MINUTES
WELD COUNTY COUNCIL
October 4 , 1979
The Weld County Council met in regular session in full
conformity with the Weld County Home Rule Charter at 915
10th Street; Greeley, Colorado , October 4, 1979 at the
hour of 1 :30 P.M.
ROLL CALL: The following members were present :
Robert Martin, President
Ralph Waldo, Vice President
Gary Kampel, Councilmember
Floyd Oliver, Councilmember
Cedric Hallock was absent to attend a. family funeral . Also
present : three members of the press , and the secretary,
Beverly Thomas .
MEETING MINUTES : Floyd Oliver made a motion that the September 6,
1979 meeting minutes be accepted as presented. Ralph Waldo
seconded the motion and it carried unanimously.
CORRESPONDENCE: Mr. Martin read a letter from Adolph Heinle
regarding the recently-installed road grader system.
ENGINEERING REPORT: Mr. Martin and Mr. Kampel reported on a
• meeting that they had attended in New Raymer on Wednesday,
October 3 , 1979 about problems with roads in that area . Mr.
Kampel said that he was concerned about charges by road
grader operators that they were told to falsify their work
reports. The meeting pointed out a communication gap between
top County officials and the road grader operators . Mr. Martin
felt that the problems were being settled. Road graders plowing
private driveways after heavy snows was also discussed.
MEETING TIME RESOLUTION: Mr . Martin said that the meeting-time
resolution would be discussed when Mr . Hallock is in attendance.
MILEAGE USE STATEMENT: Floyd Oliver made a motion that the Council
initiate paying mileage to Councilmembers as per the guidelines
set at the July 5, 1979 Council meeting at the rate paid by the
County of Weld. (Mileage will be paid to out-of-Greeley Council-
members for their trips to Greeley for Council business . Also ,
additional mileage payments will be made to Councilmembers for
conducting Council business if the mileage is more than ten miles
and the mileage is necessitated by citizens ' request; ) Ralph
Waldo seconded the motion and it carried unanimously.
REPORTS TO THE PEOPLE: Mr. Waldo wanted to pursue this topic when all
Councilmembers are present.

1980 COUNTY BUDGET : Mr. Waldo and Mr. Kampel reported on the
October 2, 1979 County Budget. Overview Meeting. Mr . Kampel
noted that the Council 's performance audit funding has been
recommended to remain at the 1979 amount. Since none of the
•
independent elected officials have chosen to budget for an
efficiency study, Mr: Kampel suggested that the Council request
funds to perform efficiency studies in those departments. Mr.
• Kampel made a motion that under the line item for audits of
the Weld County Council proposed budget, that the amount be
amended to read $140, 000. Mr. Martin said that he had heard
that the four independent departments could be studied for
$50, 000. He thought more information regarding cost should be
• gathered before the October 12, 1979 budget meeting with the
Commissioners. A discussion was held regarding a means of
evaluating the investment made in the Augustine studies.
ATTENDANCE AT BUDGET HEARINGS : It was determined that Councilmembers
would attend the budget hearings according to the following
schedule with Mr. Waldo attending as possible :

USE OF ORDINANCES : Mr. Martin stated that the Commissioners had
sold some real property by resolution rather than by ordinance
as required in the Home Rule Charter 3-8 (4) (b) . It was
determined that the Council should send a letter to the
Commissioners and the County Attorney reminding them that
real property must be sold by ordinance.
SALARIES OF COUNTY COMMISSIONERS : The Council will have to set the
salaries of County Commissioners for the years of 1983 and 1984.
Mr. Martin instructed the secretary to get information regarding
the salaries of other state county commissioners . Mr. Martin
recommended to the Council that this decision be made by early
1980. Mr. Martin noted that the Charter Study Amendment -
Committee had recommended to the Council , that salaries of all
elected officials be set by January 1 of each election year.
EXECUTIVE SESSION: Gary Kampel made a motion that the Council go into
an executive session for the purpose of considering testimony
regarding a possible conflict of interest . Ralph Waldo seconded
the motion and it carried unanimously. The Council entered
executive session at 2 : 50 P.M. and the meeting was adjourned at
3 : 25 P.M.
