WELD COUNTY COUNCIL
March 16, 2015
The Weld County Council met in full conformity with the Weld County Home Rule Charter,
Monday, March 16, 2015, at the Weld County Administration Building, Greeley, CO.
ROLL CALL: The meeting was called to order by Councilman Abernathy and on roll call the
following members were present, constituting a quorum of members thereof:
Councilwoman Marge Klein
Councilman Brett Abernathy
Councilman Don Mueller
Councilman Jordan Jemiola
Councilman Charles Tucker- Excused
Also present:Trevor Jiricek, Director of General Services and Health & Environment, and Sarah
Mundt, Council Secretary.
APPROVAL OF AGENDA: Councilman Mueller made a motion to approve the March 16, 2015
agenda. The motion was seconded by Councilman Klein and the motion carried.
APPROVAL OF MINUTES:
• Formal Approval of the February 9, 2015 Minutes, Councilman Abernathy motioned to
accept the Minutes. The motion was seconded by Councilman Mueller and the motion
carried.
PRESENTATION: Trevor Jiricek, Director of General Services and Health & Environment
General Services Department has changed over the years and Mr. Jiricek was promoted to the
Director two years ago. Mr.Jiricek has worked for Weld County for 24 years. General Services
covers Justice Services, the Coroner, and Purchasing. He holds offices in two buildings.
Environmental Health Services includes an Office Manager, a Lab Manager, a Health and
Human Welfare and Community Outreach position, a CP Manager, and an Environmental
Manager. Mr. Jiricek reports to both the Board of County Commissioners and Dr. Mark Wallace
for his job requirements. Half of Mr. Jiricek's time is dedicated to Purchasing. Purchasing has a
new bid program and process. The County considers all bids and will go with the low bid as
often as possible, since the Charter requires that the County do so unless, on record to the
Board of County Commissioners, a reason to why the low bid was not accepted is documented.
Local vendors are often used, but they not chosen preferentially.
Jolene Weiner, Chief Deputy Coroner presented on behalf of the Weld County Coroner's Office.
The Coroner's Office is tasked with determining the nature and cause of death under the
Coroner's jurisdiction. This jurisdiction is broad and includes all deaths outside of a hospital
setting and some other cases such as accidents in the home, suicide, homicide, etc, identifying
the victim and locating next of kin. The Office staffs the Coroner, Dr. Mark Ward, the Chief
Deputy Coroner, Jolene Weiner,four Investigators, and an Office clerk. The County contracts

services from four Forensic Pathologists. On average,the total autopsy rates has increased by
about 10% each years from 2009 to 2014, but generally, 65% of all coroner cases do not go to
autopsy. Weld County has had an increase in vehicle related fatalities and an all time high of 62
vehicle related fatalities in 2014. Weld County has also seen an increase in suicide fatalities
over the years of 2008 to 2014.

• Pay bills—Councilman Jemiola made a motion to pay all bills, Councilwoman Klein
seconded the motion, and the motion carried.

Councilman Abernathy asked the Council if they would be interested in inviting a representative
from the Oil and Gas Industry to give an overview of the Industry and Fracking. Councilman
Jemiola offered to reach out to a contact he has to present at one of the next few meeting.
ADJOURNMENT: By acclamation, the meeting was adjourned at 7:21 p.m.
The next=Regular Meeting of the Weld County Council will be on April 20, 2015 at the Weld ,
County Southwest Service Center. Councilman Abernathy will contact County Treasurer, John
Lefebvre, for a program review.
