LEC Construction
Written replies to USR Questionnaire
1. The site will be the new business location for LEC Construction. LEC
Construction is a concrete finishing and form setting business. The site will
be used to store vehicles and equipment for the concrete business. Outdoor
storage is also requested at this time for vehicles and concrete equipment.
The office staff that will remain on the site is one full time receptionist and 2
job superintendents that will be in the office approximately 50% of the time.
2. The proposed land use is consistent with the code due to the fact the land could
not be used for prime agriculture purposes because of existing power lines and
fairly steep slopes that would prevent tillage.
3. Per section 23-3-40 the location can be used for a business via a Use by Special
Review process.
4. The property is adjacent to agricultural use along the northern border. The east
and west side border residences. The southern border is an abandoned turkey
farm. The building is located fairly central on the site and is at least 500' away
from the nearest residence to create a buffer to the neighbors.

a. The company typically has around 15 employees that will arrive at the
site and then leave after tools and equipment are gathered for the
work required on a particular day. Two employees will approximately
split their time between the proposed site and job sites. A full time
receptionist/ book keeper will be on the site most days. Retail
customer visits to the site be very seldom. Three to four times a
month deliveries will be made to the site.
b. The company typically has around 15 employees that will arrive at the
site and then leave after tools and equipment are gathered for the
work required on a particular day. Two employees will approximately
split their time between the proposed site and job sites. A full time
receptionist/ book keeper will be on the site most days.
c. The hours of operation are 6:00 am to 6:00 pm Monday through
Saturday. Occasionally employees may need to enter the business
after hours due to early or late concrete pours.
d. There will be a 5136 s.f. metal building constructed in the initial phase
of construction. The building will be used for office space and a 3600
s.f. shop for vehicle and equipment storage. A 3600 s.f. shop addition
may be constructed at some time in the future.
e. There may be up to 10 calves or sheep on the site during summer
months to assist with keeping the natural grasses on the site less than
12" tall.( Landscape maintenance)
f. Around 25 round trips a day are anticipated with single vehicles. Up to
10 trips a day are anticipated with pickups with trailers. Semi truck
trips to the site will less than 5 a month.
g. Platte Valley Fire Protection District will provide fire protection to the
site.
h. The site will be served by Central Weld Water
i. The site will have a leach field for sewage disposal.
j. There will be heavy equipment, vehicles, trailers, concrete forms,
dimensional lumber, rebar and other materials required for the
concrete business stored both inside the building and outside on the
site.
6. No landscaping is planned for the site at this time since it is in a very rural
area and has no visibility to any major roads.
7. There should not be any reclamation required when the USR is terminated.
8. A water quality pond is planned for the site that will be located along the
north side of the site. Once the pond is full it will sheet flow along the historic
path on the site.
9. The owner would like to begin construction on the site in September of 2015
and have the site completed in September of 2016
10. Any waste will be placed in a dumpster and hauled off weekly by Northern
Colorado Disposal.

Dear Kim,
Thank you for the response and questions.We are very excited to get this going. Here are the answers
to the different department's questions.
Environmental Health:
1. We will not be washing vehicles at this location.We encourage our employees to use car wash
locations.
2. There will not be a floor drain in the shop.
3. There will be 500 gallon off road diesel, 500 gallon clear diesel,and 500 gallon unleaded.There
will be a concrete containment area for these tanks built per code.
4. We will have very small amounts of oil on hand only for day to day maintenance of our vehicles
and equipment.
Planning Services:
1. We have already had a study with central weld water and plan to have a 5/8 tap and a fire
hydrant at the entrance off of 54. Please see attached.
2. The proposed use is for the shop of L.E.C. Construction,office and storage areas for equipment,
and materials and company vehicles.
3. We are going to run our construction company out of this building.This includes office
personnel and field personnel. It will have dedicated office space,dedicated storage areas,and
dedicated parking areas.The shop will have overhead lighting and electrical outlets on the walls.
The shop will be used to store materials and our company crew cab trucks overnight.
4. We have the plan for more storage of equipment and materials for the 60x100 addition.
5. There will be a 6'chain link fence going north and south from the middle of building each way to
property line,then west on both sides to property line, and then connect on the along west
property line.There will not be screening material this is a security fence only.
6. Office employees will park east side of the office there will be 5 spaces and 1 handy cap space.
In the field employees will park on the south of the yard on the west of the shop.There will be
12 to 15 spaces.

7. We try very hard to work 6:30 am to no later than 6:00 pm. It is very rare for our field
employees to work past 6:00 pm however it does happen on occasion.Typically they get in and
leave.There will be more often office personnel such as myself and my father that are there
earlier or later than typical hours. Office employees and owners could be at the office as early as
4:30am and as late as 8pm.
8. There will be a company sign on the north wall of the shop and an address sign at the road.
9. There will be a yard light on east side shining to the west to light the office,and a yard light in
the middle of west storage yard to light most of the area. We will also have building lights on all
four side of building.
10. Enclosed is our check for$2500.00.

Dear Ms. Petrik:
This letter addresses the Water Quality Capture Volume (WQCV) requirements and
existing and proposed drainage ways on the site
The storm-water historically enters the site from the south and drains across the site to
the north. No portion of the site is in the 100-yr flood plain.The proposed plan will collect on
site flows and direct them around the proposed improvements to the water quality pond along
the north east side of the site. When the water quality pond reaches capacity at elevation
4641 storm-water will flow over the proposed 50' concrete flow leveler and leave the site to
the north as sheet flow. The proposed project will have minimal effects on neighboring
properties in a 100-yr event.
The proposed conditions imperviousness is 9.4. The WQCV required for the site is 2937
cubic feet. The pond as shown on the grading plan provides approximately 14,507 cubic feet of
storage.

VARIANCE REQUEST

1.A Variance from the full drainage report is requested due to the fact that the site remains mostly undeveloped in
a rural area and the overal imperviousness for the developed site is less than
10.

Traffic Narrative for LEC Construction LLC Site on Weld CR 54, Parcel # 096319000062
To whom it may concern:
LEC Construction anticipates there will be 25 trips to the site a day with single
vehicles. They also anticipate another 10 trips a day to the site with pickups that will
be towing trailers. There will be around 5 trips a month to the site with Semi Trucks
that will be making material deliveries. LEC Construction believes that 80% of the
traffic will enter and leave the site from the west along CR 54. The remainder of
traffic will travel east along CR 54. The largest concentrations of traffic to the site
will be from 6:00 AM to 7:30 AM and 3:00 PM to 4:00 PM. If you need further
clarifications please feel free to contact this office.

A dumpster will be on site for normal business refuse and will be emptied weekly. The
trash will be removed by Northern Colorado Disposal and will be disposed at

Dust Abatement Plan
During the construction phase of the project LEC Construction will utilize water trucks to
maintain dust suppression. The storm water management plan will be followed to
mitigate soil erosion during the construction phase.
After construction is completed the site will be stabilized using native vegetation and
compacted gravel surfaces. Vegetation will not be allowed to grow over 12" high.
Additionally LEC Construction will maintain the gravel drives and entrances. A water
truck will be provided as necessary to maintain dust suppression.
