Please see the following comments. Prior to recording the Plat: COA 1.A.11 Vehicle Washing Area: Vehicle washing areas should be designated on the plat. COA pending plat. COA 1.A.12 Temporary Tank Areas: Temporary tank areas should be designated and delineated on the plat. COA pending plat COA 1.C Commercial Well: Information was not submitted to meet this COA. COA 1.D Waste Handling Plan: WCDPHE requests the following additional information: • Waste facility name, address, and phone number • Information indicating how the fluid generated at the vehicle washout area (shown on site map) will be contained,managed and disposed of. • A statement indicating how containment of potentially contaminated solids (such as filter socks)will be covered, contained, and disposed of off-site to prevent stormwater from contacting waste • Information indicating how tank bottoms and solids will be removed from tanks and disposed of off-site. Please add a comment that if the plan is amended than WCDPHE will be notified in writing. Additionally,please note: WCDPHE does not recognize that the Waste Handling Plan text discussing spill reporting is consist with federal and state requirements; however, spill reporting procedures are not a WCDPHE-required element of Waste Handling Plans. WCDPHE would anticipate that waste generated from a spill or release would be handled in accordance with all applicable state and federal rules and regulations. WCDPHE requests information concerning the handling and disposal of this waste stream. WCDPHE considers it the responsibility of the EXHIBIT ,; ►`t-t0• facility to ensure spill reporting and response procedures are consistent with all federal, state and local requirements and all rules and regulations are required to be followed. COA l.E. Groundwater Monitoring Plan: WCDPHE reviewed a Groundwater Monitoring Plan datcd February 20, 2015 titled"Site Groundwater Monitoring Plan update". Based on this review, WCDPHE has the following comments. WCDPHE requests leak detection well monitoring be conducted in conjunction with groundwater sampling events and if liquid is detected in the leak detection wells it should be sampled for the groundwater sampling constituents. WCDPHE requests information pertaining to groundwater sampling report content, including: background information and description of quarterly activities, site location, sampling dates, significant events or changes, field parameters (pH, specific conductance, temperature and observations),analytical results compared to applicable standards, statistical analysis, groundwater elevation data,total well depth(including measurements of non-aqueous phase liquids),well integrity, damage to wells, leak detection information and sampling results, potentiometric surface maps, laboratory reports with chains of custody, current/historical fluid levels, field sheets, and any deviations from the groundwater monitoring plan. Additionally, WCDPHE requests a commitment to provide quarterly monitoring reports and information to WCDPHE in a timely manner(for example 30 or 45 days after sample results are received). Prior to the Release of Building Permits: COA 5.A Financial Assurance: Evidence that blanket financial assurance($60,000)had been provided for well plugging per COGCC Rule 706 was provided to WCDPHE. Evidence of financial assurance($50,000) for Commercial UIC wells per COGCC Rule 712 is required. Information has not been submitted to meet this COA. COA 5.B Unloading Pad and Leak Detection: Information has not been submitted to meet this COA. COA 5.C Secondary Containment: Information has not been submitted to meet this COA. Prior to the issuance of the Certificate of Occupancy: COA 7.A Onsite Wastewater Treatment System: Information has not been submitted to meet this COA. One Month Prior to Operation of the Recycling Facility: COA 9.A Recycling Facility Registration and Approved Design and Operations Plan: Information has not been submitted to meet this COA. 2 One month prior to the operation of the Truck Washout Facility: COA 10.A Truck Washing Areas: WCDPHE has not received documentation demonstrating how the washing area(s) will capture all effluent and prevent discharges. Within Six Months of Operation: COA 11.A Spill Prevention, Control and Countermeasure Plan: A P.E. certified signed copy of the SPCC was provided to WCDPHE on November 5, 2014. The plan states that once the C5 facility is constructed, an inspection will be completed. This final inspection and plan will be certified by a P.E. WCDPHE requires the final signed plan to meet this condition. The aerial photo on the first page shows the location and development features on the site. Access to the site will be from WCR-51 approximately 400 feet south of 1-76 and 800 feet north of WCR- 16. It will be a new access with 60-foot minimum radii. EXISTING AND PROJECTED CONDITIONS In this area, WCR-51 is a two-lane paved local roadway that carries 731 vehicles per day ( 18% single unit and 21 % combo) according to Weld County staff The Weld County 2035 Transportation Plan indicates that WCR-51 is 26 feet wide and in good condition. WCR- 51 is accessible from the north via the I-76 frontage road. It is also two-lane paved roadway and in good condition. From the south, WCR-51 is accessible from WCR- 16, which is a two-lane gravel roadway 24-26 feet wide, and in good condition. It carries very little traffic at less than 50 vehicles per day. The plan's 20-year growth factor for WCR-51 is indeterminable as the plan shows a factor 32.58, which is obviously an error. Assuming a rate consistent with the growth on I-76 and other roads reported in the plan such as WCR- 49 and WCR-50, a growth rate that matches is reasonable to assume. The capacity of the road is 3,000 ADT again according to the plan. 1-76 is a four-lane interstate highway. It carries 13,000 AADT according to CDOT's OTIS (traffic data) website. The truck percentage is 17.4. The CDOT 20-year growth factor is 1 .36. The frontage road is a two-lane, low volume roadway that parallels 4'16 mainline I-76 on the south side. The frontage road carries approximately 1 ,200 vehicles per day. Nine percent of Frontage 34- `' ' • the vehicles (108) classify as heavy 55Thk lI vehicles (semi-tractor trailers). Twelve co co percent are single axle trucks. The PM peak hour turning movements at the intersection were taken on March 9, 0 2015 from 4 pm to 5 pm. This coincides with the PM peak hour volumes on mainline I-76. The existing turning movements are shown on the graphic to the left. The volumes in the graphic reflect an adjustment to passenger car equivalents (pce) assuming 3 pce for a semi-tractor trailer and 2 pce for a single axle truck. The intersection operates at LOS A with minimal to no delays on any ofthe movements. County and CDOT staff requested an analysis of the turning radii at the .;„ intersection of WCR-49 and :; the frontage road. The expectation is that WCR-49 will be a main route for the water disposal trucks. The photo graphic below shows the intersection of WCR-49 and the frontage road. The graphic illustrates the southbound to eastbound turning movement of semi-tractor trailer and that the movement regularly extends off the pavement and into the gravel shoulder. TRIP GENERATION The water disposal facility will have 10 employees with no more than seven on site at any given time. It will be a 24 hour, seven days a week operation. In terms of trip generation, it expects to serve approximately 75 to 90 trucks per day spread out over a 24-hour period. This could increase to 150 to 180 trucks per day when the site is built-out to handle a 20,000-barrel capacity. During the peak hour of usage, 8 to 10 trucks will enter and exit the facility when it is first opened, then 15 to 20 in the future at build-out. The trip distribution assumes a 50/50 split to/from the north/south direction, which mirrors the current directional split. IMPACT ANALYSIS ATC uses the Synchro v9 traffic-modeling program for operational analyses. Level of Service (LOS) is letter rating from A to F. LOS A indicates free-flow traffic conditions and no delay at intersections. LOS F is heavy traffic congestion with significant delay. LOS is provided for the overall operations at signalized intersections. LOS D is generally the benchmark for acceptable signalized intersection operations during the weekday peak hours in urban areas. The critical movement, not the overall, which is generally a minor street left turn out, provides the LOS rating for unsignalized intersections. Caution must be used when evaluating the LOS at unsignalized intersections particularly when LOS F is shown. Note that LOS F can show for even just one vehicle per hour on the minor approach when the volumes on the major approaches exceed 1 ,500 per hour. In case of an LOS F, the HCM ' suggests that other evaluation measures should be considered such as the volume over capacity ratio and 95`h percentile queue length to make the most effective traffic control decision. LOS F at unsignalized intersections is considered normal for the weekday peak hour. The graphics present the opening day/short-term (2016) condition with existing traffic and the 2035 build-out condition assuming the 20-year growth rate of 1 .36 from CDOT OTIS data. In the 2035 condition, again the access and intersection will operate at LOS A with only minimal to no delay on any of the movements. The Synchro analysis worksheets are appended for reference. MITIGATION Weld County and CDOT Access Code criteria require a left turn deceleration lane if the turning volume is greater than 10 vph. A right turn deceleration lane is required if the turning volume is greater than 25 vph. However, per Section 3.5 of the Code, a right turn lane may be dropped should the predicted 20-year volume in the travel lane fall below 150 design hour volume (DHV). A left turn lane may be dropped if the predicted 20-year opposing volume is below 100 DHV. Given that the 20-year volumes for the right turn in at the access and the intersection and that the opposing volume for the left turn in at the access and at the intersection are below these thresholds, there is no benefit to traffic operations or safety with their construction. Possibly improvements to the intersection at WCR-49 could be made to keep the turning movement on pavement. This would involve widening the frontage road or just bulbing out the pavement in the area marked by the wheel tracks. This is an existing problem not caused solely by the water disposal trucks most of which are not semi-tractor trailers. Should the County and CDOT decide that improvements are necessary, any request for participation by the owner/developer is outside the scope of this study. CONCLUSIONS Based on this analysis, the present roadway surface and traffic control will adequately handle, without improvements, the additional truck traffic generated by the water disposal facility. CDOT's concerns are with the turning radius of the intersections. Increasing the traffic volume of big trucks making this movement makes it imperative that they be improved. Also, the traffic engineer makes mention of the section of the Access Code saying that they turn lanes aren't required when volumes in the 20 year arc a certain number. I couldn't see where traffic counts were taken on the frontage road to confirm that conclusion.
