REPORT Page 2 of 2 Rev. 12/01/2012 SITE SPECIFIC DEVELOPMENT PLAN AND USE BY SPECIAL REVIEW (USR) QUESTIONNAIRE The following questions are to be answered and submitted as part of the USR application. If a question does not pertain to your use, please respond with "not applicable", with an explanation as to why the question is not applicable. 1 . Explain, in detail, the proposed use of the property. Energes Services, LLC is an oilfield construction, maintenance and trucking company that provides services to the major producers in Weld County, including Anadarko and Noble Energy. All service work is done on the customer's site. Approximately 60% of the business is site construction, 30% is well site maintenance and 10% is water hauling. The site will be used as a location for employees to gather in the morning, pick up equipment and leave for the job site. Employee vehicles are parked on the site during the day and company vehicles and equipment will be parked on site at night. There is an existing residential structure, large office building with attached shop and sheds. The existing residence will be used for office use and on-site security and maintenance personnel. The existing large building and shop will be used for offices and truck/equipment maintenance. There is a proposed new building on the eastern lot which would be used for updated office facilities and drive through bays for truck and equipment maintenance. Additional shed structures are proposed for storage of equipment 2. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 22 of the Comprehensive Plan. This proposal is consistent with Section 22-2-70 and Section 22-2-80, goals and policies for industrial development in Weld County. The site is located on an existing State Highway in an area that has levels of service and facilities to serve the proposed uses. The proposed uses are very consistent with the existing uses along the 34 corridor which are commercial and industrial in nature. The review and approval process insures that any potential impacts are mitigated. 3. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 23 (Zoning) and the zone district in which it is located. This proposal is very consistent with the intent of the Weld County Code, Chapter 23 in the fact that the proposed change of zone to I-! allows for the submittal of a Use by Special Review for an oil and gas support and service. The proposed zoning is consistent with numerous other properties located adjacent and close proximity to the site along the Highway 34 corridor which include C-3, 1- 1 and 1-2. 4 What type of uses surround the site (explain how the proposed use is consistent and compatible with surrounding land uses). There are several properties in the immediate vicinity of the site that are zoned C-3, 1- 1 and 1- 2 in Weld County. Surrounding existing land uses include a cemetery to the north, a vacant motel to the northeast, residential to the east, west and south, commercial to the southwest, oil and gas facilities directly south, and similar industrial uses to the east and west along Highway 34. The proposed uses are very consistent with the existing and historic uses along this Highway 34 corridor. 5. Describe, in detail, the following: a. Number of people who will use this site Up to 200 employees will use the site. b. Number of employees proposed to be employed at this site 12 employees, plus or minus, will be using the offices during the day These employees are mainly supervisors and safety personnel who complete paperwork and 1 then generally leave for the field to supervise crews. The remainder of the employees gather at the site in the morning to pick up their equipment and leave for the job sites. c. Hours of operation The nature of the business requires 24/7 operations. The typical hours of operation will be 5:30 am to 7:30 pm, 7 days a week. d . Type and number of structures to be erected (built) on this site There are two proposed new sheds and a new office/shop building. The proposed buildings are delineated on the plan and also shown in the engineering documents. e. Type and number of animals, if any, to be on this site No animals are proposed to be on this site. f. Kind of vehicles (type, size, weight) that will access this site and how often it is estimated that there will be 50 — 100 vehicles on average. The company has 50 combined F- 150s, F-250s and F350s. 10 dump trucks, 20 water hauling trucks, 4 hydro excavators, and 2 cranes. Employees park their personal vehicles on the site and drive the company vehicles to the job site on a daily basis. g. Who will provide fire protection to the site The Greeley Fire Protection District provides service through an agreement with the Western Hills Fire Protection District A letter from the Greeley Fire Protection District is included in the application submittal. h. Water source on the property (both domestic and irrigation) Water service is provided by the City of Greeley. A letter from the City of Greeley is included in the application submittal. I . Sewage disposal system on the property (existing and proposed) Sewage is currently by an existing septic system. Two new systems are proposed as part of the application submittal. A percolation test and septic design by Northern Colorado Geotech is included in the application submittal. j. If storage or warehousing is proposed, what type of items will be stored The main use of the open portion of the lots is parking of vehicles and equipment Compressor units are stored while they are being repaired or replaced. The existing and proposed sheds are for most of the storage on site. 6. Explain the proposed landscaping for the site. The landscaping shall be separately submitted as a landscape plan map as part of the application submittal . The site has not been landscaped in the past for the prior approved uses. No landscaping is proposed at this time. 7. Explain any proposed reclamation procedures when termination of the Use by Special Review activity occurs. There should not be any reclamation required based on the nature of this proposal. 8. Explain how the storm water drainage will be handled on the site. A final drainage, erosion and sediment control and water quality report by Shear Engineering Corporation is included in the submittal. 2 9. Explain how long it will take to construct this site and when construction and landscaping is scheduled to begin. Some construction could occur once the USR is approved and permits are acquired. Construction of the new office/shop will be based on final cost and other influences on the company based on operations. 10. Explain where storage and/or stockpile of wastes will occur on this site. Debris and refuse will be collected and removed by Waste Management. There are not any other proposed storage or stockpiling of wastes on this site. 11 . Please list all proposed on-site and off-site improvements associated with the use (example: landscaping, fencing, drainage, turn lanes, etc.) and a timeline of when you will have each one of the improvements completed . On site improvements include grading and drainage, new septic systems, sheds, and a future office/shop. See site plan for details. As discussed above, the improvements will be based on the approval of the USR and associated permits. An exact timeline for all improvement has not been completed. No off-site improvements are proposed. Dust Abatement and Waste Handling Plan Dust will be handled with water trucks as necessary. The site will be primarily gravel and will be graded and maintained as necessary per the engineering design. There will be no storage of wastes on this site. Any wastes from employees will be contained in a dumpster and hauled off regularly by Waste Management. Any household/office cleaning supplies/chemicals will be used and stored in accordance with manufacturer recommendations. Any used oil and/or coolants associated with truck and equipment maintenance will be properly stored and then removed by LaSalle Oil Company. The proposed new shop will have floor drains. if so where do they discharge? An oil/sand separator will be installed and the system will be tied to a separate holding tank. The drains will not be connected to the new septic system. what is the septic permit number for the existing house? As stated in the provided septic system design report, the existing system permit is unknown. The existing system will be abandoned. how many will be in that house? Currently 4 employees work in the house. Once the new office/shop building is completed, the employees will office in the new building. multiple septic systems may require site application through the state, contact CDPHE to inquire. Understood, however it is important to note that the two proposed systems will be on separate legal lots under this proposed USR. The parcel numbers of each lot are on the submitted application form. Care and Maintenance of Property. Tenant shall not commit and shall, at ail times and at Tenant's cost keep the Property in good order, condition and repair. Notwithstanding the forgoing, Landlord shall be responsible 11w the repair, maintenance and replacement of the roof, structural components, foundation, load bearing walls, heating, ventilation and air conditioning systems (I-1VAC), and the plumbing and electrical systems, all with respect to the improvements on the Property_ If either party refuses or neglects to repair the portion of the property as required hereunder, to the reasonable satisfaction of such party as soon as reasonably possible after written demand, the other party may, but shall not be required, to make such maintenance, repairs or replacements, or cause the same to be made without liability to the other party for any loss or damage that may accrue to any merchandise, fixtures, or other property or their business by reason thereof, and upon completion thereof; provided, however, the party making such repairs shall do so in a reasonable workman like manner. The party required to make such repairs or replacements shall pay the other party's costs for making such repair plus ten percent ( 10%) for overhead and supervision upon presentation of a statement. d. Tax and Insurance Payment In addition to the Rent, Tenant shall pay an estimated amount for tax required to be paid under Paragraph 11 .a. above ani n required by Paragraph 1 Lb. above. The current monthly amount for the tax and insurance reserve is 9 ISM. The Tax and Insurance Reserve shall be prorated for any partial year of this Lease. When the actual amount of taxes arc paid by Landlord. Landlord shall reconcile with the amount collected from the Tenant and if additional amounts are due. Tenant shall pay the additional amount due within ten ( I 0) days after being notified of the amount. If Landlord has over collected_ Landlord shall refund the difference to Tenant within ten ( 10) days. After reconciliation, the Landlord shall recompute the tax and insurance monthly payment and notify Tenant of the new monthly payment. The date for the Tenant to begin paying to Landlord the Tax and Insurance Reserve will be July 1, 2014. 12. ALTERATIONS_ a. Tenant Shall Obtain Landlord's Consent Tenant shall not permanently alter the Property (except for repairs as aforesaid and to install such nonpermanent equipment and accessories as may be necessary to set up and run an office and workhnechanic shop), and shall not install any permanent fixtures or equipment to be used in connection with Tenant's business which adversely affect the Property in any manner without first obtaining the written approval of Landlord, which shall not be unreasonably withheld or delayed.. Any permanent improvements that are approved by Landlord shall include Landlord's determination if such permanent improvements are to remain on the Property at the termination of the Lease or removed by the Tenant at the end of the Lease Term. b. Mechanic's Lien. if Tenant makes any alterations or improvements to the Property, Tenant must pay [Or same when made. Nothing in this Lease shall be construed to authorize Tenant or any person dealing with or under Tenant to charge the rents of the Property or the property of which the Property form a part or the interest of Landlord in the estate of the Property or any person under and through whom Landlord has acquired its interest in the estate of the Property with a mechanic's lien or encumbrance of any kind, and under no circumstances shall Tenant be construed to be the agent, employee, or representative of Landlord in the making of any such alterations or improvements to the Property. but, on the contrary, the right or power to charge any lien, claim, or encumbrance of any kind against Landlord's rents or the Property is denied, So long as the laws of this slate shall provide for the fling of statutory bond to eliminate the attachment of mechanic's or materialmen's lien to real estate. Tenant shall require that its contractor or itself take such steps prior to the initiation of any construction to insure that said bond shall be obtained. If a mechanic's or materialmen's lien is threatened by any contractor or supplier, or in the event of the filing of a notice of any such lien, Tenant will promptly pay same and take steps immediately to have same removed. INDEMNIFICATION OF LANDLORD, Except for damage or injury that is the result of the landlord's negligence or intentional acts, Landlord shall not be liable for any damage or injury to Tenant or any other person, or to any property, occurring on the Property or any part thereof, and Tenant agrees to indemnify. defend and hold Landlord harmless from any and all claims for damages. Notwithstanding the forgoing, Tenant shall not be liable for and the Landlord shall indemnify, defend and hold Tenant harmless from any and all claims for damages or the actions or inactions of the occupants (and their invitees) on the residences on the Property. 18. LIABILITY INSURANCE. a. Liability Insurance. During the Lease Term. Tenant shall maintain a policy of commercial general liability insurance (sometimes known as broad form comprehensive general liability insurance) insuring Tenant against liability for bodily injury, property damage (including loss of use of property) and personal injury arising out of the operation, use or occupancy of the Property. Tenant shall name Landlord as an additional insured under such policy. The amount of such insurance shall be Two Million Dollars ($2,000,000) per occurrence. The liability insurance obtained by Tenant under this Paragraph 18 shall (i) be primary and non-contributing, (ii) contain cross-liability endorsements, and (iii) insure Landlord against Tenant's performance under Section 1 .7, if the matters giving rise to the indemnity under Section l 7 result from the negligence of Tenant. The amount and coverage of such insurance shall not limit Tenant's liability nor relieve Tenant of any other obligation under this Lease. Landlord may also obtain comprehensive public liability insurance in an amount and with coverage determined by Landlord insuring Landlord against liability arising out of ownership, operation. use or occupancy of the Property. The policy obtained by Landlord shall not be contributory and shall not provide primary insurance. h. Property (Fire) Insurance. Tenant shall not do or permit anything to be done on the Property which invalidates any fire or extended coverage policy of Landlord. c. Payment of Premiums. Before the Effective Date, Tenant shall deliver to Landlord a copy of each policy of insurance which Tenant is required to maintain under this Section 1 $_ At least thirty (30) days prior to the expiration of any such policy, Tenant shall deliver to Landlord a renewal of such policy. As an alternative to providing a policy of insurance; Tenant shall have the right to provide Landlord with a certificate of insurance_ executed by an authorized officer of the insurance company, showing: that the insurance which Tenant iti required to maintain under this Section 18 is in full force and effect and containing such other information which Landlord reasonably requires. d. Landlord makes no representation as to the adequacy of such insurance to protect Landlord's or Tenant's interests. 19. EMINENT DOMAIN. If the Property or any part thereof or any estate therein, or any other part of the building materially affecting Tenant's use of the Property, shall be taken by eminent domain, this Lease shall terminate on the date when title vests pursuant to such taking. Rent shall be apportioned as of the termination date, and any Rent paid for any period beyond that date shall be repaid to 'tenant_ Tenant shall not be entitled to any part of the award for such taking or any payment in lieu thereof, but Tenant may file a claim for any taking of fixtures and improvements owed by Tenant, and for moving expenses. 20. DESTRUCTION OF PROPERTY. In the event of a partial destruction of the Property during the Lease Term, from any cause. Landlord shall forthwith repair same, provided that such repairs can be made within one hundred twenty ( 120) days. under existing governmental laws and regulations, but such partial destruction shall not terminate this Lease, except that Tenant shall be entitled to a proportionate reduction of Rent while such repairs are being made, based upon the extent to which the making of such repairs shall interfere with the business of Tenant on the Property_ If Landlord determines that such repairs cannot be made within one hundred twenty ( 120) days. Landlord shall notify Tenant in writing and either party may terminate this Lease, at its election exercised by written notice to the other party within ten ( I 0) days after the date of Landlord's notice. In addition, in the event that the building in which the Property may be situated is destroyed to an extent of not less than one-third of the replacement costs thereof, Landlord may elect to terminate this Lease whether the Property be damaged or not. A total destruction of the building in which the Property may be situated shall terminate this Lease. 21 . TRANSFER OF PROPERTY BY LANDLORDS. In the event the Landlord transfer all or any portion of the Property and the transferee assumes all liabilities and obligations hereunder, including but not limited to the assignment of the Security Deposit. Merle Luther and Luther Rentals 1510, LLC shall be released from all liability under the terms of this Lease and the Tenant shall look solely to the new entity(s) for compliance and enforcement of the terms of this Lease. fl DEFAULT AND REENTRY. a. Tenant's Default. Tenant agrees to quit and deliver possession of the Property to Landlord or Landlord's assigns_ successors or agents, when this Lease terminates by limitation or forfeiture, and Tenant agrees the Property shall be in substantially the same order and in as good condition as received, normal wear and use excepted_ in addition, failure on the part of Tenant to pay the Rent or any other sums due hereunder within the time specified herein shall also subject Tenant to a penalty of one and a half percent ( 1 .5%) of said payments for each month from the date said payment was due until the date said payment is made_ b. Tenant hereby agrees if Landlord shall recover or take possession of said premises as aforesaid and be unable to relet and rent the same so as to realize a sum equal to the Rent hereby reserved. Tenant shall immediately pay to Landlord on demand, as current liquidated damages. any loss or difference of Rent for the residue of the Lease Term, including all costs incurred by Landlord with respect to such reletting of the Property. Should Landlord at any time terminate the estate of Tenant hereby created by this Lease for any breach, in addition to any other remedies Landlord may have. Landlord may recover from Tenant all damages Landlord may incur by reason of such breach including the cost of recovering the Property, reasonable attorney's fees and brokerage fees. i. Landlord shall have the right to re-enter the Property to assume and take possession of the whole or any part thereof, and to remove all persons or personal property by direct or summary action, or in a different type of suitor proceeding, by force, or otherwise, without being deemed guilty of trespass or other actionable wrong by reason thereof, and without being liable for the damages therefore or in connection therewith, and after demand made therefore, Tenant or anyone in possession claiming under Tenant shall be deemed guilty of unlawful detainer and subject to such surnmary or other action as may be provided by law. ii. Landlord, irrespective of the date on which its right of re-entry shall have accrued or be exercised, shall have the right, exercisable without notice to or demand upon Tenant or any other person, whether for Rent or possession or otherwise, to forfeit this Lease and terminate the estate of Tenant hereby created. iii. PERSONAL PROPERTY TAXES. RIGHT OF FIRST REFUSAL. If, at any time during the Lease Term, Landlord desires to sell the Property to an unrelated third party and receives a bona fide oiler from an unrelated third party to purchase the Property on terms and conditions which Landlord desires to accept. GENERAL PROVISIONS, a_ Notices. The evaluation involved counting driveway activity and applying CDOT's State Highway Access Code criteria to bring the existing access points into con- formance. Findings, discussions and determinations are described in the following sections of this letter. SITE OVERVIEW The site is currently leased by Energes Services LLC (Energes) with the lease term being 3 years with an option to extend the lease for an additional 3 years. The site is used in sup- port of the oil and gas industry. About 60% of Energes' business relates to well site con- struction, 30% relates to well site maintenance, and 10% relates to hauling water. Energes is considering an upgrade to the existing buildings if the decision is made to stay at this loca- tion. This upgrade will not result in more employees or an increase in site traffic. The Energes site is active from about 5:00 AM to 7:30 PM. Typically these hours vary for the individual crews due to the location of the work site, the length of the workday and travel time. Some 125 — 200 employees work at this Energes location. These employees typically report to work between 5:30 and 6:30 AM and leave the site in company vehicles between 6:30 AM and 8:00 AM. Company vehicles consist of some 50 pickups, 10 dump trucks, 20 water trucks, 4 hydro excavators, and 2 cranes. There are about 12 supervisors who some- times visit the site for administrative purposes before leaving for the various work locations. Driveway access is currently available from U.S. 34D. The west access serves as a one- way entrance entrance with the east access being a one-way exit. Traffic counts are the best indicator of site traffic and traffic patterns since the site is currently active and is ex- pected to remain at the same level of activity in the future. Driveway activity was counted at both driveways from 5:00 AM to 7:30 AM and from 5:30 PM to 8:00 PM. This information is shown on Figure 1 . There is a crossover between 18th Street and U .S. 34D and is located roughly midway between the two site driveways. This crossover is used by westbound 18th Street traffic wishing to go south on U.S. 34D and westbound traffic on U.S. 34D wanting to go east on 18th Street. Site peak hours were determined to be from 5:00 AM — 6:00 AM and from 6: 15 PM — 7: 15 PM. As indicated , the heaviest traffic movement, by far, is to and from the west. This re- flects the use of U .S. 85 to serve the oil and gas areas and the location of employee resi- dences. About 5% of the counted vehicles were heavy trucks. "l 1' 25/74 - _y ti tD to A o a x c w •c w m 0 LEGEND: AM/PM Peak Hour CURRENT SITE TRAFFIC AUXILIARY LANE WARRANTS CDOT auxiliary lane warrants were compared to site traffic during both the morning and af- ternoon peak hours. Per CDOT's access category assignment schedule, there appears to be a conflict between milepost locations and the physical description of the roadway seg- ment. This conflict was discussed with CDOT and it was determined that this section of U.S. 34D is classified as a RB roadway. WARRANTAPPLICATION Auxiliary lane criteria for the RB access category are defined below. VPH WARRANT LANE RB Left Turn Lane > 10 Right Turn Lane > 25 Left Turn Acceleration (1 ) Right Turn Acceleration (2) (1 ) Generally not required. (2) Not required with a 40 MPH speed limit. Comparing current driveway traffic to the above warrant thresholds resulted in the finding that a right turn deceleration lane is warranted at the site entrance. It was also determined that no other auxiliary lanes are warranted . Per the Access Code, this lane should be 12 feet wide and 370 feet long including 145 feet of transition taper. DISCUSSION It is understood that being the tenant and not the owner makes the situation have a different perspective. Accordingly, an additional discussion was held with CDOT. At that time, it was determined that CDOT would consider issuing a temporary permit for the time remaining on the current lease; however, that permit would terminate at the end of the initial three-year lease term and would not be extended if Energes elects to extend the lease for three more years. Given area conditions the feasibility of building the right turn lane was also discussed. It was determined that CDOT would consider waiving the right turn lane if there is insufficient off- site right-of-way to construct the right turn lane and any needed utility, drainage and other such roadway features. Shear Engineering, the project civil engineer, was asked to evalu- ate the situation and formulate an opinion as to the viability of building the right turn. That evaluation determined the right turn lane could not be built in the existing right of way and would impact the property to the west. A letter from Shear Engineering documenting this finding is attached. Based on the above, it is requested that Energes be allowed to permit the existing accesses and that the right turn lane be waived at the site entrance. Figure 4-1 of the CDOT State Highway Access Code was referenced in order to develop the eastbound right turn lane alignment. Right turn deceleration lane parameters shown on 'fable 4-6 and the re-direct tapers from table 4-9 of the CDOT State Highway Access Code were also referenced in order to develop the eastbound right turn lane alignment. Right turn lane alignment is also based on truck turning radii and the forty mile per hour (40 MPH) posted speed limit. Highway 34 eastbound right turn lane improvements will not fit in the current right-of-way and will result in encroachment onto 1804 Cherry Avenue west of the Energes site adjacent to Highway 34. This encroachment would occur for the entire length of the 1804 Cherry Avenue property. Right turn lane improvements would extend west of the 1804 Cherry Avenue property to Cherry Avenue. If installed, the right turn lane would require relocating the majority of the side road drainage swale grade approximately nine-feet (9') south of the existing fence. The same impact would occur to the Energes site. Side road drainage is not currently well defined nor very functional along Highway 34. Additional drainage improvements may be needed. Existing overhead power and telephone facilities located at the northwest corner of the Energes site will need to be relocated with eastbound right turn lane installation. Additional survey would be required to identify possible additional utility relocations along the route of the eastbound right turn lane adjacent to the 1804 Cherry Avenue property. INTRODUCTION: This report presents the pertinent data, methods, assumptions, and references used in analyzing and preparing the final Drainage, Erosion/Sediment Control and Water Quality design for 1328 East 18th Street. The properties included for analysis with this report are 1328 East 18th Street (Lot 2 and 5, Union Colony) and 1510 East Highway 34 (Lot 1 , Union Colony). The site is currently developed with a majority of the site being covered with gravel. Refer to Existing Conditions Plan included with this report. There are no existing detention or water quality facilities. No previous drainage reports were located in Weld County records or provided by Weld County personnel. II. GENERAL LOCATION AND DESCRIPTION A. Property location 1 . 1328 East 18th Street is located in a portion of the Southwest Quarter of the Southwest Quarter of Section 10, Township 5 North, Range 65 West of the 6th P.M., County of Weld, State of Colorado. 2. The property is bounded on the South by East 19th Street right-of-way dedicated with the Luther Subdivision in 1962 and private property (1419 East 20th Street), on the North and East by US Highway 34 (Business), and on the West by private properties (parcels 096110300009, 096110300026, and 096110300025) adjacent to Cherry Avenue. 3. There are no major open channels, lakes, streams, irrigation or other water resource facilities within or adjacent to the proposed development. 4. Refer to the vicinity map located near the beginning of this report. B. Description of Property 1 . The entire area of the project is approximately 9.00 acres. 2. The site was initially home to two (rural) residential homes. a. The residence structure at 1328 East 18th Street still exists. This structure was built in 1927 according to Weld County Assessor public records. b. The residence structure at 1510 East Highway 34 was built in 1900 according to Weld County Assessor public records. The structure is shown on Weld County Assessor aerials. According to Weld County Assessor public records for 1328 East 18th Street, the existing commercial building was erected in 1971 . There are no site development plans available through Weld County Public Works records. 4. There are additional existing garage and shop buildings located on the 1328 East 18th Street site. Refer to the "Existing Conditions Plan". III. DRAINAGE BASINS AND SUB-BASINS A. Major Basin Description 1 . The property is contained within the defined City of Greeley North Delta Basin. 2. All runoff from this site is generally directed in a southeasterly direction along Highway 34 to the South Platte River (mile marker 14), approximately one (1 ) mile from the site (mile marker 13). 3. There is offsite contribution to the site from the west. Due to flatness of the area, an undefined drainage system and a lack of survey data, the extent of offsite runoff contribution is unknown. Since there will be no change in the west Basin, it is assumed that offsite runoff will simply be conveyed through the west basin as has historically occurred. 4. The property is not within a defined FEMA floodplain. Reference FIRM (Flood Insurance Rate Map) Community Panel number 080266 0637 C (Panel 637 of 1075; Map Revised September 28, 1982). B. Sub-Basin Description 1 . There are no clear historic sub-basins defined. All runoff from both sites enter the Highway 34 side road swale drainage system. For purposes of this report, the site is divided into two sub-basins (Basin A and Basin B). Basin A is the west basin and Basin B is the east basin. 2. Basin A will be left in its existing condition. A drainage valley pan will be the only improvement in Basin A at this time. Future improvements to Basin A area may require additional drainage analysis and possibly detention requirements. 3. Basin B includes new proposed development infrastructure including a new commercial building and a new onsite wastewater treatment system. Therefore Basin B is the only sub-basin that will require stormwater detention. Historically, all runoff from this site is generally directed in a southeasterly direction along Highway 34 to the South Platte River, approximately one (1) mile from the site. a. Plans for Highway 34 provided by the Colorado Department of Transportation (CDOT) clearly identifies the side road swale profile indication runoff conveyance from west to east. 2. The 5-year historic peak flow Basin B using 2% impervious ground cover is 0.53 cfs. IV. DRAINAGE DESIGN CRITERIA A. Regulations 1 . Design criteria from the Weld County Storm Drainage Criteria Addendum to the Urban Storm Drainage Criteria Manuals Volumes 1 . 2 and 3, October 2006 (WCSDC) and the Urban Storm Drainage Criteria Manuals Volumes 1 , 2 and 3 (USDCM), and the Weld County Engineering and Construction Criteria April 2012, were utilized. 2. The latest versions of the Urban Drainage and Flood Control District (UDFCD) software were used for runoff and detention calculations. B. Development Criteria Reference and Constraints 1 . No previous drainage reports were located in Weld County records or provided by Weld County personnel. 2. Generally, any additional development within the site will not redefine grades along the property boundaries. 3. The existing Highway 34 drainage system accepts all runoff from the property historically. There will be no changes to the existing Highway 34 drainage system. 4. Existing improvements on site will remain including the existing residence structure and commercial building, sanitary sewer service facilities (On-Site Wastewater Treatment Systems), existing electric facilities, existing gas facilities and existing water service facilities. Due to the finished floor elevation of the existing commercial building on the 1328 East 18th Street property, two developed basins have been defined. Extension of the east detention pond (Basin B) to the west basin (Basin A) would result in detention surface water encroachment at the finished floor elevation. i. Existing west commercial building finished floor elevation = 4645.20 ii. East detention pond 100-year water surface elevation = 4643 .97 iii. East detention pond freeboard elevation = 4644.97 iv. East detention pond freeboard elevation is within 0.20' of the existing west commercial building finished floor elevation. C. Hydrological Criteria 1 . The one-hour point rainfall for the 5-year, 10-year and 100-year storm events are 1 .49, 1 .76 and 2.78 inches respectively for the City of Greeley. 2. Rational Method - The Rational Method was used to determine peak runoff rates for the site for the sizing of detention pond volumes. a. Percentage imperviousness values were taken from Table RO-3, Recommended Percentage Imperviousness Values (See Appendix II). b. Runoff calculations were completed using the Rational Formula defined in Section 2. 1 of the USDCM. 3. The Modified FAA Method was used to calculate site detention requirements. D. Hydraulic Criteria 1 . Design criteria from the Weld County Storm Drainage Criteria Addendum to the Urban Storm Drainage Criteria Manuals Volumes 1 . 2 and 3, October 2006 (WCSDC) and the Urban Storm Drainage Criteria Manuals Volumes 1 , 2 and 3 (USDCM) were utilized. 2. Pond outlet pipe capacities are based on HDS-5 culvert methodology as implemented in the UDFCD software. Page 5 Final Drainage, Erosion/Sediment Control and Water Quality Report 1328 East 18th Street; Weld County (Greeley), Colorado V. DRAINAGE FACILITY DESIGN A. General Concept 1 . The storm drainage systems are designed to safely convey the 100-year storm event runoff by sheet flow regimes over paved areas and gravel across the site to design point 1 within Basin A and to the detention pond located in the southeast corner of the site within Basin B. a. The proposed detention pond will attenuate the developed condition 100- year storm event runoff in order to not exceed the allowable site release rate. B. Specific Details Runoff 1 . The Rational Method was used to determine the peak runoff rate of 28.21 cfs for the 100-year storm event for the proposed condition of drainage Basin A, and 19.9 cfs for Basin B. 2. There is offsite contribution to the site from the west. Since there will be no change in the west basin (Basin A), it is assumed that offsite runoff will simply be conveyed through the west basin (Basin A) as has historically occurred. C. Specific Details — Detention 1 . The proposed detention pond has been sized to accommodate the proposed development of Basin B. The required 100-year detention volume is 1 .008 ac- ft. This volume is attained at elevation 4643 .97 within the new pond grading configuration. a. The proposed detention volume was computed using the Modified FAA Method. The allowable release was computed as 0.53 cfs (5-year historic). 2. The proposed detention pond outlet will consist of a 4' x 4' concrete box structure with an 8" PVC discharge pipe. a. A one foot tall concrete water quality structure (top elevation = 4643 .62) with orifice plate (1 column x 3 rows of 0.786" diameter holes) and protective screen, will be constructed and attached to the front of the existing box outlet structure, upstream of the existing 4" orifice. The required water quality volume is 0. 148 ac-fl. b. A restrictor plate will go over the 8" pipe outlet with a bottom edge of plate elevation of 4642.75. The emergency overflow weir for the pond will have a crest length of thirty feet (30') and a crest elevation set at 4643.97. The emergency overflow weir will convey the proposed Basin B developed condition peak flow of 19.9 cfs at an operating head of less than 6" over the weir crest, per the Weld County criterion. The elevation of the top of the proposed pond berm is 4645.00, providing greater than 1 .00' of freeboard over the 100-year WSEL. d. Please see the detail of the outlet on Sheet 10 of 10 of the Sitework Improvements Construction Plans. 3 . Please see all of the detention design data, including the detention pond volume rating curve, and the outlet stage-discharge curve in the detention section of Appendix I. VI. WATER QUALITY A. General Concept 1 . The existing detention pond will serve as a siltation pond during overlot grading operations and sitework improvements. 2. Runoff is designed to flow as long as possible in sheet flow regimes over concrete and gravel across the site promoting scrubbing of sediment and pollutants. a. Construction BMP's will consist of: i. Gravel vehicle tracking control pads at the exits of the site. ii. Wattles in the channels, area inlet protection and a detention pond outlet structure. iii. Surface roughening and re-vegetation. iv. Silt fence, preventing sediment in runoff leaving the site immediately bordering the extent. v. The detention pond will act as a sediment basin during overlot grading operations and sitework improvements. Erosion control best management practices will minimize the amount of sediment being transported from the site during and after construction. B. Specific Details 1 . During construction, wattles will be placed along channel inverts and at the entrances to culverts to minimize the propagation of sedimentation prior to finished grading and landscaping being installed. 2. During construction, a riprap pad will be placed at the detention and water quality pond preventing erosion from flow discharges. 3. Silt fence will be installed all along the northerly and easterly edge of the Project site. 4. Permanent re-vegetation will be required for all disturbed earth. Please see the re-vegetation notes and seeding schedule on Sheet 10 of 10 of the Sitework Improvements Construction Plans titled "Erosion/Sediment Control and Water Quality Plan". This plan is also included in Appendix III of this report. VIII. CONCLUSIONS A. Compliance with Standards 1 . The grading and drainage design complies with the requirements of the Weld County Storm Drainage Criteria Addendum to the Urban Storm Drainage Criteria Manuals Volumes 1 , 2 and 3, October 2006 (WCSDC). 2. All proposed erosion control measures comply with the Weld County Storm Drainage Criteria Addendum to the Urban Storm Drainage Criteria Manuals Volumes 1 , 2 and 3, October 2006 (WCSDC) and generally accepted erosion control practices. B. Drainage Concept 1 . The drainage design will safely convey onsite flows through the development. 2. The proposed detention pond within Basin B improves upon the current downstream conditions of the site where there is no stormwater detention or water quality control capture. In areas located in the southwest portion of Weld County and where areas are larger than 160 acres that have drainage characteristics similar to an urban area, the Colorado Urban Hydrograph Procedure (CUHP) is an acceptable model for determining runoff amounts. The CUHP model can be used for basins from 0 to 3,000 acres. The parameter adjustments provided in the runoff chapter of the UDFCD Manual (Volume 1) should be used when dealing with basins that are larger than 160 acres. The CUHP model is not applicable in non-urban areas, including those areas in Weld County that are outside of the Denver metropolitan area. The U.S. Army Corps of Engineers (USACE) HEC-HMS model is more applicable for mixed suburban-agricultural areas. The HEC-HMS model can be used on watersheds and drainage basins larger than 160 acres provided the modeling follows the parameters in the HEC- HMS User's Manual, the HEC-HMS Technical Reference Manual, and the HEC-HMS Application's Guide.
