To Whom It May Concern:
We are submitting this letter to the Weld County Building & Planning Department to give the narrative
required for approval of our Special Review Application. We are hoping this will answer questions and
help the Department and all parties to better understand our application.
The property 4471 WCR 7 is owned by my grandfather, Manuel Favela and my recently deceased
grandmother, Angelina Favela. A copy of her death certificate is attached.
A section of the property is used for a business, GoAirheads, LLC. For those who are not familiar it is a
recreational activity in which participants launch spherical plastic projectiles at each other via spring,
electric, or compressed-gas powered replica/TOY firearms. In essence, our customers play simulated
war games with BB's. Numerous skirmishes are played throughout the day.
This is consistent with Sec. 22-1-120 part A.of the Weld County Code by allowing the property owners
to own and use their property as long as it protects the community health,safety and welfare. This is
something that is consistent with GoAirheads goals. We have hundreds of people in the community
(specifically children and their parents)who benefit from GoAirheads giving them and their loved ones a
safe place to have fun, be active and build relationships with each other. We have attached a form to
this paper with many signatures from parents and the youth in the area saying how having us closed
down would be a blow for the community because we do benefit them.
In this same thought,we help to diversify the County, economically. There are no other airsoft fields in
Weld County which brings many enthusiasts of this type of sport to our county.This brings economic
growth and prosperity to us as well as to the County(Sec. 22-1-120 part D& F).This is also emphasized
in Sec. Sec. 23-1-40 Part A.1.This says that a goal of the County is "fostering the COUNTY'S agricultural,
business, MINING and other economic bases". We believe that GoAirheads does all this for Weld County
and would be hurtful to the county as a whole for us to no longer be able to do business here.

During the summer we have special events ie;team tournaments and some night games.
Currently,we have 13 employees who live in Erie and the surrounding areas and 10 of them are
under the age of 18 years old. We anticipate that number could grow to 20 employees in the next 3-
5 years. We hire high school age students who can earn extra money to save for college or just
spending money. Last year we gave 3 employees small scholarships to colleges.The seniors earn the
scholarships by their work performance each year.
In the summer,we average from 10-40 players during the week and Saturdays approximately 60
players. In the winter, since we are only open on Saturdays to the public, we can see 100 players,
according to last year's turnout. We anticipate a growth in the next 3-5 years of 200-250 players.
Surrounding our land is vacant fields and another business to the north of us which is a siding
company.To the South and west of us are residential properties.These properties are a distant
away from us as we sit on approximately 10 acres.
We have 12 shipping containers on the property. One is used for storage of our products, BB's,
candy, potato chips, replica airsoft pistols and guns and one is used for our airsoft store.The other
10 are being designed and used for the skirmishes to play the game.The containers are empty and
the doors are open and windows have been cut out for"duck and cover". They have been Inspected
by a Certified Engineer and found to be safe,the report is attached.
At this writing, we have 20 goats which we will be selling soon and will not be replacing them. We
have 2 dogs and chickens.
The property is protected by Mountain View Fire Rescue. The Fire Marshal, Lu Ann Penfold @ 303-
772-0710 @ Ipenfold@mvfpd.org came out to inspect our business and recommended we add fire
retardant on our one tent, place one fire extinguisher in the store and one inside the tent. No
written report was given as she stated the Weld County building department contacts her directly
for any report.
We use city water from Left Hand Water District.This is our only source of water on the site though
it is not used very often because our venue does not need water in order to conduct our business.
Any storm water flows to the east of us off the property and into the irrigation ditch that follows
County Road 7.We also use a septic tank for our sewage disposal system. Permits for this are
included with our application.
There are non-commercial vehicles, privately owned by parents/customers who come to our facility.
The vehicles drop off their children and let them play for the day.There are also non-functional
vehicles, including a helicopter,that are used for amusement purposes only.
In the event the U.S.R. is terminated the shipping containers would have to be removed from the
property.This in itself would not be a simple or inexpensive process.

from cardboard boxes, aluminum and plastic beverage
containers.
This trash will be disposed of by One Way Disposal on a weekly
basis.
DUST ABATEMENT PLAN: GoAirheads, LLC.
During the operation of GoAirheads, we will utilize water
sprinklers to maintain dust suppression. When needed we will
deploy water sprinklers on to any dusty areas in order to keep
the dust settled.
Traffic Narrative
We expect only regular passenger cars to come to our property at 4471
County Road 7. Of these cars that will be coming, it will vary throughout
the year. I have listed them below. Keep in mind that these are
estimates only.
Summer Estimates: (June-August)
In the summer we plan on seeing around 30 cars coming to the
property between Tuesday and Friday. On Saturdays during the
summer we plan on seeing around 45 cars per day. Sundays we expect
to see around 30 cars as well. During all these days we expect our peak
hours to be between 9am and 10am and from 4pm-5pm.
Winter Estimates: (September —May)
During our winter hours we expect to see around 55 cars coming to the
property on Saturdays. The peak times will be between 10am-11am
and 3pm-4pm. On Sundays we estimate a total of 30 cars coming with
the same peak times being 10am-11am and 3pm-4pm.
Expected Routes:
We expect about 70% of our clients will come from Highway 52 and the
will take County Road 7 to GoAirheads coming from the North. We
expect the other 30% to come from the South on County Road 7 from
Highway 7.
Drainage Narrative
No water flows onto or through the property at 4471 County Road 7 in Erie. The
only water that would get on the property is from rain fall. This rain water would
flow off the property to the East into the County road 7 drainage ditch. There
have been no previous drainage problems with the property. This property has no
areas that are in a FEMA floodplain. We have approximately 41,000 Square Feet
of gravel parking space on the site. I talked to Jennifer Petrik who is a
Development and Review Engineer for Weld County on 7/28/14. She made the
Water Quality Feature Design that we will submit in the packet based off of our
conversation about the property.

Traffic Analysis Letter
Dear Mr. Gathman:
This letter has been prepared providing a trip generation estimate and traffic analysis for the existing
GoAirheads facility located at 4471 Weld County Road 7 in Erie, Colorado. GoAirheads is an Airsoft
Field & Store facility that provides a field play area for a games and events. It is located along the
west side of Weld County Road 7, approximately 1.33 miles south of SH-52. This site also contains a
residence.
Weld County Planning and Building Department requested that this traffic analysis be performed to
document the traffic volume generated by GoAirheads for use in obtaining a permit for the existing
facility. GoAirheads has planned events, which normally occur on Saturdays between 10:00 am and
4:00 pm and on Sundays between 12:00 pm and 4:00 pm. Their busiest times occur on Saturdays
when they may have 100 people during that six-hour time frame. Assuming that the average vehicle
occupancy is approximately 2.5 people per vehicle, the Saturday traffic generation is approximately
40 vehicles making 80 trips per day. Approximately 25 percent of this daily volume occurs during a
common peak hour resulting in a peak hour trip generation of only 20 vehicles per hour. The Sunday
events are usually smaller private events that include 15 people. Using the same vehicle occupancy
translates to about six (6)vehicles making 12 trips per day.
During the summer, the facility is also open weekdays Tuesday through Friday, in addition to
weekends, from 10:00 am to 5:00 pm. The weekdays average about 20 people per day, which
translates to eight (8) vehicles making 16 trips per day. Therefore, the likely peak hour weekday trip
generation of the facility is approximately four(4)vehicles per hour.
As demonstrated by these trip generation volumes, GoAirheads is an extremely low traffic generator.
This volume of traffic undoubtedly operates acceptably on the surrounding street network and access
intersection along WCR 7. Therefore, no roadway or off-site improvements are anticipated to be
needed to serve this GoAirheads facility. Based on this, we believe that no further traffic analysis is
