NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County,Colorado,that submission of the Application to the Public Utilities Commission be, and hereby is,approved. Any work to such crossings must be approved by the PUC, after application submitted by the County's attorney representative. The first PUC application relates to a Union Pacific Railroad (UPRR) crossing located on WCR 29 just to the east of Highway 85. The application is for an order authorizing the County to install specified safety improvements this summer: automatic railroad gates with flashing lights, bells, and cross bucks on each side of the railroad crossing. The improvements are estimated to cost $240,660, which is funded Wentirely by CDOT grant. After approval by the PUC, the Board will be presented with an intergovernmental agreement reflecting the grant requirements. The second PUC application relates to a Union Pacific Railroad(UPRR) crossing located on WCR 26 just to the west of Highway 85. The application is for an order authorizing the County to install specified safety improvements this summer: railroad crossing safety devices (signage and stop bar). The improvements are estimated to cost approximately $11,000. This work is incidental to the replacement of Bridge 26/25A, and is funded by per an executed IGA with CDOT for Bridge Replacement Grant Funds. There are some Weld County matching funds for this project to cover the cost of paving the road and the signing& striping,etc. The project engineers for the WCR 29 crossing and WCR 26 crossing are Mike Bedell and Richard White, respectively. Both Mike and Richard have had these applications reviewed by PUC staff for initial review, so it is not likely that the applications will need to be updated after submittal. Department of Transportation designation of the crossing is#804346A. The crossing location is further described as UPRR Mile Post 39.04 of the Greeley Subdivision. Weld County does not use mile posts referencing, all references are by other County Roads or State Highways, and in this case the crossing is located on \VCR 29 east of State Highway 85. A field diagnostic review was held on August 8,2013 with attendance by the PUC, UPRR,CDOT,and Weld County staff. This group determined that active warning devices should be installed to improve safety and provide advance warning to truck drivers of the limited storage distance between the track crossing and the WCR 29 intersection with US Highway 85 to the west. (Vi) WCR 29 currently crosses the mainline tracks of the UPRR at nearly a 90 degree angle.The crossing is located outside of any city or town, in the unincorporated area of the County.The nearest town is Gilcrest approximately two miles northeast. A vicinity map showing the immediate surrounding area is attached to this application as"Exhibit A". (A) WCR 29 is a two-lane,28 foot wide gravel roadway and will remain the same. Standard railroad crossbucks and stop signs now protect the crossing. Additionally,WCR 29 intersects with State i Eighway US 85 approximately 32 feet west of the railroad crossing. The ADT at this location was measured at 118 vehicles per day on 6/8/12,with approximately 18%trucks. This current ADT is anticipated to grow at an annual rate of about 5% in the future. (B) Current total daily train movements along the UPRR track is estimated at 15 total trains. This train volume is anticipated to remain relatively constant in the future. (VIi) Statement of Work: (A) The scope of work includes installation of automatic railroad gates with flashing lights, bells, and crossbucks on each approach to the crossing. There is no existing traffic signal at the intersection of WCR 29 and US Highway 85, and no traffic signal is proposed as part of this application. No interconnection or preemption is part of this application. (B) The estimated cost of the proposed work by UPRR is$240,660—See Exhibit B. (C) The construction of this project is currently planned for June through August,2015. (D) Funding for the UPRR work shall be provided by use of Categorical Section 130 Funds for the elimination of hazards at existing roadway-railroad at-grade crossings, administered by CDOT. The decision to utilize Section 130 funding was made by the diagnostic team at the August 8,2013 site meeting—See Exhibit C. (E) No profile drawing of the WCR 29 roadway across the UPRR tracks is provided with this application. There is no roadway or track modification work proposed as part of this application. The existing track crossing panels are relatively new precast concrete and in good condition. A schematic diagram of the railroad signal improvements is included in this application— See Exhibit B. (VIII) Installation of flashing lights, gates and new cabinet and roadway signing and striping will be in accordance to the latest editions of the American Railway Engineering and Maintenance-of-way Association's Signal Manual of Recommended Practices and the Manual of Uniform Traffic Control Devices for Streets and I Iighway. (IX) Names and mailing addresses of all persons, adjacent property owners, public utilities, municipalities, counties, and state that may be interested in or affected by this application is shown in Exhibit D. (X) A grade separation at WCR 29 location is not practicable or economically feasible, as this is a rural crossing with limited train and vehicle traffic, and only limited funds are available, and the crossing is located too close to State Highway 85. (XI) The applicant agrees to respond to all questions propounded by the Public Utilities Commission or its Staff concerning this application. The applicant prefers any hearings be held in the office of the PUC in Denver, Colorado.
