gonzalez in Kersey, Colorado for a place to conduct a personal business. No work will be conducted
onsite, it will be used as a place to store and refurbish tools. For the trucking portion, no work is done
onsite, the truck goes to a well site and loads the production water and hauls it to the disposal site where
the entire load is disposed. Essentially the property will be used for storage and parking only. In the
future there are plans to make part of the shop a residence. Additional project site details include the
following:

the site. The pickups normally load rental tools and do drop offs or stay and do service work on
well sites. Each truck leaves and enters the site twice a day. The semi-trucks leave once a day to
travel to well sites and return at the end of the site.
Estimated Traffic Generation
Trip generation should be calculated from the latest data contained within the Institute of Transportation
Engineers' (ITE) Trip Generation Manual. Other industry publications such as the ITE Journal or other
sources may be necessary.
As noted above, there will be eight (8) people utilizing the site. Based on the daily rate provided in the
Trip Generation Manual and number of units, a total of 31 weekday trips were calculated. For peak hour
traffic volumes, the site is expected to generate the following:

The attached Trip Generation Table shows a summary of land use, trip generation rates, and total external
vehicle trips generated. No adjustments were made for internal site trips and pass-by trips.
Estimated Traffic Distribution
An important element in the determination of the proposed project's traffic impact is the directional
distribution of its traffic onto the surrounding roadway system. The relative location of the site, the type
of land use, and specific characteristics of the roadway and access system will dictate this distribution of
traffic. For this traffic narrative, the distribution of the site-generated traffic was provided by the owner
and is detailed below.
Entering Traffic:
4 100 percent will originate from the north on County Road 57
Exiting Traffic
4 50 percent will travel to the north on County Road 57
4 50 percent will travel to the south on County Road 57
The attached Directional Distribution Exhibit illustrates the above percentages.

WASTE MANAGEMENT PLAN

Employee waste that is generated on site will be placed in a dumpster that will be emptied
once a week. The site is for tool storage and tool refurbishing. There is no storage of fuel on
the site. All vehicles are filled at an offsite gas station. There is one 55 gallon barrel of organic
solvent that is stored on site at any one time. The only maintenance that is performed on the
vehicles is first echelon (i.e. checking tire pressure, checking vehicle oil levels, wiper blade
repair, flat tire changes and head light replacement). Any waste generated from the
maintenance operations listed above will be disposed of in the dumpster. When tire changes
occur, the flat tire will be placed in the back of a truck and taken to a tire repair shop. Tires that
cannot be repaired will be left with the repair shop and disposed of by them.

Regarding a motor vehicle oil leak, Centennial Tools & Services standard operating
procedures are to dig up the contaminated soil and ship it to the Ault Waste Management
Facility. Centennial Tools & Services will the test and analysis the remaining soil to be sure it is
clear of all contaminates. Once that is completed, Centennial Tools & Services will back fill the
previously contaminated area.
