ocN_-r K
SUBJECT: USR14-0087 Whiting Injection /Timbro Ranch
The Weld County Department of Planning Services-Engineering has reviewed this proposal. Staff
comments made during this phase of the application process may not be all-inclusive, as other issues
may arise during the remaining application process.
COMMENTS:
General Project Information/Location:
Whiting Oil and Gas is proposing a salt water injection facility Razor 26 on Timbro Ranch
This project is 1 mile south of County Road 116 and one mile east of County Road 127.
Roads:
The project is accessing from CR 133 (non-maintained) along the CR 114 (non-maintained)section line.
The applicant shall complete a Nonexclusive License Agreement for the upgrade and maintenance of
Weld County Right-of-Way.
No traffic counts are available in the area.
Traffic:
Trucks that will access the site include 18-wheeler water haul trucks with a capacity of 190 barrels.
These trucks will access the site an average of 5 or fewer times per day.
In addition,4-wheel drive pickup vehicles will access the site for maintenance and
inspections approximately 30 times per month.
As this site will be operational 24 hours a day and is generally an unmanned facility, there are no
peak traffic hours when more water hauling vehicles would be expected to access or use the site.
The pickup truck visits, approximately 'I per day, will generally be during normal business hours
between 6 AM and 4 PM.
The applicant has agreed to the triggers indicated below.
O Traffic Narrative with Triggers:
A Traffic Impact Study can be waived and a detailed Traffic Narrative submitted if the applicant
agrees to traffic triggers. Any triggers based upon the traffic narrative or the traffic study will be included
within the improvements and road maintenance agreement. The Traffic Narrative must include at the
minimum:
1. Specifically agree in writing to the below improvements triggers.
A. 200 vpd or significant dust as identified by County-Mag-Chloride dust abatement
B. 300 vpd alternative pavement
C. 400 vpd pavement
D. 10 vph during peak hour turning left into the facility-left deceleration lane
E. 25 vph during peak hour turning right into the facility-right deceleration lane
F. 50 vph during peak hour turning right out of the facility-right acceleration lane.
Access:
The applicant is planning on using existing access points site (AP11-00363 off CR 133 and CR 116).
The gate must be set back a minimum of 75 feet from future right-of-way to allow a truck or RV and trailer
to pull completely off of the roadway and open the gate after the future road widening.
Tracking control is required to prevent tracking from the site onto the County Roadway.
o Temporary Tracking Control shall be used during construction unless permanent tracking control
is installed ahead of construction activities.
o Standard tracking control for accesses onto gravel roads includes double cattle guards at the
access point.
For shared accesses, Public Works strongly recommends that the property owner establish an access
road maintenance agreement so future owners of the properties will be aware of their requirements for
shared maintenance of the access road. This is not a requirement for the recorded exemption but is
recommended to avoid property owner conflicts in the future.
Other PW Permits:
A Right-of-Way Use Permit is required for any work in the Weld County Right-of-Way. Contact Weld
County Public Works at 970-304-6496 ext. 3764.

o Road Maintenance is typically included as a section of the Improvements Agreement when the
County feels that the site activities may impact the County roadways. Possible mitigations
included in the road maintenance agreement may include but are not limited to: dust control,
specified haul routes, damage repairs, and future improvement triggers.

and operation. Portable toilets and bottled water are consistent with the following
section of the Environmental Health Services, Weld County Department of Public Health
& Environment, Septic Policies.
2.2.K Use of portable toilets and bottled water(revised 5/8/12)
Purpose: To define when portable toilets and commercially bottled water are
allowed.
Policy: Bottled water from a commercial source and portable toilets are allowed
in the following circumstances:

Note: Records of maintenance and proper disposal for portable toilets shall be retained
on a quarterly basis and available for review by the Weld County Department of Public
Health and Environment. Portable toilets shall be serviced by a cleaner licensed in
Weld County and shall contain hand sanitizers.
The applicant submitted an approved Dust Abatement Plan. The dust abatement plan
indicates that during construction a water truck will be used to control dust and that the
access road and facility will consist of gravel road base. It also indicates that vehicle
speeds will be limited onsite and water trucks will be utilized, as necessary.
The applicant submitted a waste handling plan, closure plan, and a groundwater
monitoring plan, which require review and approval.
The applicant will be required to have an SPCC Plan, submit evidence of financial
assurance, and submit evidence of an Air Pollution Emission Notice (APEN) and
Emissions Permit application from the Air Pollution Control Division, Colorado
Department of Health and Environment.
We have no objections to the proposal, however, we do recommend that the following
conditions be part of any approval:
1. Prior to allowing the plat to be recorded:
A. The applicant shall submit a waste handling plan, for approval, to the
Environmental Health Services Division of the Weld County Department of
Public Health & Environment. The plan shall include at a minimum, the
following:
1. A list of wastes which are expected to be generated on site (this should
include expected volumes and types of waste generated).
2. A list of the type and volume of chemicals expected to be stored on site.
3. The waste handler and facility where the waste will be disposed (including
the facility name, address, and phone number).
4. Solids and sediment will accumulate in the storage tanks. The waste handling
plan shall include a detailed plan that describes the method of how those solids
will be removed, including all on-site handling procedures.
5. The waste handling plan shall provide a commitment to notify the Weld County
Department of Public Health and Environment in writing, in the event the plan is
amended. The plan shall be reviewed and approved by the Weld County
Department of Public Health and Environment.
2
2. We recommend that the following requirements be incorporated into the permit
as conditions that must be met prior to release of building permits:

Groundwater Monitoring Plan shall be approved by Weld County Department
of Health and Environment. Evidence of such shall be submitted, it writing, to
the Department of Planning Services.
B. The facility shall post financial assurance with the COGCC. The financial
assurance shall be adequate to cover a third-party closure of the facility,

the facility. The site shall be returned to its original grade. The facility shall
submit evidence to Weld County Department of Public Health and
Environment that the appropriate financial assurance has been obtained.
C. A Detailed Closure Plan shall be submitted to Weld County Department of
Public Health and Environment and the Colorado Oil and Gas Conservation
Commission. The Closure Plan shall include a description of the manner in
which the well will be plugged and abandoned, as well as specific details
regarding reclamation of the property. No structures or equipment associated
with the facility shall remain on the property following closure.
D. Detailed Plans for a concrete unloading pad shall be submitted for
acceptance. A leak detection system shall be designed and installed beneath
the concrete unloading pad(s), piping, and sump(s). The plans and

plans and engineered drawings will be stamped and signed by a Colorado
Registered Professional Engineer. The Weld County Department of Public
Health and Environment will consider structures other than concrete, provided
a Colorado Registered PE provides a certification indicating that the proposed
alternate containment system meets, or exceeds, the function of a concrete
system with regard to containment, spills, and unintended releases. Plans
shall be submitted to and accepted by Weld County Department of Public
Health and Environment.
3
3. We recommend that the following requirement be incorporated into the permit as
a condition that must be met within six months of operation:
