SUBJECT: USR15-0053 Wells Ranch Longhorn
The Weld County Department of Planning Services-Engineering has reviewed this proposal. Staff
comments made during this phase of the application process may not be all-inclusive, as other issues may
arise during the remaining application process.
COMMENTS:
General Project Information/Location:
Project proposes to construct two compressors.
This project is in conjunction with SUBX15-0024. The project is south of CR68 and east of CR67. Parcel
number 079719100005.
Roads:
County Road 68 is a paved road that turns into a gravel road between section lines at CR71 and CR73 and
is designated on the Weld County Road Classification Plan as a collector road, which requires 80 feet of
right-of-way at full buildout. The applicant shall delineate on the site plan the future and existing right-of-
way. All setbacks shall be measured from the edge of future right-of-way. This road is maintained by Weld
County.
County Road 73, 75 and 66 Section Lines appear to be vacated ROW.
Traffic:
Latest ADT on CR68 was taken on 7/23/14 which counted 1853 vpd with 53% trucks.
After construction, the traffic information submitted with the application materials indicated there will be 60-
90 minutes twice per week.
Access:
An access permit has previously been approved for the Wells Ranch main access. The access permit is
listed as Josh Wells as the applicant. The Wells Ranch access permit number is AP12-00236). The Wells
Ranch property typically requires all parties doing business within the boundaries to use this main entrance
and sign in and out at the office at the entrance. Included in the lease agreement is language that indicates
the site will have access, and indicates the planned route can be changed with 30 days written notice. The
proposed route to the compressor station enters south at the Wells Ranch entrance just east of CR67 on
CR68 then takes an eastern path about % mile parallel and south of CR68 internal to the Ranch Property
to the SUBX15-0024 site.
TRACKING CONTROL:
A development standard will be included on the recorded site plan. "The site shall be maintained to
mitigate any impacts to the public road including damages and/or offsite tracking."
Improvements and Road Maintenance Agreement:
No improvements agreement will be required as the anticipated traffic is less than 21 round truck trips/day
or 50 round passenger vehicle trips/day. A development standard will be applied to the recorded plan
indicating any impacts to the road must be mitigated by the owner.
Drainage Requirements:
A drainage narrative and water quality pond was developed for this site. This site utilized the 10% rule of
thumb with the calculated overall site impervious being 8% and a water quality feature designed. This
methodology is acceptable to Planning-Engineering.
Grading Permit
A Weld County Grading Permit will be required if disturbing more than 1 acre. Grading Permit applications
are accepted after the planning process is complete (plan recorded). An Early Release Request Form may
be entertained only after the applicant and Planning Department have reviewed the referral and surrounding
property owner comments. The Early Release Request may or may not be granted depending on referral
comments and surrounding property owner concerns. Contact a Engineering representative from the
Planning Department for more information.
A Construction Stormwater Permit is also required with the State for disturbing more than 1 acre. Contact:
Colorado Department of Public Health and Environment,Water Quality Control Division, Rik Gay, 303-692-
3575.
Geologic Hazard Area:
This area IS NOT in a Geologic Hazard Area.
Floodplain:
This area IS NOT in a FEMA regulatory floodplain.
CONDITIONS OF APPROVAL:
A. All projects occurring in a Geologic Hazard Area as delineated by the Colorado Geological Survey shall
comply with Overlay District requirements of Chapter 23, Article V, Division 2 of the Weld County Code.
A Geological Hazard Development Permit may be required. (Department of Planning Services-

B. The plan shall be amended to delineate the following:
1. County Road 68 is a paved road that turns into a gravel road between section lines at CR71 and
CR73 and is designated on the Weld County Road Classification Plan as a collector road, which
requires 80 feet of right-of-way at full buildout. The applicant shall delineate on the site plan the
future and existing right-of-way. All setbacks shall be measured from the edge of future right-of-
way. This road is maintained by Weld County.
2. Show and label the approved access (AP12-00236), and the appropriate turning radii on the site

3. Include a note indicating legal access to the SUB15-0024 lot on the site plan. (Planning)
Prior to Construction:
A. If more than one (1) acre is to be disturbed, a Weld County Grading Permit will be required.

DEVELOPMENT STANDARDS (NOTES ON THE SITE PLAN)
1. Should noxious weeds exist on the property or become established as a result of the proposed
development, the applicant/landowner shall be responsible for controlling the noxious weeds, pursuant
to Chapter 15, Articles I and II, of the Weld County Code. (Department of Planning Services-Engineer)
2. The historical flow patterns and runoff amounts will be maintained on the site. (Department of Planning

3. Weld County is not responsible for the maintenance of onsite drainage related features. (Department

Environmental Health Services has reviewed this proposal for A Site Specific
Development Plan And A Special Review Permit For Mineral Resource Development,
Oil And Gas Support And Service, Including Oil And Gas Processing Facilities And
Related Equipment, Including, But Not Limited To, Two (2) Compressors Associated
With Gas Processing Or Which Compress Gas To Enter A Pipeline For Transport To
Market, And One (1) One Hundred Foot In Height Communications Tower In The A
(Agricultural) Zone District.
There will be no permanent employees on the site. The applicant is proposing to
provide a portable toilet for personnel visiting the facility.
The applicant will be required to comply with Air Pollution Control Division (APCD)
regulations and requirements.
Environmental Health has no objections to the proposal; however, we recommend that
the following requirements be incorporated into the permit as development standards:
1. All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and
Facilities Act, 30-20-100.5, C.R.S.) shall be stored and removed for final disposal
in a manner that protects against surface and groundwater contamination.
2. No permanent disposal of wastes shall be permitted at this site. This is not
meant to include those wastes specifically excluded from the definition of a solid
waste in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S.
3. Waste materials shall be handled, stored, and disposed in a manner that controls
fugitive dust, blowing debris, and other potential nuisance conditions. The facility
shall operate in accordance with Chapter 14, Article 1 of the Weld County Code.
4. Fugitive dust should attempt to be confined on the property. Uses on the
property should comply with the Colorado Air Quality Commission's air quality
regulations.
5. The facility shall comply with the Air Pollution Emission Notice (A.P.E.N.) permit
requirements as stipulated by the Air Pollution Control Division, Colorado
Department of Public Health and Environment, as applicable.
6. Adequate drinking, handwashing and toilet facilities shall be provided for
employees and patrons of the facility, at all times. As employees or contractors
are on site for less than 2 consecutive hours a day portable toilets and bottled
water are acceptable. Records of maintenance and proper disposal for portable
toilets shall be retained on a quarterly basis and available for review by the Weld
County Department of Public Health and Environment. Portable toilets shall be
serviced by a cleaner licensed in Weld County and shall contain hand sanitizers.
7. All potentially hazardous chemicals must be handled in a safe manner in
accordance with product labeling and in a manner that minimizes the release of
hazardous air pollutants (HAP's) and volatile organic compounds (VOC's). All
chemicals must be stored secure, on an impervious surface, and in accordance
with manufacturer's recommendations.
8. The Spill Prevention, Control and Countermeasure Plan shall be available on
site, at all times.
9. This facility shall adhere to the maximum permissible noise levels allowed in the
Non-Specified Zone as delineated in Section 14-9-30 of the Weld County Code,
or with all applicable State noise statutes and/or regulations.
10.The applicant shall obtain a Colorado Discharge Permit System or CDPS permit
from the Colorado Department of Public Health and Environment (CDPHE),
Water Quality Control Division, as applicable.
11. In accordance with Colorado Oil and Gas Conservation Commission Rules,
secondary containment shall be provided for the aboveground storage tanks. The
volume retained by the containment should be greater than the volume of the
largest tank inside containment and have sufficient freeboard to contain
precipitation. Alternative protective measures may be allowed provided they
comply with the Colorado Oil and Gas Conservation Commission regulations.
12.The operation shall comply with all applicable rules and regulations of State and
Federal agencies and the Weld County Code.

Dear Ms. Ogle,
The Colorado Department of Public Health and Environment (Department) has
reviewed the referral USR15-0053 and determined that Colorado Air Quality Control
Commission (AQCC) regulations may apply to this project. If the applicant has not
already contacted the Department they will need to do so to determine what
regulations may apply. We have no other comments; however, we do suggest the
applicant comply with all state and federal environmental rules and regulations. This
may require the applicant or its contractor to obtain a permit for certain regulated
activities before it can emit or discharge a pollutant into the air or water, dispose of
hazardous waste or engage in certain regulated activities.
