SUBJECT: USR14-0071/Buffalo Wallow Tower
The Weld County Engineering Development Review has reviewed this proposal. Staff comments made
during this phase of the process may not be all-inclusive, as other concerns or issues may arise during
the remaining application process. Issues of concern must be resolved with the appropriate departments.
Our comments and requirements are as follows:
COMMENTS:

Approximate Access Location: On CR 112 approx. 1790 ft west of CR 111 measured on section line.
An access permit has been approved for the access to the sites (AP14-00297).
This area IS NOT in a Geologic Hazard Area.
Traffic: Traffic will consist of an unmanned facility with site visit once per month.
Drainage: No drainage requirements due to insignificant impacts.
Other PW Permits:
A Right-of-Way Use Permit is required for any work in the Weld County Right-of-Way. Contact Weld
County Public Works at 970-304-6496 ext. 3764.
A Transport Permit is required for any oversize and/or over weight vehicles. Contact Weld County Public
Works at 970-304-6496 ext. 3764.
CONDITIONS OF APPROVAL:
The Map shall be amended to delineate the following:
A. CR 112 and CR 111 are gravel local roads which requires a 60-foot right-of-way at full build
out. The roads are maintained by Weld County. Pursuant to the definition of SETBACK in
the Weld County Zoning (23-1-90), the required setback is measured from the right-of-way
line.
B. The applicant shall indicate specifically on the plat any easements and indicate whether
they are dedicated, private, or deeded and label with recorded document and/or reception
number.
C. Show the approved access on the plat and label with the approved access permit number
(AP14-00297).

A. If more than 1 acre is to be disturbed, a weld county grading permit will be required prior
to the start of construction. Contact the planning department for application information.
ADD THE FOLLOWING NOTES TO THE PLAT:
1. Should noxious weeds exist on the property, or become established as a result of the
proposed development, the applicant/landowner shall be responsible for controlling the
noxious weeds, pursuant to Chapter 15, Articles I and II, of the Weld County Code.
2. The historical flow patterns and runoff amounts will be maintained on the site.

Environmental Health Services has reviewed this proposal for a 160 foot tall
telecommunications tower in the A (Agricultural) Zone District. As no employees will be located
at the site, permanent water and sewer is not required. Bottled water, portable toilets and hand
washing units can be utilized during construction.
We have no objections to the proposal; however, we recommend that the following
requirements be incorporated into the permit as development standards:
1. All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and Facilities
Act, 30-20-100.5, C.R.S.) shall be stored and removed for final disposal in a manner that
protects against surface and groundwater contamination.
2. No permanent disposal of wastes shall be permitted at this site. This is not meant to
include those wastes specifically excluded from the definition of a solid waste in the
Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5.
3. Waste materials shall be handled, stored, and disposed of in a manner that controls
fugitive dust, fugitive particulate emissions, blowing debris, and other potential nuisance
conditions.
4. Adequate drinking (bottled water), toilet facilities (portable toilets) and hand washing
units shall be provided during construction of the facility.
5. The operation shall comply with all applicable rules and regulations of State and Federal
agencies and the Weld County Code.

After reviewing the application and documents submitted the Building Department has the
following comments:
A building and electrical permit will be required, per Section 29-3-10 of the Weld County Code,
for any new structures ,additions or renovation to any structures. A building permit application
must be completed and two complete sets of engineered plans
Buildings and structures shall conform to the requirements of the various codes adopted at the
time of permit application. Currently the following has been adopted by Weld County: 2012
International Building Code; 2012 International Mechanical Code; 2012 International Plumbing
Code:; 2012 International Fuel Gas Code; 2006 International Energy Code; 2011 National
Electrical Code; 2009 ANSI 117.1 Accessibility Code and Chapter 29 of the Weld County Code.
