This letter is to inform you of my concerns with the proposed special use for a storage
yard on this site. This yard will have a negative impact on the residents that live, own

and maintain this private road. Several provisions that the Planning Department &
Planning Commission did not provided for need to be added to this site plan to protect the
residents impacted. The current infrastructure is not capable of handling the intensity of
this use combined with high use of the other USR's i.e. Cambodian Cultural Center and
Legacy Stables. As a private road owned by the current landowners on the north side this
use will impact the existing transportation and service by emergency services such as fire,
police, ambulance and ingress/egress of farm equipment. This has proven to be a
problem in the past with the special use already granted on this road.
In section 22-2-60 of the Weld County Comprehensive Plan it clearly states that urban —
scale residential, commercial and industrial development will be discouraged in areas
where adequate services and infrastructure are not currently available. It states in goal 4
that commercial uses will be accommodated when the site is in an area that can support it
and will be compatible with the region. In goal 6 it states that public facilities and
services such as sewer, water, roads must be provided to support the transition of
agricultural land to other development uses. These items are stressed and repeated over
and over through out the
e entire comp plan.
There are no provision in this plan to minimize noise/sound, traffic, obnoxious lighting,
headlights, trespass, hazardous/flammable liquids being in abundance and the high
potential for fire and that fire to spread to surrounding fields.
Due to the storage of vehicles containing flammable liquids. A fire barrier needs to be
built along the north side of the property. A brick or cement retaining wall that not only
will delay a fire from spreading to adjoining farm field but also double as a sound bearer
and block obnoxious lighting. Applicant made the claim to the Planning Commission he
has never had a problem with fire in the past. I would like to point out we have had two
fires in the last two years within a mile of this site. One of those destroying several
thousands of dollars in antique Cadillac's.
Applicant stated to the Planning Commission there would be 100 RV's and Boats using
this road daily during holidays and peak season. Allowing 24/7 commercial accesses in
the middle of residential area creates around the clock noise, dust, fumes and headlights
in bedroom windows. This is not a commercial area it is farmland, people live here.
Residents should not have to bear this. Hours of access need to be limited
Lighting needs to be kept at a minimum and a height that cannot be seen by any
residences. It needs to be kept below building height and seen by residents from there
homes or shining 24/7 into bedrooms.
As predicted the concerns voiced during the hearing for current USR's that was down
played and ignored by Planning have come to pass. Adding even more abusers to the
road, tearing it up to washboards, serious dust problem, pulling out in front of on coming
traffic without looking and the speeds traveled at are a hazard. USR users of this road do
not care what they run over and hit in the road. Current clientele using the stables
currently park alongside the road making the ingress/egress limited to the property
owners to the west. Add to that the Cambodian Cultural Centers over flow parking on
the other side of the road. When special events happen the traffic and parking on the
road is a nightmare. It makes the road a barely passable one lane. In cases of emergency
this impedes any emergency vehicles from reaching the residents that live along this road.
If emergency vehicles can't get through neither can the farm equipment that uses the
road. This new proposal will magnify the current problems on a road already created by
current special use permit holders. The Applicant may not be parking along side the road
but will have issues turning into and from site clogging the road even more. Even though
the Applicant has agreed to upgrade the road and put dust control down, he made the
statement to the Planning Commission it would only be maintained a couple times a year.
This road is maintained more frequently than that to battle the washboards and even more
during the winter and rainy season. With dust control on the road you cannot grade as
frequently as needed for washboards unless you apply it after every grading.
The increase in commercial traffic of Vehicles that large will not only continue to
exasperate the problem with the increase in traffic on our road but the grid lock problems
with ingress/egress from Road 7 to Hwy 7. With the explosion of Broomfield one cannot
turn onto Highway 7 safely. There are no breaks in traffic. Traffic backs up at Road 7
creating long delays. For a left hand turn to get to I-25 you have to turn into the middle
of the highway and sit there until you have a small opening in traffic. Large vehicles
cannot do this and will back up traffic on road seven even more. Access to this site needs
to be from Sheridan Parkway. It is built for and that can handle this kind of industrial
use. During the process to correct the illegal split of land sold to Cambodian Cultural
Center Weld Country put an ingress/egress along the south fence line of the property,
which is also the Broomfield County line. This site needs to use this as its access point.
The Applicant has claimed that Vista Ridge and Anthem, both Broomfield developments,
will be the main users of this lot. The ingress/egress needs to be made from Sheridan
parkway where they are located. With this RV yard butting up against Broomfield
County line and the new roads Broomfield has approved that already access Sheridan
Parkway right next to this, the Applicant has the ability to obtain an ingress/egress
through the current Broomfield development to Sheridan parkway. Per Applicant
Broomfield is already allowing them access to their waterlines. Applicant also informed
Planning Commission there will be a light put at Road 7 but with personal conversations
had with Broomfield this is far off and not in the near future.
Last by changing the wording that "Weld County Personal can only access the property

when the owner is present" needs to be stricken. As proven in thepast by USR that was
granted to Jim McDonald and his airstrip this proved disastrous. It wasn't until the
residents involved the CBI was any action taken by Weld County to make him adhere to
the USR granted or revoke it
My family is a 4`h generation Coloradoans and rd generation Weld Countians. We have
owned and lived on this road for 40 years. It is stated in the Weld county Comp Plan sec
22-2-20 Weld county is to encourage the conservation of Ag lands including open space
and promote quality planning that is sensitive to surrounding land uses, respectful of the
natural environment, protective of health, safety and welfare of the citizens of the county,
is regionally linked by roadways and trails and is aesthetically pleasing. Section 22-2-
120 and 22-2- 130 of the comp states that it is the Counties goal is to maintain the rural
character of these settlements and that further development in unincorporated
communities will be encouraged only when adequate services and infrastructure are
currently available. Article II states land use categories supporting agriculture will
continue to be a significant goal of the County and will be supported and continue as a
mainstay of the county. The cumulative effect of the goals and policies described in
Article II will result in:
a. Maintaining the prominence of agriculture in the county
b. Urbanization occurring in and around cities and towns within the County
c. Property owners' rights and responsibilities being balanced
d. The quality of land uses remaining high
This commercial use doesn't fit into any number of areas in the comprehensive plan nor
is it compatible with the community. I encourage the council to take this into account
and minimize the impact this site will have on us by adding several provisions to protect
the residents and not repeat the mistakes that already have been made with current
USR's.
