Landscape Turf Install a truck storage
The Weld County Department of Planning Services-Engineering has reviewed this proposal. Staff
comments made during this phase of the application process may not be all-inclusive, as other issues
may arise during the remaining application process.
COMMENTS:
General Project Information/Location:
Turf installation headquarters This project is west of and adjacent to CR 29 and is south of CR 96.
Parcel number 055308400016.
Roads:
County Road 29 is a gravel road and is designated on the Weld County Road Classification Plan as a
local road, which requires 60 feet of right-of-way at full buildout. The applicant shall verify and delineate
on the site map the future and existing right-of-way and the documents creating the existing right-of-way.
If the existing right of way cannot be verified it shall be dedicated. All setbacks shall be measured from
the edge of future right-of-way. This road is maintained by Weld County.
The County Road 94 Section Line has 30 feet of unmaintained County line right-of-way. The applicant
shall verify the existing right-of-way and the documents creating the right-of-way and this information shall
be noted on the plat. All setbacks shall be measured from the edge of right-of-way.
No traffic counts are available in the area.
Traffic:
A traffic narrative was submitted and indicated that there will be approximately 8 truck daily roundtrips
and 4 pickup roundtrips/day. Future growth may add 4 additional truck trips/day and 2 pickup trips/day.
Most trips will be coming and leaving to the south on CR 29.
Access:
An access permit has been approved for the access to the site (AP15-00037).
Entrance gates (if applicable) must be set back a minimum of 100 feet from edge of roadway to allow a
truck with trailer or RV to pull completely off of the roadway and open the gate. In no case shall any
vehicle(s) stopped to open a gate be allowed to create a safety issue for roadway users.
When feasible, there shall be no net increase in the number of accesses to a public road. Contact Public
Works to discuss your access.
Tracking Control:
Tracking control is required to prevent tracking from the site onto the County Roadway. Minimal standards
are listed below. Temporary Tracking Control shall be used during construction unless permanent
tracking control is installed ahead of construction activities.
O 4 to 10 round large truck trips/day:
Access onto gravel roads requires recycled asphalt/road base on all driving surfaces.
*Recycled concrete is not allowed in County ROW
**Tracking control devices can be double cattle guards or other specialized device
*** Tracking control for unmaintained public ROW is required just prior to entering publically maintained
roadways.
General Site Plan Requirements: i.e (IA, RMA, IGA, etc..., offsite auxiliary lanes)
-Improvements Agreement:
No improvements agreement will be required as the anticipated traffic is less than 11 round truck trips/day
or 50 round passenger vehicle trips/day. A development standard will be applied to the recorded map
indicating any impacts to the road must be mitigated by the owner. There shall be no tracking from the
site onto publically maintained roads. The applicant is responsible for mitigation of any damage or offsite
tracking and upgrading and/or maintaining onsite tracking control.
Geologic hazard Area:
This area IS NOT in a Geologic Hazard Area.
Floodplain:
This area IS NOT in a Floodplain.
Drainage Study:
Detention or Water Quality: Storm Drainage Guidance and related documents (COC, WQCV Calc.,
WCECC, etc.) for the information described below can be found on the County Website at

A drainage report shall be completed by a Colorado Registered Professional Engineer and adhere to the
drainage related sections of the Weld County Code. The drainage report must include a Certificate of
Compliance stamped and signed by the P.E. The Certificate of Compliance can be found on the County
website http://www.co.weld.co.us/departments/planningzoning/engineering.html.
The applicant may provide a signed and stamped letter from a Professional Engineer analyzing the
change in imperviousness for the entire property and the full drainage report with detention might be
waived if the impacts on adjacent properties and roadways can be shown to be insignificant (rule of
thumb is 10% or less overall site imperviousness with no increased downstream impacts). A water quality
narrative and depression could be considered instead of a drainage report and detention pond.
A drainage narrative and water quality feature design is required and full Drainage Report and detention
pond waived because the stormwater drainage impacts of the project will be insignificant.
o Narrative: The applicant shall provide a short description of the historic stormwater flows across
the property and how their application will affect those flows. The description shall include but not
be limited to:
1. where the water originates if it flows onto the property from an offsite source
2. where it flows to as it leaves the property
3. the direction of flow across the property
4. if there have been previous drainage problems with the property
5. The overall site imperviousness
o Water Quality Feature Design: A Water Quality Feature is required onsite downstream of the
business activities such as parking, buildings, storage areas etc... The area can be an existing
low point or excavated area that will capture the stormwater and contaminants prior to flowing
offsite. Methodology for sizing is outlined in Volume 3, Section 3.3.0 of the Urban Storm Drainage

The applicants will be required to maintain historic drainage flows and run-off amounts on the property.
Grading Permit
A Weld County Grading Permit will be required if disturbing more than 1 acre. Contact the Planning
Department for more information.
A Construction Stormwater Permit is also required with the State for disturbing more than 1 acre. Contact:
Colorado Department of Public Health and Environment, Water Quality Control Division, Rik Gay, 303-
692-3575.
CONDITIONS OF APPROVAL:
A. A Final Drainage Report and Certification of Compliance stamped and signed by a Professional
Engineer registered in the State of Colorado is required. (Planning-Engineering)
B. An accepted Water Quality Feature drainage design is required. (Planning-Engineering)
C. The map shall be amended to delineate the following:

Prior to Construction:
A. The approved access and tracking control shall be constructed prior to on-site construction.

A. Accepted construction drawings and construction of the offsite roadway improvements are required
prior to operation.

DEVELOPMENT STANDARDS (NOTES ON THE SITE MAP)
1. Should noxious weeds exist on the property or become established as a result of the proposed
development, the applicant/landowner shall be responsible for controlling the noxious weeds,
pursuant to Chapter 15, Articles I and II, of the Weld County Code. (Planning-Engineering)
2. There shall be no tracking of dirt or debris from the site onto publically maintained roads. The
applicant is responsible for mitigation of any offsite tracking and maintaining onsite tracking control

3. There shall be no parking or staging of vehicles on public roads. On-site parking shall be utilized.

Environmental Health Services has reviewed this proposal for a Site Specific
Development Plan and Use by Special Review Permit for any use permitted as a use by
right, an accessory use, or a use by special review in the commercial or industrial zone
districts (landscape turf installation, trucking and truck repair shop along with outside
equipment/vehicle storage and staging), provided that the property is not a lot in an
approved or recorded subdivision plat or lots parts of a map or plan filed prior to
adoption of any regulations controlling subdivisions in the A (Agricultural) Zone District.
The application indicates there are 4 employees who pick up their vehicles and proceed
to job sites. A portable toilet can be utilized for drivers. The applicants have indicated
they will supply a portable toilet, which is acceptable.
The dust abatement plan states that the entrance into the property is road base.
The waste handling plan indicates all waste will be either recycled or disposed of
properly. According to the application, there will be no washing of vehicles on site.
There will be fuel storage which will be surrounded by secondary containment.
We have no objections to the proposal; however, we recommend that the following
requirements be incorporated into the permit as development standards:
1. All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and
Facilities Act, 30-20-100.5, C.R.S.) shall be stored and removed for final
disposal in a manner that protects against surface and groundwater
contamination.
2. No permanent disposal of wastes shall be permitted at this site. This is not
meant to include those wastes specifically excluded from the definition of a
solid waste in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5,
C.R.S.
3. Waste materials shall be handled, stored, and disposed in a manner that
controls fugitive dust, fugitive particulate emissions, blowing debris, and other
potential nuisance conditions. The applicant shall operate in accordance with
Chapter 14, Article 1 of the Weld County Code.
4. Fugitive dust shall attempt to be confined on the property. Uses on the
property should comply with the Colorado Air Quality Commission's air quality
regulations.
5. This facility shall adhere to the maximum permissible noise levels allowed in
the Non-Specified Zone as delineated in Section 14-9-30 of the Weld County
Code.
6. Adequate drinking, hand washing and toilet facilities shall be provided for
employees and patrons of the facility, at all times. For employees or
contractors on site for less than 2 consecutive hours a day, portable toilets and
bottled water are acceptable. Records of maintenance and proper disposal for
portable toilets shall be retained on a quarterly basis and available for review by
the Weld County Department of Public Health and Environment. Portable
toilets shall be serviced by a cleaner licensed in Weld County and shall contain
hand sanitizers.
7. Process wastewater (such as floor drain wastes) shall be captured in a
watertight vault and hauled off for proper disposal. Records of installation,
maintenance, and proper disposal shall be retained.
8. The operation shall comply with all applicable rules and regulations of State
and Federal agencies and the Weld County Code.
