Saddlehorn Origination Facility
USR Questionnaire
1. Explain in detail, the proposed use of the property.
The oil and gas market is continuing to expand in Weld County. The applicant,Magellan Midstream Partners,proposes
to use an 80-acre portion of the Moser property as a Truck Unloading and Oil Support Facility as defined in the Weld
County Code. This facility will be the origination point for the Saddlehorn Pipeline. Magellan has commitments from
key industry producers to transport crude oil from Weld County to Cushing, Oklahoma via the Saddlehorn Pipeline.
From Cushing, the resource is piped for refinement.
The site is located south of and adjacent to Weld County Road 30 and approximately '/a mile west of Weld County
Road 49. The site is located in the northeast quarter of Section 25, Township 3 North, Range 65 West of the 6�'P.M.,
Weld County, Colorado.
The facility win operate 24 hours a day, 7 days a week, 365 days a year. There will be up to 8 employees at this
facility. Initially,there will be one eight-hour shift with employees taking on-call times for off-hour work. Additional
shifts may be added in the future.
There will be eight 260,000 barrel crude oil storage tanks at the facility. Four will be constructed with the initial
project. These storage tanks will hold crude oil and light crude delivered to the facility until the material is piped to
Cushing, Oklahoma in the 20"Saddlehorn Pipeline. Secondary containment is illustrated on the USR Map. Magellan
anticipates the majority of inbound product to be received by 3rd party pipeline connections, minimizing the long term
trucking of crude oil in the area. There will be up to 50 trucks per day. The function of the facility as well as the
individual structures and functions are described in Section 5 to follow.
The site will be secure and fenced with a 7-foot chain link fence topped with three strands of barbed wire. Access to
the facility will be controlled in the evenings with either a locked or keyed-entry only gate. During daylight operating
hours,the gates may be left open. The USR Map illustrates all proposed gates. Eight gates will be accessed via keypad
entry and are for vehicular access. A Knox box with an electric switch will be located on each of these gates for Fire
Department District access. An additional six gates are personnel gates. These gates will be equipped with a panic
bar exit feature as well as more traditional lock and key entrance operating functions.
Lighting will be for security and maintenance purposes and shall not spill onto adjacent properties. Approximate
placement has been illustrated on the maps submitted with the application.
Evidence of the Air Pollution Emission Notice permit application submittal is included with this USR Application
submittal. A Secondary Containment and Unloading Pad Plan will be provided 30 days prior to construction of that
portion of the facility, as applicable.
A future sign for the facility will not exceed 16 square feet in size and will not be greater than 6' tall. The graphic
illustration on the USR Map provided with the application is a typical depiction of what will be constructed.
Language/wording on the sign will be different from what is illustrated.
The traffic routes will be surfaced with road base or hard surface as illustrated on the USR map. Aggregate materials
such as pea gravel or larger gravel will cover portions of the site around the equipment areas similar to other facilities
to reduce dust and weeds and to allow easy maintenance around the facility. Traffic generation, site access and the
proposed site improvements/structures are discussed in further detail elsewhere in this questionnaire.
2. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 22 of the
Comprehensive Plan
The Weld County Comprehensive Plan has Goals and supporting Policies that encourage responsible Oil and Gas
development in Weld County. Below is a list of specific Oil and Gas goals followed by an explanation of how the
goals are being addressed.
P1 OG.Goal 1: Promote the reasonable and orderly exploration and development of oil and gas mineral resources.
OG.Goal 2: Ensure that the extraction of oil and gas resources conserves the land and minimizes the impact
on surrounding land and the existing surrounding land use.
OG.Goal 3: Prevent surface and groundwater contamination from oil and gas minerals exploration and
extraction.
The proposed Saddlehom Facility is a new facility in an area of Weld County experiencing increased oil and gas
activities. The proposed Saddlehom Facility will support the industry by transporting crude to Cushing where it is
then transported to refineries for processing. The demand for this proposed facility and the Saddlehom Pipeline are
great as witnessed during Magellan's "Open Season" (call for commitment). Open Season began on Septebmer 23,
2014. By October 31, 2014, Magellan announced commitments from two prominent producers. The market has
directed the need for this proposed facility.
The proposed facility will minimally impact the surrounding properties. The property directly to the north is a similar
facility, Rose Rock's truck unloading facility. The property to the south, west and east are range land or in crop
production. Oil and Gas activities can be seen on each parcel surrounding the proposed project location. The nearest
residential structure is more than 1/3 mile to the west and more than '1/2 mile to the east. Magellan has made contact
with surrounding property owners. Magellan has telephoned six property owners within 500' of the property. Two
numbers were disconnected and the other four have not returned calls regarding the project. Magellan will be sending
follow-up letters via Certified Mail to these property owners as well as making additional outreach attempts to those
along the traffic routes.
The site design includes secondary containment to adhere to OG.Goal3 above.
3. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 23 (Zoning) and
the zone district in which it is located.
The property is zoned "A" Agricultural and according to the Weld County Code, oil and gas support and service
facilities are a Use allowed by Special Review in the Agricultural Zone District. Crude oil processing facilities are
considered an oil and gas support facility supporting the submittal of this application for review.
4. What type of uses surround the site (explain how the proposed use is consistent and compatible with
surrounding land uses).
The proposed facility has been designed to minimally impact the surrounding properties. The property directly to the
north is a similar facility, Rose Rock's truck unloading facility. The properties to the south, west and east are range
land or in crop production. Oil and Gas activities can be seen on each parcel surrounding the proposed project location.
The nearest residential structure is more than 1/3 mile to the west and more than 1/2 mile to the east.

5. Describe, in detail, the following:
a. Number ofpeople who will use the site.
b. Number of employees proposed to be employed at this site.
Up to 8 employees will be associated with the facility over the course of a 24-hour day. These employees
will be available during operating hours and on an on-call basis.
c. Hours of operation.
The site will be accessible 24/7, 365 days per year. The office will generally be open from 7 am—6 pm.
Staff will work 8-hour shifts with some overtime for weekend or as-needed work. The Tulsa control center
operates 24/7.
d. Type and Number of structures to be erected(built) on this site.
The following improvements/structures proposed to be located on site are listed below. It is important to
note that the final dimensions of the equipment and structures will be determined with the final facility
design and illustrated on building permits. The general improvements and their sizes are as follows:
Equipment and Facilities north of the Storage Tank Road
L I Off-loading Facility/Bays: There will be 8 skids and 8 unloading lanes, of which 4 skids and 4
lanes will be constructed with initially. This truck unloading bay area will be covered with a
canopy. The bays will be fitted with traps to collect all crude should an accidental spill occur.
Staging of at least two additional trucks can occur at each bay.
o The facility will include a sump tank. This approximately 5,000 gallon underground tank
will remove drainage from the offloading area and pump into an above ground contact
water storage tank.
o Driver's Shacks will be included at each lane for drivers to complete their Manifest
documents.
o Portable toilets will be located near the Driver's Shack and Unloading Facility. Magellan
may replace the portable toilets with a permanent restroom building in the future. The
final location will be in this vicinity and if this occurs, the restroom building will be
connected to will be connected to a septic system. Appropriate permits will be pulled
with the County to provide the facility,if constructed.
I Contact water tanks: At this time, one tank (20,000-30,000 gallons) is proposed. However, in
the future, two may be located in this area.
❑ LACT Tanks: There may be ten— 1,000 barrel LACT Tanks located south of the unloading skids
to be used with the LACT Skids.
I LACT Skids: The LACT Skids are located under the canopy. The function of the Skids is to
transfer material from the trucks to either the LACT Tank or Receipt Manifold.
❑ Receipt Manifold: A header for each customer for each line (crude,light crude or surge) will be
provided. The lines connect to the transfer manifold. The surge line connects directly to the relief
tanks (northern most 260,000 barrel tanks). An approximately 5,000 gallon sump will be located
in the area to capture drained product and pump to the transfer manifold.
I Inbound Metering Equipment: There will be nine inbound metering equipment areas, as
illustrated on the USR Map. Two will be constructed with the initial project. These areas are to
be used by the individual customers for sampling and metering of their product. This area may
be the custody transfer point for all material entering the site. This is the area where the individual
customer will test their product prior to Magellan's receipt.
Office Building: Technicians, Operations Staff and Area Supervisor will office at this location.
A SCADA system is operational in Tulsa 24/7 for safety and security. A parking lot and trash
enclosure are illustrated on the USR maps submitted with the application.

• A QA/QC Building will be located just east of the Office. Flash testing and various product
quality testing is completed within this building. The purpose of this building is to monitor the
quality and to sample the products. Sampling is sent to different labs and this building will provide
the correct instrumentation to perform the work.
LI Warehouse: The warehouse will house spare equipment such as a snow tractor or bobcat and
equipment needed on site.
L Motor Control Center (MCC): There are two MCC units proposed. These MCC units contain
breakers and power control to operate the LACT Tanks and off-loading facility. Power will be
pulled from the MCC to the office, lab and warehouse.
H Water Storage Tank: If adequate fire flow is not available,a storage tank will be installed to hold
water for use in the event of a fire.
L Fire Pump Building: This structure will house a pump to pump a water and foam mixture for use
in the event of a fire. This function will be located in either a separate structure or within the
warehouse building. A Fire Suppression Manifold is illustrated on the USR Maps submitted with
the application.
Equipment and Facilities South of the Storage Tank Road
- Mainline Switch Gear: The mainline pumps will be powered from this location. A structure will
be built over the pumps.
I Main Line Pumps (M/L Pumps): These are the pumps that will pump the crude from the 260,000
barrel tanks into the Saddlehorn pipeline to Cushing, Oklahoma.
- Pig Trap: Pigs are used to check and clean out the lines. This area will be the launching point for
the pigs when needed.
1 Metering and Proving Area: The crude flow will be metered in this area. There may be up to three
meters.
Motor Control Center (MCC): There are two MCC structures proposed. The first location is
northwest of the Metering and Proving Area, The Second is south of the Transfer Manifold area.
• Electrical Sub Station: This provides the power to the site. United Power will be located south
of the proposed facility and this substation is where Magellan will get their power. Several smaller
structures are illustrated on the USR Plat. These small structures are support structures for the
Substation. The final configuration and number of these structures will be finalized at the time of
a building permit.
Drag Reducing Agent(DRA)and Corrosion Inhibitor(CI)Off Loading: The DRA is a sustainable
mechanism deployed to decrease power consumption. One to four times per month, trucks will
enter the site and unload the DRA and Cl materials at this location. CI can be injected into the in-
coming and out-going product to protect Magellan's pipeline.
- Construction Equipment: Typical construction equipment to be stored in this concrete-surfaced
area includes equipment to be used on-site. Parking for the Construction Office(s) will be in the
south side of this location.
1 Construction Office(s): There will be several mobile units installed in the area illustrated on the
submitted USR Map. For the purpose of this application, we've illustrated four single and one
triple manufactured units for use as offices. These units should be considered permanent as the
use may extend beyond 18 months. Until the site has been graded, construction trailers will be
placed on site in temporary locations.
1 Transfer Manifold: The Transfer Manifold receives product from the Receipt Manifold and
transfers to the mainline pumps or to storage. A sump in this area collects drips from valves. The
sump pump then transfers materials back into the system. The transfer pump transfers the product

to or between tanks. The booster pump is used to move products from tanks to the mainline
pumps.
11 260,000 Barrel Storage Tanks: Eight 260,000 barrel crude oil storage tanks are proposed.
71 Well House: This location may change dependent upon the quantity and quality findings once
drilling commences.
e. Type and number of animals, if any, to be on this site.
Animals are not going to be kept on site.
f. Kind of vehicles (type, size, weight) that will access this site and how often.
It is anticipated this site will generate up to 60 round trips per day with the majority of the trips
occurring during daylight hours. Of these, up to 50 will be trucks, 2 miscellaneous trips, and up to 8
will be employees. Offloading trucks are third party trucks. The main access to the site will be from
Weld County Road 30,approximately I,900' from the intersection of Weld County Roads 30 and 49.
This access point is for the trucks only. There will be no exiting from this access point. A secondary
access is positioned from Weld County Road 30 approximately 2,700' feet from the intersection of
Weld County Roads 30 and 49. An access permit is submitted with this application. Access and site
design were coordinated with the Southeast Weld County Fire Protection District prior to submittal
and results are illustrated on the plans submitted with this application which reflect recommendations
made by the District. The secondary access point will accommodate two-way traffic for passenger
vehicles and exit for trucks.
Magellan will have deliveries of DRA (Drag reducing agent) for the pipeline about 1 —4 times per
month as needed, This material will be delivered via semi-trailer. Corrosion inhibitor will be
delivered about 2 —4 times per month as needed via semi-trailer. Other maintenance activities will
be accomplished with standard passenger trucks. A crane may be on-site during construction
activities.
The facility is capable of receiving crude via pipeline but does need the flexibility of receiving crude
via truck due to the industry boom in Weld County. According to the Traffic Report, "the Magellan
Saddlehorn Origination Facility is not expected to adversely impact the area street system.
Furthermore, it is considered viable from a traffic engineering perspective." Mr. Coppola's study
indicates that improvements to Weld County 30 will not be warranted due to the trip generation
calculations.
There will be a setback from Weld County Road 30 to accommodate a truck to access the gate. The
goal is to keep passenger and truck traffic separated as much as possible. Trucks will enter the
easternmost access. This is a one-way site entrance for trucks only. Trucks will exit via the
westernmost access. Passenger vehicles will utilize the westernmost access for entry and exiting. The
applicant will coordinate with the County regarding any proposed improvements to Weld County
Road 30 and looks forward to hearing from the County with more specific information so that the
USR Map can be modified, if necessary.
g. Who will provide fire protection to the site?
The property is within the Southeast Weld County Fire Protection District boundary. A pre-
application meeting was held with the District on December 10,2014. The applicant has incorporated
several suggestions into the design of the facility to accommodate the District. Future collaboration
between Magellan and the District is anticipated.

h. Water source on the property (both domestic and irrigation).
The proposed water use for the facility is a commercial well. Non potable water may be available for
hydrotesting and dust control.
i. Sewage disposal system on the property (existing and proposed).
A sewage disposal system does not exist on the property. A septic system will be permitted and
installed to serve the restrooms in the office building as well as a future drivers' restroom building.
Portable toilets and hand-washing facilities will be provided during construction and for truck drivers
coming to the site.
j. If storage or warehousing is proposed, what type of items will be stored.
Some outside storage of new pipe and some facility-related new equipment will be stored on site in
the vicinity of the construction office noted on the USR Map.
6. Explain the proposed landscaping for the site. The landscaping shall be separately submitted as a landscape
plan map as part of the application submittal.
Landscaping is not proposed for the facility. The detention facilities will be re-seeded for erosion control. The
undisturbed areas will remain native. The remainder of the site, including the process areas, will be covered in road
base, rock or other non-flammable aggregate material. These materials are most conducive to keep weed free.
Stockpiles of topsoil during construction will be seeded or covered to prevent blowing dust and to preserve the topsoil
for use on site.
7. Explain any proposed reclamation procedures when termination of the Use by Special Review activity occurs.
When termination of the facility occurs, the facilities will be removed and the land will be returned to its native state.
8. Explain how the storm water drainage will be handled on the site.
Off-site flows will be routed around the site. On-site flows will be conveyed to on-site facilities. The one-hundred
year developed storm event will be released at the ten-year historic rate from the ponds. Additional details can be
found in the Drainage Report attached with the USR application submittal.
9. Explain how long it will take to construct this site and when construction and landscaping is scheduled to
begin.
Magellan anticipates that it will take approximately 15-18 months to construct the site and are aiming to have the site
functioning by mid to late—2016. Market conditions will dictate the construction timing on subsequent work.
10. Explain where storage and/or stockpiles of wastes will occur on this site.
There will be no storage and/or stockpiles of waste on this site.
II. Please list all proposed on-site and off=site improvements associated with the use (example: landscaping,
fencing, drainage, turn lanes, etc.) and a timeline of when you will have each one of the improvements
completed.
In addition to the response to Question 5d above,the following additional on-site improvements will be constructed at
this location:

❑ The construction of the first phase of the planned equipment and facilities will start in 2015 and be completed
in 2016.
L The internal circulation routes are proposed to be paved. Secondary circulation routes will be recycled asphalt
or road base. These routes are anticipated to be constructed in 2015—early 2016.
E The easternmost access is the Primary Access and will be one-way for in-bound trucks. Construction is
anticipated in 2015.
LJ The Secondary Access is the westernmost access and will be one-way for out-bound trucks. This access will
also be the only access point for employees. Construction is anticipated in 2015.
❑ The facility will be fenced as it illustrated on the USR Map. The Inbound Metering Facility will be fenced
separately from the entire facility. Construction will start in 2015 and be completed in 2016.
LJ Detention and drainage areas are noted on the USR Map. Construction will start in 2015 and be completed in

Thank you for your comments. Attached is the most recent version of the USR Map along with the narrative. Minor
changes have occurred since the submittal on February 13 including changes to the configuration of the office area.
We are pleased that this project can become an official land use case with the following responses to your comments.
Comment 1: The Certificate of Compliance will be prepared and signed when a finalized drainage report, documenting
changes between the time of submittal and the issuance of construction plans, is submitted.
Comment 2: The easternmost access point is for truck entrance only. This has been clarified in the attached revised
narrative.
Comment 3: The planned widening of Weld County Road 30 is not expected to significantly impact the design of site
entrances. If the widening of this road does extend the edge of the road to the south,the site entrances will be adjusted
accordingly.

Magellan Pipeline Company, L.P. (Magellan) is hereby requesting a new facility-wide construction
permit to construct and operate the proposed Platteville Terminal (Facility) to be located in Section 25,
Township 3 North, Range 65 West, in Weld County, Colorado. The Facility will consist of an electric
pump station and a tank farm. A list of major equipment/ air emissions sources at the Facility are listed
below:
1. Four (4) internal floating roof tanks to store sweet/sour crude oil/condensate (LACT offloading
tanks).
2. Eight (8) internal floating roof tanks to store sweet/sour crude oil/condensate.
3. Fugitive equipment leak emissions from piping and ancillary equipment.
4. One pipeline terminal underground sump tank.
5. Emissions associated with internal floating roof landing and refilling.

USR Dust Mitigation Plan
During the construction phase of the facility, water trucks will be utilized to suppress dust. The Storm
Water Management Plan will be followed to mitigate soil erosion during the construction phase of the
project.
After construction, the main traffic route will be paved. Secondary traffic routes and disturbed areas will
be stabilized with road base, recycled base or other aggregate materials. The internal speed limit will be
less than 10 mph. Should fugitive dust be generated on site,the applicants will abate with water or chemical
treatment.

USR Waste Handling Plan
1. All waste on site will either be taken to Waste Management or Waste Management Conservation
Services Inc. (CSI). Waste Management will take care of typical waste generated onsite. It is
anticipated that the site will generate no more than one trash dumpster of trash within a week. CSI
will take care of any solids/sediments accumulated in the tanks. The solids/sediments are removed
with a vacuum truck and then hauled to CSI with a Waste Management manifest. The
solids/sediments are stored in the tanks until removal. The amount of solids/sediments that will be
generated is unknown at this time, but that information will be provided to the Weld County
Department of Public Health and Environment when it is available.

All employees receive Incident Command training (level 100 and 200) to prepare them for an
emergency event. All employees are trained to contact 911.

Contact has been initiated with the Fire Protection District and it is the intent to work with them.
A Tier II Report will be filed in conformance with all tasks.
12. Safety and Training Review:
Employees will be trained on CPR and First Aid. Annual training and continuous training
sessions will be offered to employees. The training will vary with different regulations some
regulated by OSHA.
Each year, employees are provided with necessary information concerning the proper handling
of a chemical spill or accident. This information shall be in the form of a review sheet detailing
proper procedures, which shall be signed and dated by each employee when items are
understood. Also, proper use of cleanup and containment tools and procedures will be
demonstrated as necessary. Any new or updated information or procedures will be taught to
employees immediately when applicable.

I have prepared a traffic narrative for Magellan's proposed Saddlehorn Origination
Facility which will be located on the south side of CR 30 about one-quarter mile west of
CR 49. Specific traffic items are identified and discussed in the following sections of this
letter.
PROJECT OVERVIEW
The Magellan truck unloading and oil and gas support facility will be built as soon as
practical with the site expected to be fully operational by in 2016. It will operate 24
hours each day, year round. Routine truck traffic will be in the range of 40 vehicles per
day. Up to 6 employees will routinely be on-site. Additionally, 1 - 2 trucks per week
may make deliveries to the site. Two site driveways are planned to CR 30. These will
be located at points about 1,935 feet and 2,685 feet west of CR 49. The east driveway
will align with the existing driveway on the north side of CR 30 and serve inbound
trucks while the west driveway will serve outbound trucks and two-way employee and
miscellaneous trips. A site plan is provided on the following page.

EXISTING CONDITIONS
CR 30 is a paved two lane roadway west of CR 49. There is no posted speed limit on
CR 30 in the area of the Magellan site. Consequently, a speed limit of 55 MPH was
assumed. Based on traffic counts provided by Weld County, 1,120 vehicles per day use
CR 30 in this area.
SITE TRAFFIC
Site traffic was determined using operator estimates for this site. With an estimated 40
truck trips, 6 employee trips, and 2 miscellaneous trips, 48 daily round trips are
expected from the Magellan facility. Most trucks will mostly operate between 7:00 AM
and 8:00 PM with an estimated 20% of the trucks arriving and departing the site
outside these hours. Employees will arrive on site between 6:00 AM - 8:00 AM and
depart the site between 4:00 PM and 6:00 PM.

CR 30 east of the site with 85% of the truck traffic expected to use CR 30 east of the
site. The remaining 15% of the trucks will use CR 30 west of the site. Resultant peak
hour and daily site trips are shown below for build out conditions.

TURN LANE IMPROVEMENTS
Turn lane improvements were investigated for the Magellan development. This
involved comparing site traffic at the access points to CR 30 with the County's
numerical turn lane warrants. County turn lane warrants are as follows for higher
speed roadways.
L More than 10 peak hour vehicles turning left into the facility warrants a left turn
deceleration lane
More than 25 peak hour vehicles turning right into the facility warrants a right
turn deceleration lane
L More than 50 peak hour vehicles turning right out of the facility warrants a right
turn acceleration lane
Since the number of turning vehicles will be well below the County warrants indicating
the need for the turn lane improvements it was determined that turn lanes will not be
needed with this development.
In summary, the Magellan's Saddlehorn Origination Facility is not expected to adversely
impact the area street system. Furthermore, it is considered viable from a traffic
engineering perspective.

1. Grant of Lease;Term.
(a) The Lease/Option covers a portion of certain real property (the

(b) Under the Lease/Option, Owner grants Magellan a surface lease and
certain utility easements in, over and through the Premises.
(c) 'the Lease/Option also provides that Owner will grant Magellan a pipeline
easement in, over and through certain real property adjacent to the Premises (the
"Pipeline Easement Land") located in the County of Weld, State of Colorado, as legally
described on Exhibit B attached hereto.
(d) The Lease/Option provides for the use of the Premises by Magellan for a
term of thirty (30) years (the "Term"). The Term will commence on December/L.4,
2014 and will expire on December/ , 2044, unless earlier terminated in accordance
with the Lease.
(e) the Lease/Option grants Magellan certain option rights to purchase the
Premises.
(f) The Lease/Option grants Magellan certain other rights on the teens set
forth therein
2. Purpose. This Memorandum is prepared for the purpose of recordation only, and
it in no way modifies or changes the provisions of the Lease/Option. In the event of any
inconsistency between the provisions of this Memorandum and the Lease/Option, the provisions
of the Lease/Option shall prevail.

The Saddlehorn Pipeline is a newly proposed pipeline system that would transport crude oil and
condensate from Platteville, Colorado to Cushing, Oklahoma. It will be built by Saddlehorn Pipeline
Company, LLC(Saddlehorn) and operated by Magellan Pipeline Company, L.P., an industry leading
energy transportation and storage company.
The project consists of approximately 600 miles of 20-inch pipeline. It has an initial design capacity of
200,000 barrels per day and ultimately could carry up to 400,000 barrels per day.
We are contacting you regarding the location of the terminal station which will be at the South West
corner of Weld County Road 49 and Weld County Road 30. The terminal site will consist of four above
ground storage tanks which will each hold 260,000 BBL of crude oil produced from the Denver Julesburg
Basin. They will each be approximately 60 feet tall. In addition to the tank structures,the location will
also have crude oil truck offloading infrastructure. This station will be the beginning of the
transportation via pipeline to Cushing, Oklahoma.
Saddlehorn will be working through Weld County to obtain the appropriate permits in the coming weeks
and months. We are hopeful construction will begin in April of this year and will last approximately 18

1) The Magellan Facility USR Application does not propose to have any utilities cross the existing
pipeline.
2) The road illustrated on page 2 of the Site Plan is not a planned road for construction. There is
no proposed road on the property to cross the Colorado Interstate Gas lines.
3) A grading and drainage plan have been submitted to Weld County for review and are attached
for your reference.
4) The construction trailers will not have 50 employees working inside them. Contractors and field
crews will be working in the field during construction. The construction trailers are for the
minimal number of foremen and supervisors who require offices.
5) Magellan will review the Kinder Morgan Encroachment Application form.

Subject: USR15-0016, Condition of Approval 1.D
A meeting was held on December 10, 2014 to discuss the preliminary site design of the Magellan Saddlehorn facility
with Southeast Weld Fire Rescue. Several calls and email correspondence have been circulated since that time in an
effort to coordinate review and participation with the Fire Rescue District including a call on March 9, 2015. To date,
we have not heard of any additional items to incorporate into our design.
Magellan understands the 2006 International Fire Code has been adopted by Resolution by Southeast Weld Fire
Rescue.
This memo serves to address Condition of Approval 1.D of the draft staff comments received last Friday. Let me
know if additional information is needed.
